Roll Call - All Ayes. Motion by Deeble seconded by Holm, that the bid of Lametti & Sons for a Water Main on Reservoir between 42nd and 43rd, in the sum of $3~882.40 be accepted. This motion~and second were withdrawn. Objections were made by ~. Newcomb, Sr.,attorney for Mr. and Mrs. Olson and Mr. and Mrs, Newcomb, Jr. to this water main being installed . main. The City Attorney was asked to get the Attorney Generals opinion regarding this water Motion by Holms that the bid of Lametti & Sons for a Water Main on Reservoir Blvd. between ~2nd and 43rd, in the amount of $3,882.40 be accepted. This motion lost for the lack of a second. Roll Call - All Ayes. ~ ~ A-Hearing was held on the Central Avenue Improvement~ 3~th to ~Dth. ~solution offered by Deeble seconded ~y Hosch, 7~EREAS the State of Minnesota, Dep merit of Highways, proposes to Kmk~ certain improvements~on a portion of Trunk Highway No.65 located in the City of Columbia Heights upon and along Central Avenue from 37th to 40th Avenue N.E., a distance of approximately 2,000 feet, and WHEREAS, it is the desire of the City that such improvenebts of said roadway be extended to to greater width and capacity than is necessary to accomodate ~ normal trunk highway traffic. BE IT _~ESOLVED by the City Council of the City of Columbia Heights that the State of M~nnesota,' Department of Mighways is requested to provide for improvements on the Aforesaid portion of Trunk Highway No.65 consisting particularly of widening existing concrete pavement and resurface entire width of street betwcen existing c-~bs with high type~ plant mixed bituminois ma*~rial, considered as construction and improve- ment of said roadway to greater width and capacity tha~?i~ necessary to accomodate normal trunk highway traffic. BE IT Fb~TP~R RESOL~ that following approval by the Minnesota Department of Highways of plans and specifications for said improvements of said trunk highway and before a contract is awarded ~or the construction of s~d improvement the City shall enter into an agreement with the state ~ich shall provide that the City shall pay not less than 25% of the cost of construction work performed on said roadway of greater width and capacity than is~ necessar~ to accomodate Hormal trunk highway traffic, that the City shal~, pay its proportionate share of the cost of constructing necessary underground drainage structures computed on the basis of areas drained by such structures, and, if the State lets the construction contract, shall deposit with the State at the time such agre~ement is entered into a sum equal to au estimate of the City's share of such construction costs as prepared by the Minnesota Department of Highmays. The City shall, in addition to paying its proportionate share of the cost of the proposed work, obtain at its sole cost and expense all necessary right of way ease- ments and construction permits for the work to be performed outside the limits of the trunk highway or established City streets, together with all drainage outlet rights where necessary. Such easements, permitm and rights shall be obtained amd satisfactory evidence thereof furnished the Department of Highways before an~ con- tract for the proposed work is awarded. Motion by Hosch seconded by Deeble, that the City Manager be instructed to write the Village of Fridley that au Addenda had been added to their contract with the City of Columbia ~ights giving them permizsion to make a connection on 48th and 3rd Street. Hotion by Deeble seconded by Knutson, that the letter received from Joe Wargo, City Attorney dated April 26th, regarding the appoiatment of Dom Hebzynski to the Fire Civil Service Co-.~;;d~sion, be placed on file. Roll Call - Ail Ayes. Motion by Deeble seconded by Holm, that the request of Vernon Booth, 4521 - 7th St. to connect to the City Sanitary sewer be granted upon psvment of the proper fee. Resolution offered by Holm seconded by Deeble, HE IT HEREBY RESOLVED by the City Council of the City of Columbia .Heights that the City trasurer be and she is hereby instructed to transfer from the Liquor Fund as follows: $794.64 to the Police & Court Fund 3,168.94 to the Fire " 3,539,18 to the Street " 278.44 to the Library " and that there are sufficient moneys in said Liquor Fund to make such transfer. Resolution offered by Deeble seconded by Hosch, The City Council of the City of Columbia Heights hereby resolves that, WHEKEAS' Special Assessments for Lot Twenty-four (24) and No.½ of Lot Twenty-Three (23) Block Thirty-Six (36) Col. Heights Annex on job No.200 in the amount of $91.62 has been paid in full;~ BE IT THEREFORE RESOLVED that the County Auditor be and he is hereby authorized and directed to strike frc~ the assessment rolls the aforesaid assessnents. Roll Call - All Ayem Resolution offered by Knutson seconded by Holm, The City Council of the City of Columbia Height s hereby re so lye s: RESOLVED: TSat the Twin City Eapid Transit Company be granted permission to operate an extension of its bus lines over the following streets in the City of Columbia Heights to wit: Commencing at ~th Avenue N.E. the Twin City Rapid Transit Co. shall u~e the following designated street~: Reservoir Boulevard to 44th Avenue, 44th Avenue to Arthur Street; Arthur Street to 45th Avenue NJE.'; 4%th Avenue N.E. to Heights Drive at which locatiom busses shall wye and return over the same route as heretofore designated. Resolutiom offered by Deeble seconded by K~utson, The City Council of the City of Columbia Heights hereby re~olves: RESOLVED; that all regular, full time employees be allowed three weeks vacatiom after ten years of continuous service and the City Manager is hereby empowered to desigmate the time for taking ~uch vacation,~ud BE IT FURTHER RESOLVED, that vacation and siok-~eave pay be based on a pro-rata pay scale based om the previou~ twelve months earnings, and JBE IT FURTHER RESOLVED' that the period of experience on any piece of equipment shall be one hundred hours (100) and ~uch employee with ~e above exT~erience shall be e~titled to operate ~uch equipment providing the foreman shall deem the employee capable of operating such equipment in a s~tisfactory manner. May 6, 1954 Roll Call - Holm, Hosch, Knutson, Stopka This sp$cial meeting was called by the City Manager for the purpose of taking up the matter of the water main ~n Reserveir Blvd. from 42nd to 43rd, as an opinion had been received from the Attorney General. ' Motion by Hosch seconded by Knutson, that the matter of the installation of a water main on Reservoir Blvde 42nd to 43rd be reconsidered. Roll Call - Ail Ayes. Motion by Holm Eeconde~ by Knutson, that the bid of Lametti & Sons in the ~mount of $3,8.82.42 be accepted, for a water main on Reservoir Blvd. from 42nd to 43rd. Roll Call - Ail Ayes.
