A petition bearing 24 sign tureswas read, requesting the rezon&ng of
both sides of Central Ave.; from 42nd to 43rd Ave., from a residential
to a co~muercial area. ~,{otion by Yencho seconded by Spekulant that the
matter be turned over to the Planning Commission for a hearing as soon as
possible. Roll Call - All Ayes.
~ request from Raymond Ross, 2110 - llth Ave. S., was read, asking the
rezoning of Lots .~Do 54, inc., Block 5, Reservoir Hills, for multiple-
family dweiling/.~-%ion by Yencho seconded by Spekulant that the
matter be turned over to the Planning Co~muission for a hearing as soon as
possible. Roll Call - All Ayes.
A petition was read, asking that the Doty Contractors and Excavating
Co., ce restrained fro~operatlng their business at 3723 - 2~ St., which
is in a residential area. 5~iotion by Yencho seconded by Trench t t~ t the
above company be advised to discontinue the operation of said business
at the above address, and cease the storage of gasoline above ground at
the above address. Roll Call - All Ayes.
A letter from the Library Board was read, giving plans for leasing of
part of the building at 836 - 40th A~e. as new quarters for the~_City
Library. ~otion by Yencho seconded by Spekulant tlmt the City ~,auager b e
instructed to draw up such a lease for a period of three years, with an
option for two years, according to the conditions stated in the above
letter, and together with inside painting of the above quarters. Roll
Call - All Ayes.
A letter from ~rs. F. ~achlitt was r~ad, requesting permission to connect
to the City's watermain at 41st Ave. and ~nd St., for a private watermain
connection to ~llO Main St. ~otiou by Lange seconded by Spekulant
t)uat the matter of allowing non-residents to connect to the City's water

A letter from Robert Brown, 4916 - 6th St., was read, stating that
all cesspools in the 4900 block of 6th St., ~ere he has assisted in
installin~ cesspools, will be filled in in Spring as early as
possible.
Resolution offered by Yencho seconded by Lange, THE CITY COUNCIL OF
THE CITY OF COLUMBIA ITEIGHTS HEREBY RESOLVES that, '~fHEREAS T. H. #65
northerly of Columbia Heights is now being used by a traffic volume
exceeding the capacity of the presently-constructed 18-foot pavement;
and ~'g4EREAS the area northerly of Columbia Heights is rapidly being
~developed as suburban district which will add further to t,be traffic
volume using T. H. #65, and 'A~!_EREAS the present development adjacent
to the right of way of T. H. #65 is such that the widening of the
right of way would remove a large number of homes and business places
at considerable expense to the State and inconvenience to abutting
property; and WHEREAS T. H. #65 is the only north-and-south highway
through the area. It is recommended to the Commissioner of Highways
that T. H. #65 be relocated and improved on a route approximately
one-fourth mile westerly of the present location, thereby providing
the area with an added north-and-south route from T. H. #lO0 to T. H.
#lO near Spring Lake Park. Roll Call - All Ayes.

motion picture theatre license for a theatre to be located at Lots 21,
22 ' and 23, Block 3, Reservoir Hills, upon completion of the building
for said theatre. Roll Call: Ayes: Yencho, Trench, Spekulant and
Prestemon. Not Voting: Lange.
Eotion by Lange seconded by Trench to grant Harold Ames on- and off-
sale beer and restaurant licenses at 4159 Central Ave. Roll Call:
Ayes: Trench, Spekulant and Lange. Nays: Yencho and Prestemon.
The city manager advised that the U. S. Public Bldg. Administraticn had
offered to lease the upstairs oJ~_ ,.,.t~a f~re station for the use of
the Census Bureau for 5 months~o~o~n~n~etVe~4~y I and ending
May 31, 1950. Rfotion by Yencho seconded by Trench that the above
offer be accepted. Roll Call - All Ayes.

all residents along Central Avenue, who have not already made sewer and
water main connections, that it is advisable to n~ke such connections
before ~ue Hig2away Dept. begins its project of widening Central Ave.~

The city manager advised he had written several residents in the 48 and
4800 blocks of Central Ave., who are connected to the Columbia Heights
water system, advisLng them to replace their present corroded main
~before extension work is begun on Central Ave. this Sum~r.
.The city manager presented his resignation, effective March 15, 1950.
I~;otion by Trench seconded by Yencho that the resignation be accepted
as of ~[arch 15, 1980, or as soon ~ereafter as practical. Roll Call - All

by the City Council of the City of Columbia Heights that tb~ attendmuce
fee 'paid to policemen policing dances at the Columbia Heights Field
House and Youth Center be increased from $3.00 to $5.00 an evening.

by the City Council of the City of Columbia Heights that thepay scale
for truck drivers, laborers and psrk board employees of tile City of ~
Columbia Heights be raised to $1.46 per hour, and that the pay scale
paid for operation of other types of city equipment remain as previouslyJ

Meeting called to order at 8 P.M. All members present.
Minutes of the last meeting were read and approved with the followig
amendment: The resolution raising the pay scale of truck drivers,
laborers and p~-rk board employees of the city of Columbia Heights is
deleted and replaced by the following resolution: "BE iT HEREBY
RESOLVED by the City Council of the City of Columbia Heights that the
p~.y scale for all city employees be increased two cents per hour over
the wage set for 1949, based on a work week of forty hours."
Motion by Yencho seconded by Lange that the following licenses be granted:
