A Hearing was on Sanitary Sewer for %~ashington Street between 45th and ~6th.
}~otion by Julkowski seconded by Knutson, that the City },~anager be authorized
to proceed with this improvement. RoLl Call - All Ayes.
Petitions were received for additional street lights to service ~j4th Avenue,
Central to 1.~c~eod.
Eotion by Julkowski seconded by Kndtson, authorizing the necessary additional
street lights to service this area. Roll Call - A'i_"l_ Ayes.
Reconsideration of Beer License for the new National Tea Store.
Eotion by Knutson seconded by Julkowski, that this matter be turned over to
the City Attorney and an interpretation brought back to the next meetihg.

A request was re,ceived to park a traLler at ~lst and ~Ionroe.

A letter was received from the Pdll. ce Department recommending that a Street
Light be installed on ~lst and University.

A letter was received from the Park Board regarding the drainage ditch along
the Soo Lin~ R.R. Tracks, asking that this be tiled or scme provision made
for safety.

to p~rchase necessary lsnJw fencing ~f0r protection ~of this drainage ditch.

A letter was received from the Park Board regardidg a t~{otion passsd at their
October 8th meeting, to change Section 2 of the TTee Ordinance No.187 to
read.as follows: The following trees~ America~ Elm, Hack Berry, Americau
~ Basswood, 'White Ash, Hard Maple, Red ~aple a~d Norway
. ~aple, can be planted within' the limits of any parkway.

of the City of Col~mbia Heights.

A letter wa~ received from the School Board regarding the Budget for the
Recreation Commission.
Notion by Julkowski seconded by Knutson, that thi~ letter be placed on file,
dated October 2nd. Roll call - All Ayes.
A request for passage by t~ Council of a resolution supporting Amendment No.2~
was received from E.S. Vevea, Anoka County Engineer.
Resolution offered by Knutson seconded by Julkowski, ~AS, the economic
pnosperity and progress of Anoka County is increasing dependent upon expediting
the developement of adequate highways~ roads and streets, and
¥~RE~$; after long and extended study by the 1954-55 HIG~AY STUDY C0~ISSION
of the Minnesota Trausportation system, and ~he subsequent study and report
of the Legislative Znterim Commission on Highway Taxes Distribution, and
~~; the study and report of both of the above n~ned study commissions
considered the basic factors of classification, and distribution based on
needs, m~eage ~d road use as related to our overall transportation system
which includes State Trunk Highway, State Aid Roads and m~nicipal state aid
streets, and
V~P~S; all o~ the above philosophy a~d criteria~is based on the recognized
standards of distribution for highway'users funds, and
V~REAS; the proposed new State Aid and rules and regulations will assure
the road user that their tax dollars will be spent prudently and wisely,
N~ THEPEFORE BE ~ PESOLVED, that the CitY~C6un~il ~f~ the ~i~y~ of¥~dlumbia Heights
heartedly support the proposals as set fort~ in Amendment No.2 and urge its

lands to be offered for sale at the next forfeit tax sale, be approved.

A Special }Zeeting was set fbr ?':30 p.m., Thursday, October 25th, to discuss
the Eunicipal Buil~ding, and ~~ the Police and Library Budget.
Storm drainage in Roslyn Park was discussed b~t no action taken.

~he City Engineer reported on the need for a storm drain running west of
P~servoir Boulevard, between ~lst and 42nd, and he was instructed to obtain
the necessar~ easements.
The City ~anager ~eported that Ordinance No.~69 had been signed by the ~ayor
and filed with the Secretary of the Council and published in the official
newspaper~ and that the period for filing of referendum petitions has expired
and no such petitions had been filed. He recommended that the City proceed
with the bond issue contimplated by said ordinance so that funds would be
available when needed to make payments on improvement contracts.
Councilm~an Julkowski introduced the following resolution and moved its
adoption, seconded by ~autson, which resolution was thereupon read in full,

A Hea~ing was held on a Storm drain between Gould and 39th Avenue, ~eservoir
Blvd. ~to ~entral Avenue. The City Engineer gate, estimated cost of $~200.O0
for t~is project, to be p~id for by the pro~erty~iHvotved. Several property..
owners from this area were present and obje~cte~ to paying 'for this storm drain~

~otion by Holm seconded by Knutson, that the City Hanager and Engineer be
Authorized to proceed with the installation of 300 feet of Storm Drain s~ d
catch basin~ east from Central on Gould AVenue to alley and thence south
approximately 150 feet. Roll Call - All Ayes.
The matter of the subdivision bond for ~athaire Addition was taken up and
discus~sed.
~otion by Holm seconded by Julkowski, authorizing the contractors~ Petrows.ke,
Petrowsk~ and Poss to proceed with the constructisn to b~ done in the Hathaire
Addition and tha~ the Council will accept $25,000.00 deposit in cash or in
the form of a certificate of deposit t~o 'secure payment of ~pecial assessments,
in lieu of filing of the bond. Roll Call - All Ayes.
Notion by Holm seconded by Knutson, that the Engineer be authorized to hire an inspector
for the Sewer, Water and Storm Sewer installation in ~!athaire Addition.

A letter was receiVed from Petrowske, Petrowske ~ud Ross asking that the
ccmpletion date for work in Eathaire addition be extended.
Motion by Julko~ski~ seconded by Holm, that the date for completion be
