Proposed plans were presented for a new Liquor Store and a discussion took place. Requests were made to have 39th and Johnson Street graded and the City Engineer was asked to investigate this and make a report. Theo. Anderson was in ag[in requesting that 2~ street be graded so that Gas could be installed and he was told this wo~d be done as s~on as time permitted. Reso!ut{on offered by Spekulant s$conded by Trench, ,WPZ~LEAS, The Con~nissioner of Hiyhways of the State of ~innesota has now determined to designate and make permanent ~be location of Trunk Highway No.6~ formerly designated as Trunk Highway No.~, through the City of Columbia Heights as shown upon the plans ~hich are presented herewith and made a part, ~areof, and ~EP~AS, Said Comnissioner of Highways is desirous of constructing, reconstructing and i~p. roving maid Trunk Highway through said City and ha~ prepared plans for said construction, rec_mastruction and inprovement, a copy of which said plans are presented herewith and made a part of this resolution; and ~;'~E~.~R~AS~ The Co~"struction, reconst_~uction and i~orovement of said Trunk High~y requires ~ change in the ~rade of the streets ~n said City along and upon ~hich said Trunk Highway passes, said change of grade being, designated and shown on said plans,and ,.~.AS, It is to the best interest of said City that said Trunk High~y be constructed, reconstructed and in!oroved t_hro~agh said City in accordance with said plans and the Standard ~irmesota Highway Specifications and upon the grade designed therein, and ~W. The Commissioner off Highways is desirous that theCity of Columbia Heights V~E'~AS, will not license or permit hereafter,-any encroac.hment'o£ any nature, including curb gas stations or billboards or other structures, ~ca~y-.kind whatsoever, on the right of way of said Trunk Highway No.6~ w~thin the corporate l~mJts o£ said Cit~y o£ Columbia Heights as shown upon ~he plans and maps hereto attac~ed, and ;;HEREAS, In the Furtherance o£ the public wa!! being and satiety it is desirable and necessary to ~l~nate traf£ic hazards by eliminating any encroacb~nents ~atsoever including gas pumps or gas stations or billboards or other structures o£ any kind ~atsoever, now or hereafter existing in or upon the said Trunk Highway right o£ way, and W..EREAS, Said Comissioner of Highways desires, in the interest o£ public satiety, that all parking o£ vehicles on said Trunk Highway be parallel with the curb and at least 20 feet from any crosswalk at all pub~tic streets ~_ntersecting said Trub_k Highway within the corporate limits of saidCity, and ~EREAS, It is to the best interests of SaidCity that all parking of vehicles be parallel to the c,mrb; NC.W, .~ ..... ~, PE IT RESOLVED~ That said plans and specifications for the construction, reconstruction and inprovement o£ said Trunk Highway through said City, be and the same hereby are approved, and said City hereby co.~sents to the change in grade o£ the streets a along which said Trunk Highway passes, as shown in said plans; and BE IT FI~T~'ER FESOLVED~ That said City does hereby agree and convenant that it will meyer permit or s~af£er, ~dlthin its corporate limits, any encroachment o£ any kind p¥er~, irctudin~ cvmb gas pumps and gas stations~ billboards or other struct~es o£ any kind whatsoever, upon the ~_ght o£ way of Trunk Highway No.6~ as shown on said plans and that to the above end said City hereby agrees that it will never issue any,license perm,.t, or grant, or give any leave or liberty or any other consent of whatever form for 'the bonstruct'~on-or.maln%en~'~ce ~Dif any encroachment whatsoever, including curb gas pum_r.s and gas stations, billboards or other structures of a~ny kir. d v~atsoever, upon said right of way; and that said City will cooperate insofar as possible to el~ainate existing encroachments constituting traffic hazards and will further take any nec- essary action to eliminate any encroachment that may hereafter exist on said Trunk Highway right of way~ and BE IT FURTHER RESOLVED, That saidCity does hereby agree to require the parking of all vehicles on said Trunk Highway to be parallel with the curb and at least 20 feet from any crosswalks at all public streets intersecting said Trunk Highway within the corporate limits of saidCity. Roll Call - All Ayes. ~r. Wyman Smith representing the Village of Fridley, requested that Columbia Heights fix the streets in Plynouth Addition as agreed after installing se~r there last year. The Council agreed to do wh~ was~necessary. A Petition was received to extend the Twin City Street Ry. Bus from ~th to 5Oth on 5th Street N.E. Notion by Lange seconded by Spekulanb, to forward this Petition to Nr. C.B. Bren of the Twin City Street Ry. ~o. Roll Call - All A$~es. Petitions were received for and against re-zoning certain lots on UniversityAve. ~otion by Yencho seconded by Lange to table this until they had an opportunity to investigate this matter further. Roll Call - All Ayes. Mr. ~alik, 2~01 Reservoir Blvd. was in and complained that the Water tank was con- tinuously running over and causing considerable damage to his property. He was told this would be taken care of and elimimated just at soon as possible. ~otion by Trench seconded by Yencho , that the present water bill of ~r. Na~i~, 2201 Reservoir Blvd. be cancelled. Minutes of the last H~eting were read and approved. Mr. Chester Mc Callumwas in regarding the curb situation at 40th and Van Buren St. ~nd the City Engineer was 'asked to discuss this with him. Mr. Roy Bentzen as spokesman for the Commercial Olub, recommended to the Council that the Exclusive Franchise to Verne Passage for operating Taxi Cabs be approved. Motion by Lange seconded by Trench, that Orfei &-Mariani clean out the 2nd Street Sewer and re-set risers according to specifications and provide accurate measurements for stacks. Roll Call -AllAyes. First readihg~of'Ordinance No.269, Being an Ordinance repealing Ordinance No.202, Being an Ordinance to Amend Ordinance No~96, Being an Ordinance providing for the licensing of Taxi-Cabs and regulate their operation in Columbia Heights ~ = First Reading of Ordinance No.270, Being an Ordinance to Ammend Ordinance No~96, Being an Ordinance for the Licensing of Taxi Cabs and regulating their operation in Columbia Heights. A request was~made to have 4th Street between 4~th and 45th graded ~hrough and the city Manager will try to acquire land so that this could be done. The ~inneapolis Gas Co. should be asked to fix the street at 45th and 4th Street and the City Engineer to report at the next meeting on this. Another Petition was received opposing the rezoning of University between 44th . and 45th. Motion by Spekulant seconded by Trench to refer thia rezoning question
