Bids on Bar Fixtures md Bar were received from Jos. F. Palen and L. Paulle,
Midway Fixture and Showcase Co., for the New Liquor Store.
Motion ~by Hosch seconded by Holm, that these bids be turned over to the City
Manager for tabulation. Roll Call - All Ayes.
Motion by Holm seconded by Hosch, authorizing the City Manager to return the
one bid unopened, received on refrigeration for the new liquor store to the bidder.

Motion by Holm seconded by Hosch, that the bid of Municipal Equipment Co. be
accepted for Sewer Cleaning Equipment. Roll Call - All Ayes.
A Petition was received for Sidewalk on 6th Street from 45th to 46th.
Notion by Knutson, seconded by Hosch, that a hearing be set for Eeptember 13th
for this Petition. Roll call - All Ayes.
A Petition was received for the extension Of Sewer on Johnson Street and Polk
Street.
Notion by Hosch seconded by Knutson, that this Petition be referred back to
the City Manager. Roll Call - All Ayes.
A letter was received from the V~l_l age of Fridley regarding Storm Sewer.
~otion by Holm seconded by Hosch, that the City Manager write a letter to the V~lage
of Fridley, explaining ou~ situation and position in this matter, and that we will
be unable to take part in this project at this time. Roll Call - Xll Ayes.
Letters were received from the Fire Department and Park Board and a meeting
was set for 7 P.N. with the Park Board aud 9 P.M. ~th the FLre Department.

A letter was received from the County Auditor inviting the Council to a meeting
on September 6th, at 8:30 P.N. and inspection of their new building.
Second reading of Ordinance No.~50. An Ordinance authorizing the ssle by the City of
Columbia Heig~hts of certain Real Estate known as Lot 62, Except the Easterly Seven
and Nine Tenths (7.9) thereof, Block Sixty Five (6~) Columbi& Heights Annex to
Minneapolis.

First reading of Ordinance No.351, Being an Ordinance vacating that p~rt of the
east-west alley from Jackson Street to the Westerly line of the North-South
Alley of Block Sixty (60) Columbia Heights Annex to ~inneapolis.
Re~olution offered by Hosch seconde~ by Holm, BE IT HEREB~ RESOLVED by the
City ~ouncil of the City of ColumbiaB~eights, thmt the salary for a Liquor
Store Accountant be set at $400.00 per month. Roll Call - All Ayes.
Resolution offered by Hosch seconded by Knutson, The City Council of the City
of Col~mbia Heights hereby resolves that, NHEREAS, Special A~sessments for
Lots ~9 and ~0, ~Block 16, Roslyn Park Addition on Jobs No.201 and 20~ in the
amounts of $47.50 and $32.44 have been paid in full;
BE IT THEREFORE RESOLVED that the County A~ditor be and he is hereby authorized
and directed to strike from the assessment rolls the aforesaid assessments.

A Petition was received from the Central Avenue Business ~en regarding the island
in the center of street.

Resolution offered by Holm seconded by Hosch, WHE~, the State Department of
Highways ha~ notified the City of Columbia Heights that it contemplates closing
of the openings in the medial strip of Highway 65, between 37th and 40th Avenue
N.E.; and,
WHEREAS, the City Council, the Business Men and the Police Chief of the City o£
Columbia Heights strenuously oppose such action as a serious detriment to Columbia
Heights; and,
WHERE~,' the traffic problem would be more hazardous as there are' n° adjoining alleys and
no near parallel ~ street east of said Highway 65.
THEREFORE BE IT F~SOLVED by the City Council of the City of Columbia Heights, that
it vigorously protests any contemplated action to close the openings in the medial
strip of No.65, between 37th &venue N.E. and 40th Avenue N.E. in Columbia Heights.
~Further that this resolution be forwarded to the Commissioner of Highways, Senator
Johnson, Representative Eck and all other parties concerned. RoLl Call - Al! Ayes.
It was announced that this was the time and place for opening and consideration of
bids for the purchase of $350,000 Permanent Improvement Revolving F~_n~d_ Bonds fo
the City advertised for sale in accordance with~ the' resolution of the City Council
adopted July 26, 1955.
The City Manager reported that the notice of sale had been duly'publish, ed, as
required by said resolution, in the official newspaper and in Co~ercial West.
The City'Manager then presented'the sealed bids which had been received, which
were thereupon publicly opened, tabulated and found to be as follows:

