HomeMy WebLinkAboutOctober 26, 1954THE~tEFORE be it resolved that the City of Columbia Heights does hereby rescind any and, all action as to entry into Dept. of Administration Contract No. 1-898~ Minnesota Highway Department Agreement No. C-1278, S.R. No.02-07-08 for improving of Highway 6~ from 40th Avenue N.E. to 3?th Avenue N.E. unless the needs of the community are met with necessary center island openings as designated by said city of Columbia Heights. Upon agreement on said openings, said contract to bein full force and effe0t~ othe~,lse same to be null and void. Roll c~all, all ayes. Ordi~_nce No.330 offered by Deeble seconded by Hosch. Roll Call ~- All Ayes. Motion by Hosch seconded by Holm, that the list of non-conservation lands forfeited to the State of Minnesota be approved. Roll C~.l - ~1~1 Ayes. A request was received from Ca~l Edstrom for a private water line to service 2330 N.E. 45th Avenue. Motion by Deeble seconded by Hosch, that this request be granted upon payment of the proper fee. Roll 0~11 - All Ayes. A request was received from Ernest Madsen, Village Manager of the Village of Fridley, for sewer openings in the vicinity of 37th and Marshall. Motion by Deebl~ seconded by Holm, that this request be turned over to our City Manager. Roll Call - All Ayes. Motion by Hoim seconded by Deeble, that the claim of Joseph Halek against the City of Columbia Heights be turned over to the City Attorney. Roll Call - All Ayes. Motion by Hosch seconded by Deeble, that L.J. McNulty be paid the sum of $3,691.59 for sidewalk construction. Roll Call - kll Ayes. A Heari~ng was held for Special Assessments for Impr6vements'Noe249 through 259. A Notice of Protest was received from Darrell W. Newcomb and his wife Elaine Newcomb, 'also Carl and Lily B. Olson, regarding the watermain on Reservoir Blvd. 42nd to 43rd. Resolution offered by Deeble seconded by Hosch, Adopting Assessment roll for the followt_~g local improvements and determ~n~ that said improvements be made and ratif~ing and confirming all ot~er proceedings heretofore had. Special Improvements Nos. 249; 250; 251; 252; 253; 254; 255; 256; 257; 258;259 WHEREAS, the City Council of Columbia Heights, Minnesota, met on the 26th day ef October, 1954, at the City office in said City, being the time and place set ~hen and ~be~ all persons interested could appesr, and be heard by the Council with respect to benefits, and to the proportion of the cost of making the local improvements above descr~ibed, a notice of such hearing having been heretofore duly published as required by law; and WHEREAS, this Council ~as heretofore estimated and fixed the cost of such local improvements and has prepared an assessment roll therefore. THE CITY COUNCIL OF G)LUMBIA HEIGHTS HEREBY RESOLVED: Section I. That this Council does hereby adopt the aforesaid assessment roll known and described as "AsseSsment Roll for Local Improvement Nos. 249, 250; 251; 252; 253; 254; 255; 256; 257; 258; 259. Section II. That this Council hereby finds and detsrmines that each of the lots and parcels of laud enumerated in said assessment roll was kud is especially benefitted by such improvement in au amount not less than the amount set opposite the description of each such lot or oarcel of. laud resoec~vely ~ said assessment roll in siad column headed "Amount ofP~oposec assessment¥" Section III. That said assessment roll be and the same is hereby adopted as the assessment roll the following local improvements hereinbefore described and that said assessment roll shall be hereafter known and designated as "Assessment Roll for Local Im~_Kove~ Improvement Nos. 249; 250'; 251; 252;£53; 254; 255; 256; 257; 258;' 259 Sectibu IV. That said ass~ssmeht shall be payable in annual inst~l!ments for a period from one to eight years on or before the Tirst day of June in each of the years from 1~55 to 1963, with interest and penalties as provided by law. Section V. That this Council does hereby determine and re-determine to proceed with said improvement, does ratify and confirm all other proceedings hereto- fore had in that regard, and said improvement shall hereafter be known and ~umbered as '~ocal Improvement Nos. 249; 250; 251; 252; 253; 254; 255; 2~6; 257; 258; 259." Section VI. · This resolution shall take effect immediately upon its passage. Roll Call - All Ayes. ~ Resolution offered by HOsch seconded by Deeble, The City Council of the City of Col,~_bia Height~ hereby resolves that, ~EREAS, Special Assessments for Lot Twenty-nine (29) Block Nine (9) Roslyn Park Addition, on job No. 201 and 203 in the amount of $37.50 and $24.36 have been paid in full; BE IT THEREFORE RESOLVED that the County Auditor be and he is ~hereby authorized and directed to strike from the Assessment rolls the aforeaaid assessments. Resolution offered by Holm seconded by Hosch, The City Council of the City of Columbia Height hereby resolves that, ~REAS, Special Assessments for E. 166.15 ft. of Lot 9, Block 4, Rearrgt. of Block "A", on Job No.200 in the amount of $151.17 have been paid in full BE IT THEREFORE RESOLVED that the County Auditor be and he is hereby authorized and directed to strike from the assessment rolls the aforesaid assessments. ~esolution offered by Deeble seconded by Holm, The City Council of the City of Columbia Heights hereby resolves that, 'WHEREAS, Special Assessments for Lot Thirty-Three (33), BlocE Seven (7) Hilltop Addition, on Job No. 223, 207 and~242 in the amounts of $406.30, $34.36 and $37.84 have been paid in f~ll; BE IT THEREFORE RESOLVED that the County Auditor be and he is hereby authorized and directed to strike from the assessment rolls the aforesaid assessments. Resolution offered by Hosch seconded by Holm, The City Council of the City of Columbia Heights hereby resolves that, WHEREAS, Special Assessments for East 150 ft. of Lot 2, Block 12, Walton's Sunny Acres Third, on Job No.204, in the amount of $206.58 have been paid in full; BE IT THEREFORE RESOLVED that the County Auditor be and he is hereby authorized and directed to strike from the Assesa~ent rolls the aforesaid assessments. Resolution offered by Holm seconded by Deeble, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the City Treasurer be and she is hereby instructed to transfer from the Liquor Fund as follows: · $917.02 to the Police & Court Fund 2,119.33 to the Fire Fund 6,030~47 to the Street" 721.37 to the Park ~ 295.94 to the Library Fund aucl that there are sufficient moneys in said Libor Fund to make such transfer. Roll Call - All Ayes. A Fetition for Water Maiu on Monroe Street, between 44th and h5tH was received. Mp~ion by Holm seconded by Deeble~ that this Petition be turned over to the City Manager. Roll Call - All Ayes. The Engineer reported that ~ me work had been 'done on the Alley to eliminate the drainage problem at 39th and Tyler, and that a~ditiomal work would be done in the spring.
