Preamble to Ordinance No.361 offered by Hob seconded by Hosch, Being an Ordin~uce
entitled "An Ordinance authorizing the sale by the City Treasurer of $15OO.00
Emergency Debt Certificate".
WHEREAS, it became necessary to properly carry on the functions of Municipal
Government of the City of Columbia Heights to proceed with the Recreation program~ and,
~TEP~IAS, there are insufficient monies in the city treasury to pay costs currently due
· and the city is therefore without funds to pay for contract payments now due;
THIS COL~CIL hereby and under this preamble declares an emergency exists for
the preservation of the public safety and that in order to promptly m~et said
e~ergency it is necessary to pass Ordinance No.361 as an emergency ordinance.

A Statement of claim has been filed by Donald C. Jo~son against the city of
Columbia Heights.
Notion by Julkowski seconded by Knutson, that the notice of claim for dsmages by
Donald C. Jo?mson be turned over to the City Attorney. Roll Call - All Ayes.
A claim for damages to their property was received from Donald and Nari~ Norris,
4432 - 4th St. N.E.

A request was received for Bowling Alley~and Beer License from Edward J. Piersak.

A request was received from the Activities Committee to hold their annual Jamboree
for 1956 at the Columbia Heights Park Grounds June 22,23 and 24th inclusive~ and
that ~ no other organization be granted use of the Park grounds for Carnival
purposes during the thirty days prior to June 22,23 and 24th, 1956.
Motion by Holm seconded by Knutson, that this request be granted.Roll Call - All Ayes.
A Petition was received to open 44th Avenue from McLeod to Reservoir Blvd.
Motion by Hosch seconded by Ho!m, that this request bo turned over to the City
Engineer for study and report to the Council. Roll Call - All Ayes.
A Petition was received for a Flasher Signal at 41st & Central.
'Motion by Hosch secouded by Julkowski, that the City Hanager coutact the State
Highway Department relative to a Flasher Signal at 41st and Central and also
4Oth and University. Roll Call - All Ayes.
A request ~as received from the Fire Chief, Pat Kennedy, to attend a Fire
Instruction School at Memphis~, Tenn. February 21,22 and 23rd, 1956.
Motion by Hosch aeconded by Holm, that this request be granted smd expenses
allowed. Roll Call - All Ayes.
Several letters were received favoring a new Library Building.
Motion by Hosch seconded by Knutson, that these letters be placed on file.

A letter was received from Representative Carl Eck, regarding a meeting with him
at some future date to discuss things relative to the County that would come up
at the next Legislative Meeting.
Notion by Holm seconded by Julkowski, that this ~etter from Carl Eck, be placed

A letter was received from the Police Civil Service Commission regarding appointments.
Notion by Julkowski seconded by Hosch, that this letter dated Februs~y 15th, be

The City Manager reported a new tr~xcavator would cost about $8~000 to trade.
Motion by Hosch seconded by Julkowski, that the City Manager be authorized to
make plans to have the Traxcavator repaired. Roll Call - All Ayes. ~
Motion by Holm seconded by J~lkowzki, that the City Manager be authorized to
advertise for bids for two new trucks. Roll Call -.All ~yes.
Mr. Watson gave a report of the recommendation of the Planning Co~ssion,
regarding the Sullivan Addition. They recommend that the western part be
zoned Commercial and the Eastern part ~esidential.

instructed to transfer from the Liquor Fund as follows:

and that there are sufficient moneys in said Liquor Fund to make such transfer.

Petitions were presented by Joe Chiodo for the re-instatement of ErlLug Drangeid
as Manager of the Liquor Store. He also spoke in behalf of Erling Drangeid
and ~rged the Council to t~e action for his re-instatement.
A letter was'read which was received from~Mr. Pierce, President of the Municipal
Liquor Store Association, ~n behalf of~Mr. Drangeid. Also several employes of
the Liquor store talked in behalf of Mr. Drangeid.
Motion by Holm seconded by Hosch, that the proposal for the re-instatement of
Erlin~Dra~.~id as Liquor Store ~ana~er, be tabled until the next zmz~regular

The matter of the sale of Scrap metal by City employes was taken up but no action
