July 31, 1956
Meeting called to order at 7:10 P.M. All members present.
The first item to be taken up was Dahl's Plat of Mathaire
Subdivision.
Resolution offered by Holm seconded by Hosch, WHEREAS:
A Subdivision Plat of a part of the N.W. quarter of Section 25.
Anoka County, entitled '~athaire" has been presented to the City
Council of the City of Columbia Heights, for acceptance and
approval, and;
~: Said Plat meets all the requirements demanded and
havin~ been approved by ~he Plannin~ Co~mission and the City
Engineer, THER~FO~ BE IT RESOLVED: The City Council accepts
and approves the aforesaid plat and hereby authorizes the Mayor.
City Clerk and City Attorney, to affix their si~nature to the
above document. Roll Call - All Ayes.
Motion by Holm seconded by Hosch, authorizin~ the City Engineer
to proceed with en$ineerin~ plans and specifications for Sanitary
Sewer, Storm Sewer and Water installation in Mathaire Addition.
Roll ~all - All Ayes.
Motion by Hosch seconded by, l~nutson, that the City Manager be
authorized to ~oceed with a topographical map for the area
east from 7th Street and North from 45th Avenue. Roll Call - All Ayes.
Preliminary plans for a new Munlcipal Buildin$ were presented to
the Council. The Council asked that additional 9bpies of these
plans be made which would also include room for a new Library,
so that each Councilman and the Mayor could have a copy to study.
Mr. Banister was present and discussed with the Council his report
for an individual water supply for Columbia Heights.

the rapid ~row~h of population and the annexation of additional
territory to the City of Columbia Heights, it has become apparent
that the present precincts and pollin~ places are over-burdened,
and inadequate to f.unction properly, therefore be it Pd~SOLV~D:
There are hereby established three additional precincts numbered
Five. (5), Six (6) and Seven (7), and ~he boundary lines of all
precincts and the pollin~ places of all Rrecincts are herein
described:
First Precinct - Oakwood School. Boundary lines are as follows:
Main Street on the west, 40th Avenue on the
~ , South, Jefferson on the east and 45th Avenue
on the North.
Second ~recinct:
Field House. Boundary lines are as follows:
City limits on the west, 37th Avenue on the South,
Central Avenue on the East and 40th Avenue on
the North.
Third Precinct:
Columbia School:- Coundary lines are as follows:
Jefferson Street on Whe west, 45th Avenue on the
North, easterly .to McLeod Street, thence in a
Southerly direction to 42nd Avenue, thence
Westerly in a line between 1189 and 1200 - 42nd
Avenue, thence southerly to 40th Avenue, thence
southwesterly along the alley westerly from
Reservoir Blvd. to 37th Avenue, thence in a
northerly direction along Central Avenue to
40th Avenue, thence in a westerly direction
to point of beginning.
Fourth Precinct:
Silver Lake School - Boundary Lines are as follows:
Beginning at 3?th and Central and thence easterly
to Stinson-Blvd., thence Northerly to 42nd Avenue,
thence westerly to a line between 1198 and 1200 -
42nd Avenue, thence southerly to 40th Avenue,
~hence southwesterly along the alley line westerly
from Reservoir Blvd. to 3?thAvenue, point of
beginning.
Fifth Precinct:
Recreation Building - Boundary lines are as follows:
StartinE a point on 42nd Avenue and McLeod Street
extended, thence easterly to,the easterly County
Boundary Line, thence nort/~erly along the County
Bimndary line to the North Boundary line of
Columbia Heights, thence westerly along the North
Boundary Line to the guarter section corner of
Section 25, thence in a southerly direction to
45th Avenue extended, thence westerly to McLeod
Street, ~hence southerly on McLeod Street and
HcLeod Street extended to 42nd Avenue, / the point
of beginning.
Sixth Precinct:
Nelson School - Boundary lines are as follows:
University on the West, ~Sth Avenue on the South,
?th Street on the East and 53rd Avenue on . the
North.
Seventh Precinct: 4517 Central Avenue - Boundary lines are as
follows: Beginning at the intersection of
45thAvenue and 7~h Street, thence continuing
Northerly along ?th Street to th~ North Boundary
line, thence easterly along the North Boundary
line to the quartet section corner of Section
25, thence southerly to a point on 45th Avenue
extended, thence Westerly to Central Avenue,
thence northerly along Central Avenue to 49~h
Avenue, thence westerly on 49th Avenue to Monroe
Street extended, thence in a Southerly direction&
alon~ Honroe Street extended to 45th Avenue,
thence westerly on 45th Avenue to point of
beginning.

Ho=ion by Julkowski seconded by Hosch, that the meeting adjourn

August 9, 1956
Meeting called to order at 7:30 P.M. 'Roll Call - Holm, Hosch,
Julkowski, Stopka - present. Knutson absent.
A general discussionwas held with repr~sentatiwes of the Business
establishments along Central Avenue, concerning the parking problem.
The b0siness men indicated that they were not yet ready to present
any specific proposals, but numerous viewpoints were exchanEed
during the course of the meeting. The business men indicated
that sometime shortly after August 20th; they will be ready to
present specific proposals.
Motion made by Julkdwski, that Donald Dencker.be appointed
Secretary to ~he Council for this Special Meeting. Mayor
Stopka relingutshe~ the chair and seconded this motion.
Roll Call - Holm, Julkowski, S~opka - yes. Hosch - No.
Motion by Julkowski, Seconded by Holm, that the City Manager be
authorized to proceed with the blacktopping of .those portions of
Lots I7 and'18, owned by the City behind the M~nicipal Liquor
Storef Roll Ca~l - All Ayes.
Motion by Hosch seconded by Holm, that the City Manager be author-
ized to proceed with the installation of lighting for the Municipal
