Regular Neeting
December 12, 1950
Neeting called to order at 8:15 P.N.
All members Present.
Ninutes of the last regular and special meetings were read and approved.
lfr. Wallace Peterson of the Heights Dry Cleaners presented petitions for White Way
Street Lighting at various places in Columbia Heights. Also present were members of
the Street Lighting Committee.
~otion by Spekulant seconded by Trench to refer these Petitions for ~hite Way Street
Lighting to the City Nanager for tabulation and to obtain specifications. Roll Call -
All Ayes.
A letter was received from CoT. Olsen, askin~ for adequate lighting in the new Parking
Lot Bast of Central Avenue. Notion by Yencho seconded by Spekulant, that this
matter be referred to the City Manager and that he contact the Northern States Power
Co. to get information on necessary lighting and report back at next meeting.
Roll Call - All Ayes.
tar. ~cNenemy, Harry Zook and Norman Hoium were present representing the First Lutheran
Church, regarding the alley north of the Church. Arrangements welre made for the
Co~-~ittee to meet with the City Engineer on Thursday December ~th and survey Alley.
Petitions ~,~re brought in to have ~th Street made a through stop street from ~Oth to
~3rd Avenue. Notion'by Spekulant seconded by Yencho to refer this to the
Police Department for their recommendation. Roll Call - All Ayes.
Motion by Yencho seconded by Image to grant ~he Cigarette License to the National
Tea Story, 3973 Central Ave. Roll Call - All Ayes.
ResolutiOn offered by Spekulant seconded by Trench, The~City Council of the City Sf
Columbia Heights hereby resolves~ that, V.HEREAS, Special'Assessments for Lots 33, 3h,
Block 63 Columbia Heights Annex, on Job No.l?O in the a~ount of $170.72 have been
paid in full; BE IT THEREFRRE RESOLVED that the County Auditor be and he is hereby
authorized to strike from the assessment rolls the aforesaid assessments. Roll Call -
All Ayes.
Resolution offered by Spekulaht ~econded by Trench, The City Oouncil of the Cit~ of
Columbia Heights_ hereby, resolves that, Whereas, Special'Assessments for Lot lb, Block 6
Walton's 1st Subdivision, on Job No.183 in the amount o£ $33.96 have been paid in full;
BE IT IN{EREF ORE RESOLVED that the CountyAuditor be and he is~hereby authorized to
strike from the assessment rolls the aforesaid assessments. Roll Call - All Ayes.

~ayor Prestemon re-appointed llr~. Keyes, ~rs. Tema and Nr. Conrad Jo~us0n to the
Library Board for three years. Notion by Spekulant seconded by Trench, that
the City Council concur with the Nayors appointment to the Library Board. Roll Call -
All Ayes.
Notion b~ Yencho seconded by'Trench, authorizing the City Nanager ~o ~ign the
working agreement with the Bartenders. Roll Call - All Ayes.
Resolution offered by Spekulant seconded by Trench, ~EREAS, the City pf C~lumbia
Heights has recently purchased a front end loader, commonly called a Traxcavator,
NO~ THEREFORE BE IT resolved that the rate of pay for the operation of said equip-
ment be fixed at $1.80 per hour, which is the rate for similar equipment. Roll
Call - All Ayes.
Notion by Trench seconded by Yencho, that the city Manager be instructed to w~ite
all candidates for political offices to remove a]] signs posted in Columbia Heights.
Roll Call - Ail Ayes.
The Secretary presented au affidavit showing posting on the official bulletin boards,
in accordance with Section 19 of the City Charter of proposed Ordiuance No.273 entitled,
"AN ORDINANCE PROVIDING FOR THE ISSUANCE OF BONDS SUBJECT TO THE REFERENDUM POURS
OF THE PEOPLE."; which affidavit was examined, found satisfactory and ordered placed
on file. The secretary further reported that the said Ordinance had been filed in
her office for a period of more than one w~ek prior to the time of this meeting.
Upon motion duly made, seconded and carried, said Ordinance was then~placed upon
its second reading and fully and distinctly read. Councilman Spekulant then
moved the final passage and adoption of said Ordinance which motion was seconded By
Councilman Trench and upon voting being taken thereon the folloWing Councilmen voted
Aye: Lange, Trench, Speknlant, Yencho and Prestemon and the following Councilmen
voted No: None. ~nereupon said Ordinance was declared duly passed and adopted
and was approved and signed by the mayor which was attested by the Secretary.
Motion by Lange seconded by Trench, authorizing the City Manager to sign a lease
for the entire first floor of the Kreskie Building at $300.00 per month for Five
years. Roll Call - All Ayes.

Meeting called to order at 8:IO.P.N. All members present.
Minutes of the last meeting were read and ~oproved.
Mr. A.S. Porter, 4030 - 3rd St. N.E. was in and discussed with the Council the
break in water pipe of private main.
~otion by Lange seconded by Trench, that M~. Porter pay $400.00 towards the
expense of repairing this main and to pay the plumber for connecting their water
and repairing stop box in spring. Roll Call - All Ayes.
~r. Porter agreed to do this.
~he City Council agreed to open up the North-South Alley between Monroe and Quinc~$t.,
if the First Lutheran Church would assume the cost of lowering the garage of John
Seman so that this could be accomplished.
