Roll Call -A~! Ayes. A Hearin$ was held for Concrete Alley between Washington ~d 7th Street, from 40th to ~lst Avenue. - ~ MotionbyKnutson seconded by Ho!m, authorizing the City Manager to _~roceed with this work. Roll Call - All A~s. A Hearing was held on Sanitary Sewer and Watermain for S~it Street between 5th and Lookout Place. Motion by Hosch seconded by Julkowski, that this- Hearing be tabled until the next meeting. Roll Call - All Ayes. A Petition was received for oiling of Alley between Jachson and ~guincy Streets, from ~4th to 45th Avenue. Notion by HoLm, seconded by Knutson, that a Hearing be held for this improvement on September 25th, 1956. Roll Call - All Ayes. A Petition was received from Dr. Herbert for Curb & Gutter and Sidewalk on Quincy Street from 40th to Alley,west side only, also permission for diagonal parking. Z~otion by Hosch seconded by Julkowski, that the City Manager be authorized to proceed with the installation of Curb & Sidewalk~ as requested by Dr. Herbert. Po!l Call - Ail Ayes. .. A request was received from.. Clemens Janisch, ~2~5 University Avenue to connect to a private water main at ~2~ University Avenue. Notion by Holm seconded by Hosch, that this request be granted upon paymen~t of the proper fee and an easement fr~m Lawrence Patsch, ~2~ University- Avenue. Roll~ Call - All Aye s. The City Engineer reported on the Petition for Sanitary Sewer on Washington between ~th and ~6th Avenue, stating sewer~ could only be installed in the ~outh half of the street as the north half is too low. Notion by Holm seconded by Knutson, that the~ people on this petition be notified of this condition. Roll Call - All Ayes. The City Engineer reported on Storm Drains needed in several critical areas. ~otion by Holm seconded by Hosch, authorizing the City }~anager to advertise for bids for Storm Drain in alley between Polk and Tyler,north of ~lst and drain to Tyler Street, also re-location of existing Storm Drain serving the area near Stinson and ~2nd Avenue. Roll Call - A~]~ Ayes. The City .~.{anager reported that not much progress had been made regarding a reciprocal agreement with the Village of Fridley as the Village )ganager has been on vacation. Second Reading of Ordinance No.369, An Ordinance providing for the issuance of $185,000 of Bonds fo~ creating and maintaining the City's perm.~anent Improveme~t Revolving Fund~ · The Secretary presented ~u affidavit showing publication in the official new- paper on August 30, 19~6, of a Proposed Ordinance No.369, entitled "An Ordinance Providing for the issuance of $18~0OO of Bonds for creating and 51aintaining the City' s Permanent Im.~provement Revolving Fund, witch was ex~ined, approved, and ordered filed. The Secretary further reported that said proposed Ordinance has ramained on fLle in her office for more ths~u one week prior,.to this meeting. On motion made, seconded and carried, said ordinance was then placed on its second reading, ~nd was f~!!y e. nd distinctly read. Councilman Holm moved the fLual passagl~ and adoption of said Ordinance, which motion was seconded by Councilman Hosch, and on vote beLug taken thereon the following Councilmen voted AYE: Molto, Mosch, Julkowski, Knutson, Stopka and the following voted NO: None whereupon said Ordd.uance was declared duly passed and 'adopted, and was approved and signed by the }.~ayor and attested by the Secretary. Councilman Julkowski introduced a written Ordinance No.370~ entitled "An Ordinance Providing for the issuance of $?0,000 E ~unicipal Liquor Store Building Bonds, v:hich was given its first reading. On Notion made and seconded by ¥~uutson~ and carried,~said Ordinance was ordered filed in the office of the Secretary of the ~ouncil and to be published as a proposed Or ~dinance in the next issue of the official newspaper. ~Notion ~ Kuutson seconded by Julkowski, that Tessem Construction Co. be paid the sum of $6,O~6.7~ and Axel Hartse be paid the sum of $~,~32.~1~ out of the proper funds. Roll Call - All ~ves. ~otion by Knutsou seconded by Hosch, that Tessem construction Co. be paid the sum of $2,2~.08 out of the proper funds. Roll Call - All Ayes. A meeting was set for. 7:30 p.m. September 25th, ~ith the PiannS~g Engineer. A meeting was set for 7:30 p.m. Thursday, September 20th to discuss the Municipal A meeting was agreed on for 6 P.~. September 17th, with Blackey~ regarding Peter's Place and drainage. A lette~ was received from the Planning Com~nission Secretary, regarding land bordering Central Avenue in the ~ewly annexed area, and recommend~ug that this be considered part of our C~mmercial area. A request was received from a dentist to build an office at 52nd aud University. Motion by Holm seconded by Hosch, instructing the City Attorney to prepare the necessary documents to permit a dental office~ on Lots 18,19 a~d 20 in Block 4. Roll Call - ~!1 Ayes. A letter was received frcm the Chsmber of Commerce regardLug an Industrial Clinic to be held September 18 and 19 in Albert Lea, registration fee $8.00. Motion by ¥~utson ~econded by J~lkowski, authorizing expenses for Council members to attend this Clinic. Roll Call - All Ayes. A Letter was received from the Parking Committee and discussed, regarding the Business men asking to purchase Lots 13-14-15-16 to be used for public parking.
