A Hearing on th~ lowering of 39th Avenue between Reservoi~ ~vd. a~d Central
A~enue and also Peters Place, was held.

A letter was received from Harrier and Corneli~us making a reque4t to use
City owned property between Quincy and MadisonI street, from 3.7th to 39th
_A~enue, for sanitary fill. They also ask use of the hydr~ant in that area
and permission to park a trailer in the area f~or the purpose, of, housing
~e night attendant. ~
Motion by Hosch seconded by J ~lkowski, that th~ City Hanager con~er with
the writer of this letter and get more details~ regarding the ~il~ing operati~n~

A letter was received from Jerry Forsythe requesting to connect to o~ water
~nd sewer at 4134 ~,~ain Street.

A letter was received from Wilkinson Hom. e Finance Co. requesting cancellation
of Bond in Hilltop Addition for balance of assessments.

A letter was received from Mr. C~orge Kolesar of the Recreation Commission
asking to meet with the Council.

Tuesda~ August 21st with the Recreation Conm~ission at ?:50 P.M. and with
Mr. B~nnfster at 8:30 P.M. Roll Call - All Ayes.
The request ~f t~'. Kocisko for an appraiser of his property was considered.
The City Attorney gave his opin$on regarding this matter and stated the
City Council did not have the right to appoint an appraiser, and suggested
~ they ask for a State Appraiser.
Motion by Hosch seconded by Knutson, that the Cit~ necessary steps
to get a State Appraisal. Roll Call - All Ayes.
Motion by Hosch seconded by J~lkowski, that the City ~anager be authorized
to proceed with the Bond Issue for $27~,0OO.00. Roll Call - All Ayes.
A reques6 was received for a street light at 4~th and 2nd Street.

A cash register for the off Sale Liquor store was discussed a~d the City
Manager was asked to get more information.
The matter of a Plar~uing Engineer for the annexed area was t~ken up and the
City Manager was asked to contact an Engineering Firm ~ meet with the Council.
The matter of water furnished to Hilltop Village was discussed.

untL1 we have met with Mr. Banister. Roll Call - All Ayes.
A Petition was received for the opening of alley between 6th and 7th Street,
from 47th to ~th Avenue.
Notion by Hosch seconded by Knutson, that the Engineer report back to the
City Council at the ~ext meeting on the cost of opening this alley.

A Petition was received to fill alley between Reservoir Blvd. and Tyler Street,
frc~ 43rd to 4~ th.

paid the sum of $2500.00 and $725.92, ou~ of the proper funds. Roll Call - All Ayes.
Motion by Julkowski seconded by Hosch, that Tesse~ Construction Co. be p~id the
sum of $15,987.00, ou~ of the prgper funds. Roll Call - Ail Ayes.
Motion by Kuutson seconded, by Julkowski, that Andrew and Ella Johnson be paid
the sum of $700.00, out of~ the proper funds. Roll Call -All Ayes.

Council of the City of Columbia Heights, that pursuant~ to Chapter 205 of
Minnesota Statutes Annotated, a Counting Board be, and the same is, hereby
established for precincts I and 3 in the City of Columbia Heights for the
election September 11, 1956.
The number of probable voters in said precingts necessitate the appointment
of relief Judges.

Special NeSting August 21, 1956
Meeting cailed to order at 7:40 P.E. Roll Ckll - Holm, Hosch, Julkowski
and Knutso~ -~present. Stopka absent. ~
The purpos$ of the f~rst part of this meeting Was to discuss the budget of
the Recreation Commissi6n. Members of the SChool Board were present~
also the R~creation Commission members. '
Mr. Kolesar went over the proposed budget in d~tail~ amounting to $16,000.00.
The City C6unc~l w~ study this budget and co~e to a decision at a later date.
The next order of business was a meeting with Nr. Banister, ~ho presented
the revised water report~ and explhined in detail the cost of having our
own water supply.