The net 'interest cost on the b~nds according to the foregoing ~bids was then
computed and announced.
After consideration of the bids by the Council, Councilman Hosch presented and
read the following resolution and moved its adoption.
RE$OLUTI(~I AWARDING THE SALE OF
$350,000 PERMANENT IMPROVEMENT
REVOLVIJG FUND BONDS
BE IT RESOLV~ by the City Council of the City of Columbia Heights, Minnesota,
that the bid of J.M. Dain & Co. and Associates of the City of 'Minneapolis,
Minnesota, an~i associates named therein, to purchase $350,000 Permanent Improvement
Revolving ~ Bo~ds of the City to be dated as of Se~tembe. r 1, 1955, and to be
issued in accordance with the notice calling for bids thereon, is hereby found and
determined to be the bid most favorable to the City received pursuant to due adver-
tisement therefore, and should be and is hereby accepted, said bid being to purchase
the bonds at a ~rice of par, plus accrued interest, plus a premium of $ None
for bonds bearing interest as follows:

BE IT FURTHER RE~OLV~ that the Mayor and City Manager are authorized and directed
to en~orse an acceptance on said bid and on a cop~ thereof, and to return such copy
to the successful bidder. The good faith check of said bidder shall be retained
by the City Treasurer pending completion and delivery of the bonds, and the good
faith checks of other bidders shall be forthwith returned to them.

The motion for the adoption of the foregoing resolution was duly seconded by
Counc~lmeu Holm, and on vote being taken thereon the following voted A~e: Ail

whereupon said resolution was declared duly passed and adopted, and was signed
and attested by the Mayor and Secretary.
Councilman Holm then introduced the following resolution and moved its adoption:
A RESOLUTION FIXING THE FORM AND DETAIIS OF
$350,000 PERMANENT IMPROVEMENT REVOLVING FUND
BONDS, DIRECTING THEIR EX~EDTION AND DELIVERY,
A~D LEVYING A TAX FOR THEL~ PAYMENT.
BE IT RE~OLVE~ by the City Council of the City of Columbia~ Heights, Minnesota,
as follows:
1. The City of Columbia Heights shall forthwith issue and deliver its negoti-
able coupon Permanent Impvement Revolving Fund Bonds in the aggregate principal
amount of $350,000, dated as of September 1, 1955, said bonds to be 350 in number,
numbered 1 to 350, inclusive, each in the den~_tion of $1000, and said bonds
shall mature serially in the amount of $35,000 on March 1, in each of the years
1957 through 1966, all without option of prior payment, Said bonds shall bear
interest payable on March 1, 1956, and semi annually thereafter on each September 1
and March 1, at the following rates:

Both principal and interest shall be payable at the main office of First National
Bank of Minneapolis in Minneapolis, Minnesota, and the city agrees to pay the

promises to pay to the bearer the sum of ONE THOU~AND DOLLARS on the 1st day of
March, 19~, without option of prior payment, and to pay interest thereon, from

This bond is one of an issue in the total principal amount of $350,000,
all of like date and tenor except as to serial numbers and maturity dates and int-
erest rate, all issued by said City for the purpose of ~roviding funds for improve-
merits of a lasting character, including installation of navement, curbs, gutters,
storm sewers, and water l~ne and sewer line extensions, ~ as authorized by an
ordinance duly adopted by four-fiEths vote of the Council, and pursuant to
in full conformity with the Constitution and Laws of the State of ~iunesota and
the Home Rule Che_rter of Said City thereunto enabling.
IT ~ HEREBY CERTIFIED AND RECIteD that all acts, conditions and things
required by the Constitution and Laws of the State of Minnesota and the Home Rule
Charter of said City to be done, to happen, and to be performed precedent to and in the
issuance of this bond, in order to make it the valid and binding general obligation
of said City according to its terms, have been done, have ~happened, e. ~d_ have been
performed in regular and due form, time, and manner as req ired by law; that, prior
to the issuance of this bond, a direct, annual, ad valorem~tax has been duly
levied upon all of the taxable property in said City for the years and in amounts
as required by law, and additional tames will be levied upon all of said property
without l~mltation as to rate or amount if needed for the payment of~ this bond and
interest thereon; and that the issuance of this bond did not cause the indebtedness
of the City to exceed any constitutional, statutory, or charter ]fm~tation.
IN WITNE~ WHERE~ the City of Columbia Heights, Auoka County, Minnesota,
by its Council, has caused this bond to be executed in its behalf by the signature
of the Mayor, attested by the City Manager, and its corporate seal to be hereunto
affixed, and has caused the attached interest coupons to be executed and authen-
ticated by the facsimile signatures of said officers, all as of September 1,1955.

