Petitions were received opposing the annexation of Fridley Township to the City of Columbia Heights. A large group of interested people were present both for and against this annexation. Roll Call - All Ayes. A letter was received from the Ladies Auxiliary, Veterans of Foreign Wars, ~req~esting a blanket permit to play Bingo for the remainder of the year. Preamble ~ to Ordinance No.352 offered by Holm seconded by ~nutson, ~EREAS, an emergency exists for the preservation of public peace, health, ~safety and convenience in that change of topography of Lot Six (6), Block Four (2), Reservoir Hills, will cause flood conditions and resulting damage in case ,of heavy rain. This Council hereb~T and under this Preamble declares that a public emergency exists and that in order to meet ~uch emergency, it is necessary to pass Ordinance No.352 as an emergency Ordinance. BE IT FURTHER RESOLVED that the City Manager and City Attorney forthwith proceed with such action as may be needed to acquire the same; and that condemnation proceedings be instituted.
