and ~.here all ~eersons interested could appear and be heard by the Council ~ith respect
tc benefits, and to the proportion of the cost of making the local, improvements above
described, a notice o£ such hearing havLng been heretofore duly published as required
b~ law~ and, ~EiT6AS, this Council has heretofore estimated and fixed the cost of
such local improvements and has prepared an assess~nt roll therefore.,

Sectisn I. That this Council does hereby adopt the aforesaid asses~men% rolls
kn.~o-z~s and described as "Assessment Rolls for Local Improvements No.202, 203~ 210~
211 and 222.
Section II. That this Council hez'eby finds and determines that each of the lots
and parcels ,of land enumerated in said assessment ~o!!s was and isl esL-ecial!y benefitted
by such imvrovements in an amount not less than the amount set opposite the mescription
of each such lot or uarcet ~f land respectively in said assessment rolls in the column
beaded "Amo~unt of Proposed Assessment". And this Council i'ur~her~ finds and determines the
t~e rroner eroportion of the cost of such improvement to be especiatly assessed against
s~ch lot or earcel of land is the amount set opposite the description of each such lot or
?arce! cz' land. respectively in said assessment rolls in said col~mmn headed "Amount of
?ro~osed A~ses~ents~'·
Section [~I. That said assessrent rolls be ~nd the same are hereby adopted as
the assessment rolls the foltowins local improvements hereinaz'ter described~ and that
said 8, ssessn~nt rolls shall be hereaZ'ter kno,,~m and designated as '~Assessment Rolls for
Local Improvements No.' 202,203,2.1C',21i and 222.
Section IV. That said assessments shall ~e payable in' annual installments for
a period of 3 to $.} years on or before the first day of June in each of the year~ from
19~1 to 19~8, with interest and penalties~as prov.~ded by law.
Section V. That this council does hereby deter~ine and re-determine to proceed.
with said improvements, does ratify and confirm all other proceedings heretofore had in
that regard, and said improvements shall hereafter be Pmovm and numbered as "Local
Improvements No. 202,203,210 ~ 211 and 222.
Section VI. This resolution shall take effect immediately upon its passage.

sign releasing Government funds available to Columbia Heights for Slum Housing clearance,
so that Fridley could receive our allotment.

Resolution offered by Lange seconded by Spekulant, i~EEEAS, the State of [innesota
Department of Highways, has prepared plan~-~ and soecifications for construction of
paving, bituminous surfacing, side%~lk, sto~ se%~r, curb mud gutter and otherwise
improvi~ Trunk Highway No.6~ between ~Oth Avenue N.E. and 45th Avenue N.E. ~tthin
the corporate City Limits to a greater width and capacity than is necessary to accomodate
normal trunk highway traffic; and %;}~f-V~EAS, the City has indicated its willingness to
reimburse the State for part of the cost of 2aid improvements of such additional ~idth
of said Trunk Highw~.y within the City Limits, NOW THEREFORE be it resolved, that the
L'iayor and City Eanager of said city' be and they hereby are authorized to s~gn an agreement
between the city and said Department of Highways relative to said improvements, and
allocation of coCts thereof, modify~n~ the previous a~aTeement pertaining thereto, and

The council re-convened Tuesday night, October 31. Present were Councilmen Lange and
Spekulant. Absent w~re Mayor Prestemon, Councilman Yencho and Trench. The meeting
was adjourned until Tuesday, November ? at 8 o'clock, because of lack of a quorum.
ADJOURNED MME. TING.
Tuesday, November 7, 1950.
The Council reconvened Tuesday evening, No~mber 7, at 8 o'clock. Present were
Councilmen Tranch, Lange, Spekulant and Yencho. Absent was Mayor Prestemon.
Motion by Spekulant, seconded by Lange, that Councilman Trench serve as Mayor pro
tem. Roll Call - Ay&s,.Spekulant, Lange and Yencho; No, Trench. Motion carried, and
Councilman Trench presided at the meeting.
The council discussed the bids on a frontend loader and agreed that a purchase be
made, with the decision on which machine to be made at the next regular meeting.
Motion by Lange, seconded by Spekulant that the Fire Chief be instructed to order
underground gasoline tanks removed at 4036 Central Avenue. All voting aye, motion
carried.

M~utes of the last regular and adjourned meetings w~re read and approved.
Roy E. Alexander was present requesting a permit to live in a trailer at 4800- 4th
St. N.E.. 'This request will be granted upon receipt bfa letter from Nordstrom &
Odell Contractors, showing his intentions to build.
James W. Dahl of the Vet~ of Foreign ~ars and L.W. He~man, American Legion Commander,
were present representing the Memorial Association, stating they wished to improve
the ground~where the Service Stone stands. They wer~e informed this would be given
attention.
Russell A. Gilbert, 1209 - 45th Ave. N.E. made application to connect to our water.
Motion by Spek~lant seconded by Lange to grant this ~equest at a charge of $3.00
per foot, ~5 foot frontage. Roll Call - All Ayes. ~
