No one was present either for or against this improvement. Motion by 'Holm seconded by Hoe ch, that this hearing be continued until the January 8th, 1957 meeting. Roll Call - .Al_I_ Ayes. The City Engineer gave a report on the maintenance of County Aid Streets in Columbia Heights. The City Engineer and City Attorney were asked to get together and draw up an agreement with Anoka County, to be presented at the next Council meeting. A request was received for a street light at 41st & 3rd Street. Motion by Hosch seconded by Julkowski, that this request be referred to the Police department for a report. Roll Call - .~ll Ayes. A request was received for a watermain on Summit Street to ,serve Lot 7, Block.66. Motion by Hosch seconded by Holm, that this request be tabled pending a report from ~he En~ineer~ Roll Call - All Ayes. ~ A request ~s received from the Immaculate Concep%ion~.Chnrch for a Bing~ Permit for 1957. , · Motion by Holm seconded by Hosch~ Granting a Binge permit to the Immaculate Conception Church for 1957. Roll Call - Ail &yes. , A letter was received from the League of Women Voters commending the City Council for their support and increased appropriation for.the Library for 1957. Motion by J~lkowski seconded by Holm, that this letter dated December 13th, be placed on file. First reading of Ordinance No.376, An Ordinance of the City of Columbia Heights regulating the erection~ construction, emlargement, alteration, repair, moving, removal, demolition, conversion, .occupancy, equipment, use, height, area and maintenance of all buildings and/or structures in. the City of .?Celumbia Heights; providing for the issuance of permits and collection of ~_ees therefor; previding penalties for the violation thereof; declaring an~ establishing fire zones;, repealing Ordinance No.224 of the City of Columbia Heights and all other Ordinances and parts of the Ordinances in conflict therev~th. ~ Motion by Holm seconded by Hosch, that Joseph E. Wargo, City. Attorney be appointed to the wage arbitration Board to represent ColumbiaHeights. Roll Call - Ail Ayes. The new Bus Company proposal was presented to the, Council for study. Motion by Hosch seconded by Julkowski, that a Hearing be held on January 8th. at the Council Meeting, on the new Bus route and fare proposal. RoLl Call - Ail Ayes. Motion by Hosch seconded by Ju!kows~, that the City Manager be authorized to have an appraisal made of the property.being considered for the Municipal Building. Roll Call - All Ayes. Resolution offered by Holm seconded by Hosch, RESOLVED: Tbmt the Sewer Disposal charge be increased to One Dollar ($1. OO) per month, per fam. ily unit, in the residential area of Columbia Heights and, BE IT FURTHER RESOLVED: that said charge shall become effective from and after January 1st, 19~?. Roll Call - All Ayes. The Water supply for Columbia Heights was discussed and the City Engineer gave a report on his study of this ~atter. The City Engineer was asked to contact I~Sr. Banister again and get a report ready for the second meeting in January. The Fire Department asked for a special meeting with the Council regarding a Pension Plan. This meeting will be set at the nex~ regular council meeting. Resolution offered by Hosch seconded by Holm~ %~EAS State Highway No.~6 from the City of Minneapolis North of High,cay No.lO carries a very heavy flow~of traffic and the present road is inadequate for the purpose and, ~tk~EAS the rapid rate of construction of both residential and commercial properties along said highway accentuates the traffic problem., and, R55~EAS numerous accidents have accurred on said road and, ~ the State Highway Department has a number of years ago acquired adequate right of way for proper road bed and, ~ the present state of traffic and construction and the irmdequacy of the road creates serious problems~ THE~FOkE BE IT _RESOLVED by the City Oouncil of the City of Columbia Heights, that said City petitions the ~innesota State Highway Department to re-classify Highway No..<6 to a F~deral Aid Primary Highway and to make immediate permanent improvement to said Highway No.~6 in order to expedite the flow of traffic and to better protect persons and property along said Highway. City is hereby directed to deposit moneys of this City in said bank: and the Fidelity State Bank is hereby authorized and directed to honor and pay any checks or orders, when signed by the City Treasurer, or the withdrawal or transfer of funds on deposit in said Bank in whatever form. BE IT FURTHER RF~OLVED$ that in case such deposits shall at any time exceed Ten Thousand ($10~000) Dollars, said depository shall ~mmediately furnish bond or securities in lieu of bond according to law, and the Federal Reserve Bank is hereby designated as a place for the safe-keeping of al. 1 securities furnished in lieu of such bond. Resolution offered by Julkowski seconded by Hosch, THE CITY COUNCIL of the City of Columbia Heights HEREBY RESOLVES that the First National Bank, be hereby designated as a depository for moneys of the City of ColumbiaHeights for a period of one year beginning the 1st day of January, 1957, and the Treasurer of this City is hereby directed to deposit moneys of this City in said Bank, and the First National Bank of Minneapolis, is hereby authorized and directed to honor and pay any checks or orders, when signed by the City Treasurer~ for the withdrawal or transfer of funds on deposit in said Bank in whatever form. The City Engineer gave a report on improvements for the territory east of 7th Street and north of 45th Avenue, and a survey w~ll be made and presented at the next meeting.
