Meeting called to order at 8 P.M. All members present.
Minutes of the last regular meeting were read and approved, with the
following amendment: The motion removing Mr. Farmer from the City
payroll is s~aended by changing the vords "January l, 1980" to "Febr-~ary
l, 1950".
A letter from the State Labor Conciliator was read, offering to help
bring an end to the labor dispute existing between the City and its
street crew and park board employees. The Council advised the city
manager to accept the offer and arrange for a meeting between the
above parties.

Nelson's temporary permit to occupy a house trailer at ~$~0 ~ormoe St.

Motion by Lange seconded by Spekulant that the ~others Clubs of Columbia,

this City in said bank; and the Columbia Heights State Bank is hereby
authorized and directed to honor and pay ~ny checks or orders, w~en si
by the City Treasurer, for the withdrawal or transfer of funds on deposit

Bank of Minneapolis be hereby designated as a depository for monies
of this City for a period of one year, beginning the 1st day of January,
1950, and the Treasurer of this City is hereby directed to deposit
monies of this City in said bank; and the First National Bank of
Npls. is hereby authorized and directed to honor and pay any checks
or orders, v~en signed by the City Treasurer, for the withdrawal or

by Lange that the City pay the expenses of any Councilman taking the
course~,' and that An itemized list of said expenses must be submitted.

The City manager reported that the Planning Commission had voted to rezone
Lots 18 thru ~l, inc., Block ~, Reservoir Hills, located on ~ne east
side of Central Ave., between ~Bnd and ~Zrd Aves., the said property
being rezoned from residential to co~maercial property. First reading
of Ordinance B69, entitled, "A;~ 0BDR~ANCE TO AMEND ORDINANCE #lTl,
THE SA~E BE~G AN ORDINANCE ENTITLED, 'AN ORDI~_~ANCE FOR THE PURPOSE

the City of Columbia Heights hereby resolves t~hat, 'WHEREAS, Special
Assessments for Lot Three (~) Block Thirty-Two (~B) Columbia Heights
Annex on Job No. ~00 in the amount of $169.77 have been paid in full;
BE IT THEREFORE RESOL1~ED that the County Auditor be and he is hereby
authorized to strike from the assessment rolls the aforesaid

William Levy was present and applied for licenses to operate a theatre
and bowling alley on a site located on the east side of Central Ave.,
between ~2nd and ~$rd Aves. Motion by Lange seconded by Yencho that
the matter of issuing additional theatre licenses be postponed until
the next regular Council ms eting. Roll Call -- All Ayes.

Census Bureau be permitted to rent the upstairs of the Fire Departmemt
Building during the time the census is being taken. Roll Call -- All Ayes.
The Council agreed to delay improvements to the city liquor store
until it has ascertained whether or not the present quarters can be
enlarged.
Works Departme
~he city manager stated that the Ninneapolis Water/had made the following
z'equests: (1) authorization of the Columbia Heights Fire Department
to answer fire calls of the Columbia Hei~hts Filtration Plant; and
(2) use of the City's hydrants in case of fire. ~iotion by Lange seconded

A letter [~ the Fire Department was read, recommending (1) discontin-
uance of/~-s~ice to Minn. Linseed 0il Co. and Trailer City, Inc., unless
a standby charge agreement for such service is put into effect; and (2)
that the City discontinue its standby service charge agreement with the
Mpls. Fire Department and abide with its mutual fire aid agreement with
other communities. No action was taken on the recommendations.
The secretary presented an affidavit showing posting on the official
bulletin boards, in accordance with Section 19 of the city charter, of
proposed Ordinance 261, entitled, "AN ORDINANCE PROVIDZ{G FOR THE
\ISSUANCE OF $V5,000.00 PER~IAh~EI~T I~PR0~,.'~NT REVOLVING FUND B0~IDS,
DETER~,IN~JG THE FOP~I AND DETAILS OF Ti~E BONDS, CREATING A SINKING FUND

was examined, found satisfactory, and ordered placed on file.
secretary further reported that the said omdinance had been filed in
his office as directed by the Council and had remained so on file in
his office for a period of more thau one week prior to the time of
this meeting.
Upon motion duly made, seconded and carried, said ordinance was then
placed upon its second reading and was fully and distinctly read.
Councilman Yencho then moved the final passage and adoption of said
ordinance, which motion was seconded by Councilman Lange, and, upon
vote being taken thereon, the following councilmen voted "aye": Lange,
Trench, Spekulant, Yencho and Prestemon; and the following councilmen
voted "no": None. ~fhereupon said ordinance was declared duly passed
and adopted and was approved and signed by the Eayor, which was-attested
by the Secretary.

A letter from the Library Board was read, giving plans for leasing of
part of the building at 836 - 40th A~e. as new quarters for the~_City
