All members present. Minutes of the last meeting were read and approved with the followig amendment: The resolution raising the pay scale of truck drivers, laborers and p~-rk board employees of the city of Columbia Heights is deleted and replaced by the following resolution: "BE iT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the p~.y scale for all city employees be increased two cents per hour over the wage set for 1949, based on a work week of forty hours." Roll Call - All Ayes. ~qesolution offered by Yencho seconded by Lange, The City Council of the City of Columbia Heights hereby resolves that, WHEREAS, Special Assess- ments for Lot~22, Btk. 9, Roslyn Park Addition on Job Nos. 177 and 201 in the amounts ~f $67.68 andeS87.50 have been ~aid in full; BE IT THEREFORE ~RE$OLVED that the County Auditor be and he is~hereby authorized to strike from the assessment rolls the aforesaid assessments. The City ~ganager stated several requests had been made for an additional street light at 40th and 5th St. Motion by Lange seconded by Ye~_ncho that the Northern States Po~er'Co. be asked to install a street light at %he above location. Resolution offered by Yencho seconded by Lange, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the city treasurer be and she is hereby instructed to' transfer the sum of £,O00 Dollars from the Liquor Fun~ to the Police and Court FuDd; and theft there are sufficient konies in said liquor fund to make such a transfer. Resolution offered by Lange seconded by Yencho, The Council of the City of Columbia Heights hereby resolves that, WHEREAS water is being supplied to p~.rsons residing outside the city limits who have not through special assessments or otherwise in any way defrayed any expense of construction of the Columbia Heights water system, and ¥~HEREAS it is anticipated that further requests for supplying water will be ma,de, and it is felt that ~the cost of constructing the water system should also to some extent be borne by non-residents; BE IT T~REFORE RESOLVED that a charge of $50.00 for each house connection .s. hail be made for non-residents connecting to the City of Columbia heights water system, with not more than two families per connection; BE iT FURTi~ER RESOLVED that the rate for water supplied to non- residents shall be a minimum of $2.00 per quarter for the first 600 cubic feet, and 25 cents for each 100 cubic feet in excess thereof, with a discount allov~ance of 50 cents if paid on or before due date of bill. Resolution offered by Yencho seconded by Lan~ge, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Height~ that a sewer connection charge of 25.00 per front foot, with a minimum sewer connection charge of. $200.00 be made to each non-resident customer connecting to the Columbia Heights sewer system. Discussion was h~d on whether or not Trailer 0ity of Fridley should be permitted to connect to the Columbia Heights sewer system, and the charges to be made for connection and usage of said system, Motion by Yencho seconded, by Spekulant to grant the request of ~rs. F. N'..achlitt, for permission to eonn. ect to the Columbia Heights water main at 41st Ave. and 2nd St. for a private water main connection to 4110 Riain St. Roll Call - All Ayes. Motion by Yencho seconded by Lange to grant the following license: Robert O. Brown 4916 - 6th St. Plumbing Roll Call - All Ayes. The city manager stated he had asked the Doty Contractors and Excavating Co., of 3732 - 2~ St., to discontinue the ~,®of its lots at the above address for commercial purposes, as such use constitutes a violation of the zoning ordinance. : Hr. Schmidt was present ~nd renewed the peti~o~ of August, 1949, that action be taken against the owner of an outhouse located at 3921 Jackson St. The Council advised that a cmplaint would be signed against the above owner. Other complaints were made against the location of outhouses in other parts of the city. The Council advised the city attorney to prepare an orSinance for the next council meeting which wou~ restrict the putting in, and keepin£ of, outhouses in Columbia Heights. Motion by Spekulant seconded .by Lange th~at the city manager be instructed to ,advertise for bids for the furnishing of a ten-foot bottle co~ler to the City of Columbia Heights for installation in the municipal liquor store. Resolution offered by Spekulant secon ed by Lange, BE IT HEREBY RESOLVED by t~e City Council of the city of Columbia Heights that the pay scale for 'the Columbia Heights fire chief be increased to $3,66~-00 annually, and %h-t the pay scale for the Columbia Heights First and Second firemen be increased to $5,300.00 annually. Resolution offered by Lage seconded by Spekulant, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the rate of pay fo~ Columbia Heights firemen on duty at out-of-town fire calls be $~.00 for the first hour and $1.46 for each additional hour during the Winter months; and that the rate of pay be $2.00 for the first hourand $1.4~5 for each additional hour during the Summer months. SECRE~A~ OFFICIAL ]PROCEEDINGS Regular l~ee ting March 14, 1950 Meeting called to order at 8 P.M. All members present. Ninutes of the last meeting were read a~d approved. Mrs. C. L. Horr, 1416 - 42nd Ave., was present and requested that sewers' be constructed on 42nd Ave. to serve the area in wt~ich she lives. The Council suggested that a petition for a sewer be presented from the res%dents in that area. Anthony Belinski, 4522 - 6th St., was ]present and stated that sewers had no~ been constructed to serve the bloc'k in which he resides. The council suggested that a petition for a sewer 'be presented from the residents in' the~ above block. Resolution offered by Lange seconded by Spekul~nt, ~lqEREAS the State of Minnesota, Department of Highways, proposes to make certain improvements on a portion of Trunk Highway No. 65 located in the City of Columbia Hei.ghts upon and along Central Avenue from ~Tth to 45th Aves., and it -is the desire of the City that such improvements of said roadway be extended to greater width and capacity, than is necessary to accormmodate normal trunk highway traffic, BE IT RESOLVED by the City Council of the City of Columbia Heights that the State of ~iinnesota, Department of Highways be requested and hereby is requested to provide for improvements on 'the aforesaid portion of Trunk Highway No. 65 consisting particularly of ~widening to 76 feet, removing and ~eplacing curb and sidewalk and prdvid±ng satisfactory drainage, considered as construction and improvement of 'said roadway of greater width and c'apacity than is necessary to accom- modate normal trunk highway traffic. BE IT FURTFfER RESOLVED that upon com'p~etion by the I~,iinnesota Departmen~ of Highways of plans and specifications for' said improvements of said trunk ki'ghway and before a contract is awa~rded by the State for the construct'ion of said improvements the City shall ent'er into an agreement with the Stat6 which shall provide that the Citly shall pay to the state ~--5% of the' cost of construction work performed o~ said roadway of greater width and-c'apacity than is necessary to ac¥ommodate normal trunk highway traffic, that the City shall pay to the Sta'te its proportionate share of the c'ost of constructing necessary und~erground drainage structures computed on the basis of areas drained by ~such structures, and shall deposit with the State at the time Such agreement is entered into a sum equal'to one-third of the City's share of such construction costs as prepared by the 1,~iu~esota Department of Highways, balance to be .paid in two equal annual installments.
