This sp$cial meeting was called by the City Manager for the purpose of taking up
the matter of the water main ~n Reserveir Blvd. from 42nd to 43rd, as an opinion
had been received from the Attorney General. '
Motion by Hosch seconded by Knutson, that the matter of the installation of a water
main on Reservoir Blvde 42nd to 43rd be reconsidered. Roll Call - Ail Ayes.
Motion by Holm Eeconde~ by Knutson, that the bid of Lametti & Sons in the ~mount
of $3,8.82.42 be accepted, for a water main on Reservoir Blvd. from 42nd to 43rd.

Minutes of the last regular meeting and the special meeting~of May 6 were read and
approved with the following correction: 5,000 feet more or less of rolled curb and
gutter to be installed, not in any particul~ area.

Resqlution offered by Deeble, sec~onded by Hosch WHEREAS, the Commissioher 'of Highways,
of the State of NinnesQta has now determined to deBignate and mak~ permanent the location
of Trunk Highway No. 65 formerly designated as Trunk High~ay No. 5, through the City of
Col~mbia Heights as .shown upon the plans which are~ presented herewith and made a part
hereof, and WHEREAS, Said Commissioner of Highway~ is desirous of constructing, recon-
structing and improving said Trunk Highway through~ said City and' has prepared plans
for maid c~astruction, reconstruction and improven~ent, a copy of which said plans are
presented herewith and m~de a part of this resolut~lon; and ~2EAS, the construction,
reconstruction and improvement of said Trunk H~EhW~V requires a change in the grade of
the ~treets in said City along and upon which said' Trunk Highway passes, said bhange of
grade being designated ~aud shown on said plans, an~ WHEREAS~, it is to the best interests
of said City tha~ said Trunk Highway be constructed, reconstructed and improved through
said City in accordance v~th said plans and the standard Minnesota Highway Specifi-
cations and upon the grade designated therein, anti'WHEREAS, ~aid project and said plans
in ~order to participate in federal Cunds, require the approval of the Federal Bureau of
Public Roads, and %~tE~,The Federal Bureau of Public Roads requires as a condition
precedent to such approval, the assurance and covenant that the City of Columbia
Heights w~!l not license or permit hereafter, any encroachment of any nature, including
curb gas pumps or gas stations or billboards or other structures of any kind whatso-
eve=, on the right of way of said TrUnk Highway No; 65 within the corporate limits of
said City of Columbia Heights as shown upon t~ plans hereto attached, amd WHEREAS,
In the furtherance of the public well being and safety it~is desirable and necessary
to eliminate traffic hazards by eliminating any encroachments whatsoever including
gas pumps or gas stations or billboards or other structures of~any kind whatsoever,
now~or hereafter existing in or .upon the said Trunk Highway right of way, and
WHEREAS, Said Commissioner of Highways desires, inthe interest of public safety,
that all parking of vehicles on said Trunk Highway~he ~arallel with the curb and at
least 20 feet from a~y wwr crosswalk at all public~ streets intersecting said Trunk
Highway within the corporate limits of said City, and ~E~AS, It is to the best in-
terests of said City that .all parking of vehicles be parallel to be curb;
NOW, THEREFORE, BE IT RESOLVED/ That said plans and specificationsfor the construc-
tion, reconstruction and improvement of said Trunk'Highway through said City, be
and .the same hereby are approved, and said City hereby consents to the change in
grade of the streets along which said Trunk Highway passes, as sho~ in said plans~

BE IT FURTHER RECOLd, That Said City ~does hereb2-agree and covenant that it will m
never permit or suffer, ~within its cc~porate limits, any encroachment~ of any kind
wha%soever, including curb gas pumps and gas stations, billboards or other structures of
auy-kind ~natsoever, upon~the rightx of way of Trunk Highway~ No.~ 6~ as shown on said
plains and that to the above end said City hereby agrees that it will never issue any
license, permit, or~ gz-ant, or give any lea~ or liberty or any other consent of what-
eve~ form for the construction °~ maint~ance of any encroahment whatsoe~r, including
cur~ gas pumps a~d gas stations, billboards or other structures of any kind whatso-
ever, upon said right of way; and that said City will cooperate insofar as possible to
eliminate existing encroachments constituting traffic hazards and will further take any
necessary action to eliminate any encroachment that may hereafter exist on sa~id ~Trunk
Highway right of way, and ~
BE IT FUR~q~{ RESOLVED, That said City does hereby agree to require the' parking of all
vehicles on said Trunk Nighway to be p ~arallel wit~ the curb and at least 20 feet from
any- crosswalks on all public streets intersecting ~said Trunk H~ghway within the corporate

for~ cut back asphalt be accepted. Roll call, all ayes.

for bids for 5,000 lineal feet more or less of concrete sideval~. Roll call, all ayes.
A letter was received from Oscar Christophers0n, secretary of the Recreation Commis-
sion in regard to the e~iration of the terms of office of the present members of
the Recreation Committee, as follows:

a special meeting with the Village of Fridley. Roll call, allayes.
Motion by Holm, seconded by Hosch, that the City ~auager be authorized to oroceed
with ~he purchase of a Liability insurance policy for the liquor store in the amount
of 50/100 ~. Roll ca/l, all ayes.
A request was received from Darold Haglund in regard to opening Johnson Street
North to 40th Avenue. No action was taken and the matter was referred to ~ the
City Manager.
Motion by Deeble, seconded by Holm., authorizing the refund of the $10 electrical
license fee paid by Deniel Geisler, Faribault. Roll call, all ayes~
Resolution offered by Hosch, seconded by Deeble, the City Council of the City of
Columbia Heights hereby resolves that ~, Special Assessments for Lots 26 and
27, Block 56 Columbia Heights Amnex on Job No. 245 in the amount of $281.52 have
been paid in full; BE IT THEREFORE RESOLVED that the County Auditor be and he is
hereby authorized and di_~cted to strik~ fmom the assessment rolls the aforesaid

Discussion took place concerning the various codes under ~hich the Inspectors
operate. The City Nanager offered to purchase from the City of Minneapolis some
copies of their codes for our future consideration.
