Preamble to Ordinance No.359.
WHEHEAS, the City of Columbia Heights has for many'years po. ssessed an easement
for storm drainage over ,and across Lot .Eleven (11) land the Southerly fifteen
and eighty-six one-Hundredths (15.86) feet, front and rear, an~ the Northerly
Fifty (50) feet, front and rear of Lot Twelve (12),I Block Two (2), Rearrangement
of Block "C", Columbia Heights Annex to Minneapolis,, Anoka County, Minnesota,
according to the duly recorded plat thereof, and
~, it has been determineed by the City Of Col'_umbia Heights that said easement
is of no value to said City, and,
WHEREAS, substantial injury results to the owners 6f said land by the 6onti~uance
of said ~easement,
City COUNCIL of the City of COLUMBNA HEIGHTS, hereby and of this Preamble
~ecl~res that a public emerEency exists which subjects the City to the nesessity
of taking extraordinary measures and it is therefore necessary to pass
Ordinance No.359 as an emerEency Ordinance.

Ordinance No.359 offered by~ Holm, seconded by Enutson, An Ordinance authorizing the
sale by the City of Columbia Heights of Certain Real Estate known as an easement
created by Instruments recorded in Book 174, at Page 156; and Book 179, at Page 290,
in the office of the Register of Deeds, Anoka County, Minnesota, as regards Lot
Eleven (il), and the Southerly Fifteen and eighty-six one-hundredths (15.86) feet,
front and rear, and the Northe~y Fifty (50) feet, front and rear, of Lot Twelve
(12),Block Two (2), Rearrangement of Block "C", Columbia Heights Annex to Minneapolis,

Preamble to Ordinance N~.360 offered by Hosch seconded by Knutson, Being an Ord~uance
entitled "Am Ordinance Authorizing the sale by the City Treasurer of $12,000
Emergency Debt Certificate ."
~S, it bec~me necessary to properly carry on the functions of Municipal
GoVernment of the City of Columbia Heights to proceed with the Maintenance of
sewers; and,
WHEREAS, there are insufficient monies in the city treasury to pay costs
currently due, and the city iN therefore without funds to pay for contract '
payments now due;
THIS COUNCIL hereby and under this preamble declares an emergency exists
for the preservation of the public safety and that in order to promptly meet
said emergency it is necessary to pass Ordinance No.~60 as an emergency ordinance.

Petition~ were received for condemnations of property for Alley purposes, but no
action was taken.
Notion by Hosch seconded by Holm, that a Bingo permit be granted for 1956 to the
Immaculate Con~eDtion Church. Roll Call - All Ayes.
Motion by Enutson, seconded by Homch, that the permit for a private water line ~
by Robert Wilson, 4020 Main St. be granted upon payment of the proper fees,
and that' any action taken previously was sanctioned by the Council. Roll Call - All Ayes.
Motion by Holm zeconded by Hosch, that the applications for Restaurant and on
and Off-sale Beer ~icense received from Wilbur H. Blair, 3911 University Ave. N.E.
be turned over to the P~ce Department for regular investigation. Roll Call - All Ayes.

MotiOn by Julkowski seconded by Knutson, that Samuel Carr be paid the sum of
$219.82 on his claim for damage to car and medical bills. Roll Call - Ail Ayes.
The · City Manager was instructed bo contact the School Board in regard to partici-
pating in the amount of one-half of $3,000 Emergency Debt of the Recreation
Commission.

Columbia Heights hereby resolves, that a $50.00 Clothing allowance be paid
the regular Policemen and Firemen for the year 1956. Roll Call - All Ayes. ~
Raymond Ross appeared before the Council in regard to certain lots on 4Oth
Avemue which he owns and demanded that steps be Saken to prevent auy ~urther
discharges of storm water on the above lots.
Motion by Holm seconded by Knutson, that the meeting adjourn at 10 P~.
