The HearLng on Sewer and Water for Arthur Street between Alst and 42nd was
continued. This work was aoproved.

Petitions were received con the continued appeal m~~ ~menmlng of Ordinance Nc.lAS.
It is the opinion of the City attorney that the Petitions for the referendum,
which Petition states: "We the undersigned all~ged voters of Columbia Heights
go on record and hereby petition for a referendum vote to maintain Ordinance
143, Section 6, the portion which reads as follows: "No License shall give
permission to sell non-intoxicating Malt Liquor in any Theatre~ Recreation pr
Center, dance hall, ball park, or any place of public gathering for the purpose
of entertaLument~ amusement or playing of games, and no such liquor shall be
consumed there;" does not comply with the provisicns oF the City Charter
in that there are nc supportLug affidavids as to the circulating of the Petitions
and that the Petitions themselves are defective in that they do not put their
terms proposing the repeal of Ordinance 363 to which they ar~ intended, and
further that unless within thirty days of the adoption of Ordinance
petitions that comply with Chapter 5 of the City Charter as regards to referendums
are submitted. It is the opinion of the City Attorney that any legal attack
made on an election set if a referendum would pr~wi$1, ~ the election would not
be ~roper.

State Bank regarding the Drive-up Deposit Window, be granted. Roll Call -

The Policy relating to continuance of Sewer and Water Service outside of
Columbia Heights was discussed.
Motion by Holm seconded-by Hosch, that a letter be addressed to the Chairman of the
Fridley Town Board and also Mr. Leslie Johnson, notifying them that water and sewer
service outside of the City of Columbia Heights'will be discontinued aS of July 1st,
1956. Roll Call -All Ayes.
Motion by Holm seconded by Hosch, that a copy of this letter be sent to the
Minneapolis Newspaper, the Columbia Heights Record and Echo. Roll Call - All Ayes.
Resolution offered by Hosch seconded by Julkowski, WHEREAS Special Assessment No.260
was levied on Lots 5 and 6, Block 17 and Lots 1,2,3,4, & 5, Block 18, ~uditor's
Subdivision of Walton~s Second Subdivision of Reservoir Hills; and,
WHEREAS, the above listed lots were previously assessed for sanitary sewer as ~
part of Special Assessment No.256;
