A. 0ndick of ~he City Sanitary Drivers & Helpers Union was present. ~e
presented a demand for a 7-cent hourly pay increase for the Park Board and
St_~eet Crew workers, together with a request for various, improvements and a
clear statement of fm_e ~-ity rules and reg~dtations on seniority, sick ieave_
and other emp!o~ee rigt~ts.
The City i,ianager agreed to draw up a plan regarding the oit-y employees'
ri~hts, wh~ich he would present for the spproval of both the Council and the

p!oyees be set at the sa~ae scale as in 1949. Roll Call-Ail Ayes.

Councilmen Trench and Yancho left the meeting at this time.
Mr. Ondick, the union representative, returned and advised that the Stree%
Crew and Park Board workers had made a motion to take more drastic action~
i£ t2~e Council did not revoke its decision to set wages at the 1~9 scale;~
T~e ~ ~re C~ief was present and requested an equalization of the wage
rates~fgr th? e~m~loyees 9I.~ the P.o~iice and Fire Departn~nts. The Council
agreem ~o pu~ o~z any acumon on ~mae request until the followin~j meeting.
The Liquor Store ~iana~ger requested his salary be equalized with the scales
paid in other similar ~innesota co~unities. The Council advised it would
give the matter further consideration.

orized to hire a man to shbstitute for the officers who are off-duty
during their vacation periods. Roll Call-All Ayes.

Ne~ting called to order at 8 P.N. All members present.
~inutes of the last regular and special meetings were read and approved.
A. 0ndlck, union representative, was present. He asked if the Council
had decided to rescind its decision to leave the wages of the Park Board
and Street Crew employees at the 19~ scale. The Council advised it had
not changed its attitude. The matter was discussed further, but no action
wa~ taken.
Blair Estabrooks was present and requested a 00-day extensiou of his tem-
porary permit to live in a house trailer at ~ Benjamin St. Notion by
Sp~kulant seconded by Trench to grant the request. Roll Call-All Ayes.
Charles Redman, of Otis Clark & Co., and Donald Shanedling, of Henry
Shanedling Sons Corp., were present. ~They outlined proposed plans for the
construction of a theatre, bowling alley and shopping center on the east
side of Central Ave., between ~gth and ~Oth Aves. They asked the Council
to limit to two the number of motion picture theatre licenses which could
be held in the City during the next ten years. The Council agreed to place
a limit of two such licenses for the next eight years, or until the
population reaches l$,000people. First reading of Ordinance No.
being an ordinance entitled, "AN ORDiNANCE RELATING TO AND REGUIATING
THE NUMBER OF ~OTION PICTURE THEATRES IN THE CI~ 0P COLUI~IA HEIGHTS".
Mo~ion by Lange seconded by Trench that the Columbia Heights Record be
named as the official newspaper of the City of Columbia Heights to print
the proceedings of the Columbia Heights City Council. Roll Call-All Ayes.
Mo~ion by Lange seconded by Trench that the trailer pump now stored in ~he
City equipment shed be put into working condition and stored in the Fire
Department building. Roll Call-All Ayes.
