Minu~es of the last reb~lar and special meetings were read and approved. The Mayor announced that this was the time and place for the opening of bids for the purchase of $75,000 Permanent Improvement Revolving Fund Bonds of the city advertised for sale in accordance with 0rdin- ance~ No.261. The City Manager then presented affidavits showing publication of notice of sale ten days in advance in the official newspaper and in the Commercial West, which were examined and found satisfactory and ordered placed on file. The City Manager then presented the sealed bids which had been received. T~lese were opened, tabulated and fouud to be as follows: Name of Bidder First 'Na'ti~nal' Bank of Minneapolis Interest rate Amound of Bid par, accrued interest, and premium of ~53.50 Piper, Jaffray and Hopwood par, accrued interest, and premium of $45.00 Northwestern National Bank par, accrued interest, and premium of $84.75 Councilman Yencho then presented and read the following written resolution and moved its adoption: A RESOLUTION AWARDinG THE SALE OF $75,000 PERMANENT IMPROVEMENT REVOLVING F~D BONDS BE IT RESOIVED by the City ~ouncil of the City of Columbia Heights, Minnesgta, that the bid of Northwestern National Bank of ~!inneapolis, to purchase $~,000 Permanent Improvement Revolving Fund Bonds, which bid is to pay ~75,000.00 for bonds bearing interest at the rate of ~.3~, is hereby found to be the most favorable bid received, ahd ahall be and is hereby accepted. BE IT FURTHER RESOLVED that the City Manager shall return the good faith checks of all other bidders and retain the check of said successful bidder until delivery of the bonds. The motion for the adoption of the foregoing resolution was du~y seconded by Councilman Spekulant, and upon vote being taken thereon the following voted AYR: Lange, Trench, Spekulant and Yencho, and the following voted NO: None. Whereupon s~id resol- ution was declared duly passed and adopted. Councilman Spekulant then introduced and read the following written resolution and moved its adoption: A RESOLUTION FIXING THE FORM AND DETAILS OF $V5,000 PER~.IANENT IMPROVEMENT REVOLVING FUh~D BONDS, DIRECTING THEIR EXECUTION A~D DELIVERY A~YD LEVYING A TAX FOR THEIR PAYMENT. BE IT RESOLVED by the City Council of the City of Columbia Heights, ~innesota, as follows: 1. The City of Columbia Heights shall forthwith issue and del~ver its negotiable coupon Permanent Improvement Revolving Fund Bonds in the aggregate principal amount of ~75,000, dated March 1, t950, said bonds to be 80 in number and numbered from 1 to 80, both inclusive, in the denomination of ~1,000 each except I~o.8 and m~ltiples thereof, which shall be in the denomination of ~500.00 each, to bear interest at the rate of 2.3i~.~ payable I~iarch 1,1951 and semiannually thereafter on the ist day of ~larch and the !st day of September in each year, and to mature serially, in order of serial n~unbers, on Marah !st in the years ahd amounts as follows: ~W,$O0 in each of the years 1952 to I~$I, both inclusive, all without option of prior pa~Fment. Both principal and interest on said bonds shall be payable a~ Norftawestern National Bank of ~;'.innea~polis, ~innesota and the city shall pay the reasonable charges of such bank for acting as paying agent. The bonds and the interest coupons to be attached thereto shall be in the form set forth in Ordinance ~Io.261. 3. The City Manager shall cause said bonds to be printed at the cost of the city, and said bonds shall be executed in behalf of the c~ty by the mayor and city msanager and shall be sealed with the official corporate seal, and said coupons shall be executed and authenticated by the printed, engraved or lithographed facsimile signatures of said officers. '~aen said bonds have been so executed they shall be delivered to fJae purchaser thereof upon receipt of the purchase price and the purchaser shall not be obligated to see to the proper application of such purchase price beyond its paymen~ to the city. 4. The full faith sand credit of the city are hereby irrevocably pledged to the prompt and full payment of the prin.cipal of and interest_on said bonds as such principal and interest become due. In compliance with Minnesota Statutes and in order to provide moneys for the payment of the principal and interest on said bonds there shall be and is hereby levied upon all the taxable property in said city a direct, annual ad valorem tax to be spread upon the tax rolls and collected with and as a part of other general city taxes in the years and amounts as follows: Year Amount Year Amount lSOO i95 195! 9700 1957 8500 1952 9500 1958 8300 1953 9300 ~ 1959 8100 1954 9100 ~ 1960 7900 1955 8900 Said levy shall be irrepealable provided that when and if other moneys are available or shall be made available in the special sinking fund to pay said principal and interest, the city manager shall certify such amount to the County Auditor of Anoka County on or before October !Sth of ~ny year and direct him to reduce or cancel said levy. 5. There is hereby created a separate sinking fund for the payment of the principal and interes~ on said bonds into which shall be paid the proceeds o£ the foregoing levies an~ such other sums as may be directed to be used for the payment of said bonds and out of which funds there s~hall be paid ~Zae interest ~n and ~rincip~l of said bonds as such principal and interest become ue~ and said ~und shall be used for no o~her purpose until al! cC said bonds have been paid. - 6. The secretary of the council is hereby directed to cause a copy of this resolution, certified by the secretary, to be filed in the o£fice of the County Auditor of Anoka County, Minnesota, and to obtain from him the certificate required by Minnesota Statutes. 7. The City manager is authorized and directed to furnish to the purchaser of said bonds and to the attorneys approving the same certified copies of all proceedings and records of the city relating to said bonds and to the financial affairs ~f the city ~e-sa~-~e~s-a~-~e-~e-$~a~ and such other certificates as ma~ be required to show the facts as to the power and authority of the city to issue said bonds within his howledge or as shown by the books and records under his control and custody, and such certified copie~ and certificates shall be deamed representations of the city as to the facts stated therein. The motion for the adoption of the foregoing resolution was duly seconded by Councilman Lange, and upon vote being taken thereon the following voted AYE: Lange, Trench, Spekulant and Yencho and Prestemon, and the following voted NO: None. Wallace Peterson of the Heights Cleaners, made application to install a canopy over the sidewalk from the entrance at 9E8 - ~0th Avenue to the curb. This canopy w&ll be put up by Hoigaard Awning Company and will meet all necessary regulations. Eotion by Lange seconded by spekMlant to grant this request. Roll Call - ~ll Ayes. A letter was received from the Twin City Transit Company denying our request to re-pave and re-build the tracks on Central Avenue.
