November 21, 1950.
The Council reconvened Tuesday evening, November 21, 1950, with all members present.
~otion by Lang, seconded by Spekulant that Leroy Trafton serve as Secretary at this
meeting and such other meetings as the regular secretary is not present.
Roll Call - All Ayes.
Motion by Trench, seconded by Spekulant that the following resolution be adopted:
RESOLUTION BY T5~ CITY GOVERNN~fTOF COLLegIA HEIGHTS, ANOKA COUNTY, NINNESOTA,
WAIVIN'~ AND ASSIGNING ITS RIGHTS TO CLA23,~ FEDERAL GRANTS BY THE HOUSING AND SLU~
CLEARANCE ACT OF 1949. V~aereas the Congress of the United States has provided
funds for slum clearance to the respective states and political subdivisions therein,
and, WHEREAS, the City Council of the City of Columbia Heights determines that no
slum clearance program is available for the said City of Columbia Heights at this
time and whereas the adjoining Village of Fridley has ~bY its governing body,
determined that it has an extensive slum area requiring considerable financial
assistance. NOW, THEREFORE, be it resolved by the City Council of the City of
Columbia Heights that such sums as may be available to the City of Columbia Heights
~uder the above stated program for the year 1950 or any sums accruing up to and
including said 1950; be and the same hereby are released to the beneficial interests
of said Village of Fridley. Be it further resolved that copies of this Resolution
be forwarded to all persons concerned therewith. Roll Call - All Ayes.
A letter was read from William Andrews, 4200 Central Avenue, N.E. complaining that
his sewer was not ~orking properly. The matter was referred to the City Engineer
to investigate.

draw ~up an ordi, nance for the next regular meeting p~roviding for ~th~ issuance of
$85,0.00. in bonds. Roll Call - All Ayes.
John ~H. Nordin appeared offering a de~d to the clt~ for a portion of ~ot 5, Block
16, A~uditor's subdivision of Walton's Second SubdiVision, to be u~ed'for public
playground purposes. Motion by Spekulant, Seconded by Trench; that the matter be
refe .rred to the Park Board for recommendation. Roll Call - All Ayes.

Regular meeting
November 28, 1950
Me~tLug called to order at 8:10 P.M.
All members present.
Minutes of the last regular meeting and adjourned meeting were read and approved.
Notion by Yencho seconded by Trench, that City Manager be instructed to contact
Mr. Rothman and arrange a meeting for January and that the Resolution brought
in by Mr. Ross on Housing a~d Redevelopment be tabled. Roll Call - All Ayes.
Resolution offered by Spek~lant seconded by Lange, V~EREAS the Federal Housing Rent
Control Program will expire on December 3l, 1950, and, WREREAS, it is determined
by the City Council of the City of Columbia Heights that critical housing shortage and
need for ren~ regtulation continues to exist in this area. NOW, therefore, be it
resolved by the City Council of the City of Columbia Heights that rent control and
regulations within the City of Columbia Heights be continued until June
