~inutes of the last regular and special meetings were read and approved.
A. 0ndlck, union representative, was present. He asked if the Council
had decided to rescind its decision to leave the wages of the Park Board
and Street Crew employees at the 19~ scale. The Council advised it had
not changed its attitude. The matter was discussed further, but no action
wa~ taken.
Blair Estabrooks was present and requested a 00-day extensiou of his tem-
porary permit to live in a house trailer at ~ Benjamin St. Notion by
Sp~kulant seconded by Trench to grant the request. Roll Call-All Ayes.
Charles Redman, of Otis Clark & Co., and Donald Shanedling, of Henry
Shanedling Sons Corp., were present. ~They outlined proposed plans for the
construction of a theatre, bowling alley and shopping center on the east
side of Central Ave., between ~gth and ~Oth Aves. They asked the Council
to limit to two the number of motion picture theatre licenses which could
be held in the City during the next ten years. The Council agreed to place
a limit of two such licenses for the next eight years, or until the
population reaches l$,000people. First reading of Ordinance No.
being an ordinance entitled, "AN ORDiNANCE RELATING TO AND REGUIATING
THE NUMBER OF ~OTION PICTURE THEATRES IN THE CI~ 0P COLUI~IA HEIGHTS".
Mo~ion by Lange seconded by Trench that the Columbia Heights Record be
named as the official newspaper of the City of Columbia Heights to print
the proceedings of the Columbia Heights City Council. Roll Call-All Ayes.
Mo~ion by Lange seconded by Trench that the trailer pump now stored in ~he
City equipment shed be put into working condition and stored in the Fire
Department building. Roll Call-All Ayes.

The Fire Department's 1949 annual report was read. Motion by Yencho
seconded by Lange to accept and place the report on file. Roll Call-All Ayes.
Motion by Yencho seconded by Trench that the City Manager request Gerald
Rose to accept the posi$ion of City Heating Inspector. Roll Call-All Ayes.
A request from Newton Helwick was given to the Council. The Council was
asked to refund the fees Mr. Helwick had paid for restaurant, on-sale and
off-sale beer licenses at 500~40th Ave., because of ~e fact Mr. Helwick
had used the licenses for only a very few days before sellin6 his
business. Motion by Yencho seconded by Trench that all but SV.00 of
the license fees be refunded. Roll Call-All Ayes.
The Council agreed that there no longer is a need for having two separate
Liquor Store ir~entory counts and reports made. Motion by Spekulant
seconded by Trench that Mr. Farmer, who make,ne of the reports, be
renioved from the city payroll effective ~ ~l, 1950. Roll Call-All Ayes.
The City Manager reported on the tabulation of bids received for w~kmen's
conipensation and employer's liability insurance for the City for the year
1950. Notion by Lange seconded by Spekulant that the bid of John Nordin be
accepted. Roll Call-All Ayes.
Resolution offered by Lange seconded by Spekulant, the City Council of the
Cit~ of Columbia Heights hereby resolyes that, ~EREAS, Special Essessments
for sidewalk on Lot l, Blk. 3, Walton s let Subd., Columbia Heights Anne~; on
Job No. 153, in the Amount of $~./Y,-have been paid in full; BE IT
THEREFOFJE RESOLVED THAT the County Auditor' be and he is hereby authorized to
strike from the assessment rolls the aforesaid assessments. Roll Call-All

Meeting called to order at 8 P.M. All members present.
Minutes of the last regular meeting were read and approved, with the
following amendment: The motion removing Mr. Farmer from the City
payroll is s~aended by changing the vords "January l, 1980" to "Febr-~ary
l, 1950".
A letter from the State Labor Conciliator was read, offering to help
bring an end to the labor dispute existing between the City and its
street crew and park board employees. The Council advised the city
manager to accept the offer and arrange for a meeting between the
above parties.

Nelson's temporary permit to occupy a house trailer at ~$~0 ~ormoe St.
