Resolution offered by Hol~ seconded by ~kowski, B~ IT k~SEBY RESOLF~ by the City
Council of the City of Columbia Heights, that the City of Colombia Heights will
ins~all,or cause to be installed the following improvements:
1. sth Street from 49th to 53rd Ave., 50, 51, 52, and 53rd Avenues from
University to 4th Street: 60' r.o.w., 30' ~avement. '
2. 49th Avenue from University to 4th Street: 66' r.o.w., 30' pavement.
3. Curb and Gutter - concrete.
4. Pavement base: A"~stabilized base as per specifications City of Columbia
Heights.
5. Wearing surface: 2" Bituminous surface treatment as per specifications of :
City of Columbia Heights.
6. Street name signs: Standard Metal, at all intersections.
7. All ~!~.eys thru Blocks 3,~,ll and 13 shall be cut t~ough graded and s~rfaced
in accordance with specifications of city of Colunbia Heights.
8. The aboVe improvements will be completed within t?~ee years from date
provided weather conditions permit. This work is ~eing planned on a three year
basis in order to allow for settlement on ~th Street due to the installation
of sewer and water in the fall of 1955.
9. Special assessments will be levied against benefited properties for all
of the above work.
Money to pay for the ~bove assessments ~ be escrowed by the Lyndale Builders at
one and one-half times the estimated cost of such improvements. ~ Roll Call - All Ayes.

A Petition was received~from Wm. E. Pederson, ~734 - 6th St. N.E.'and~Virgil R.
~gnuson, &740 6th St. N.E. requesting that the~ alley in the 4700 Block between
5th and 6th Streets be straightened' and cut to g~ade, as it is~damaging their~
property and stopping Lmp~ovements. ~
Motion by Hosch seconded by Kuutson, instructing~ the City ~hginSer to ~ke a
~etermination of cost and problems involved in oDening of this alley. Roll Call - All Ayes.
A letter was received from several residents in the area of ~Oth a~d University~Ave.
complaining of the noise and dirt caused by the large Semi~ Trucks being parked
on State and private property at 40th and UniverSity.
Motion by Holm seconded by Julkowski, that this letter of complaint be referred
to the City Attorney for study and a report brought back to the uext meeting.

A letter was received from the State Highway Dep~rtment advising us that they have
inspected the conditions after completion of the~sanitary sewer installation between
~5th and 53rd on T.N. 56 and satisfactory restor&tion of the roadway has been made.
Motion by Holm seconded by Enutson, that this l&tter dated May 8th be plac~d on
file. Roll Call - All ~yes.
~ letter was receiyed from the M~uicipal Court of Columbia Heights , stating that on
~y 4,1956, Wilbur Blair, owner and operator of ~911 Club, located at ~911 .University
Avenue, N.E. was brought into M~nicipal Court id the City of Columbia Heights,
on complaint'by W.E. Cottrell, Chief of Police, ~hat Wilbur Blair - sold beer to
minors - contrary to Ordinance 1~3, Section 6, to which the defendent pled guilty
and was fined $100.00 or ~0 days. Mr. Blair paid the fine~
Motion by~Hosch seconded by Holm, that the on and Off-Sale Beer License of Wilbur
Blair, ~911 University Avenue, N.E. be suspended for a period 6f ten (lC) days,
effective the 2~th of May, 1956. Roll Call - All Ayes.
A letter was received from F~dali & Remes, regarding sick leave for Joe Fsdorka.
Motion by Julkowski seconded by ~h~ ~, that this letter be turned over to the
City Attorney. Roll Call - All Ayes.
A reques% was received f~or e~ ~xtended permit to park a trailer at ~lO~ M~nro~ St oN.F~
Motion by Hosch seconded by Kuutson, that an extended permit be granted for a ~period
of three weeks from M~y 29th. Roll Call - ~1~1~ Ayes.