3. Said bonds shall be forthwith prepared for execution under directiqn of the
City Manager and attorneys and shall thereupon be executed in behalf of the city by
the Mayor and City Manager and sealed with the official corporate seal; and the int-
erest coupons shall be executed and authenticates by the printed facsimile signatures of
said officers. When the bonds have been so executed, the City Treasurer shall deliver them
or cause them to be delivered to the purchasers thereof upon receipt of the purchase price
heretofore agreed upon, and the purchasers s~11 not be obligated to see to the appli-
cation of such purchase price.
4. The fl_~_l_~l_ faith and credit of the City and its unlimited taxing powers are
hereby irrevocably pledged to the prompt and full payment of the principal of and
interedt on each aud all of s~id bonds as such principal and interest become due.
In compliance with Minnesota statutes, and in order to provide moneys for the payment
of the principal of and interest on the bonds, there sh~ll be and is hereby levied
upon a!_l. of the taxable property in the City a direct, annual, ad valorum tsx, to
be spz~ad upon the tax rolls and collected with and as a part of other general city
taxes, in the years and smounts as follows:

Said levies sh~-~- be irrepealahle until the full principal and interest on all of
the bonds of said issue shall have been ½aid; ~rovided that, when and if other
moneys are available, or shall be made available, in the specis! sinking fund to
pay the principal and interest of the bonds, the City Manager shall certify such
amount to the County Auditor of Anoka County on or before October 15 of any year,
and thereupon the amounts to be extended upon the next ensuing tax rolls for said
bonds shall be reduced accordingly.
5. There is hereby created a separate "Sinking Fund Account for $350~000
Permanent Improvement Revolving Fund ~onds" in the general sinking fund of the
City~ into which account shall be paid the proceeds of the foregoing $~vies and
any accrued interest and premium received upon the delivery of said bonds and
such other sums as may from time to time be directed to be used for payment of
sa'~d bonds. Out of said funds shall be paid the interest on the principal of
th~ bonds as such principal and interest become due. Said ~ccount sD~!~t~ be used
for no other purpose until all of said bonds have been paid, save and except that,
if any payment of principal or interest shall become due on any of said bonds
when moneys in the Sinking Fund Account are insufficient therefore, such payment
shall be made by advauces out of any other fund of the City and such funds may be
reimbursed out of said account when moneys are available therein.
6. The Secretary of the Council is hereby ddrected to cause a copy of this
resolution, certified by the Secretary, to be filed in the office of the County
Auditor of Anoka County, Minnesota, and to obtain from such County Auditor the
certificate required by law respecting the f~ling thereof and entry of the bonds
on his register.
7. The County Auditor of Anoka County and the officers of the City are
Authorized and directed to furnish to the purchasers of ssi d bonds, and ~o the
attorneys approving the legality thereof, certified copies of all proceedings
and records of the City relating to t e bonds and to the financial affairs of
the City, and such other certificates as may be required to show the facts as
to the power and authority of the City to issue said bonds, as shown by such
books and records or as known to such officers; and such certified copies and
certificates, including any heretofore furnished, shall be dee~ed representa-
tionm o£ the City as to the truth of the facts purported to be shown thereby.
8. This resolution shall be published ~n the official newspaper within.
£ifteen days after its passage, and shall take effect thirty days after its
passage, unless suspended by a referendum petition, and upon so taking effect
shall operate to ratify, confirm, and validate any and ~! actions of the
City officers Eheretofore taken which are herein authorized or directed to
be done.
