Meeting called to order at 8 P;M.
All members present.
Minutes of the last regular meeting were read and approved.
Motion by Deeble seconded by Hob, that the following bill's be paid out of their

A Hearing was held on a Sanitary Sewer on Hayes Street from 4Oth to 41st Avenue.
Motion by Holm seconded by Deeble, that the City Manager be authorized to advertise for
bids on this Sewer. Roll Call -~ll Ayes.
A Hearing was held on a Storm Sewer for t_he Area from 43rd to 44th, Wcshington to
Jackson Pond.
Motion by Hosch seconded by Holm, authorizing the City Manager to advertise for bids
for this Storm Sewer, upon condition of obtaining the ~cessa~y easements.

Motion by Holm seconded by Hosch, that we purchase a hew police car from the Minar
. Moto~ Co, at $1,550.00, with 160 H.P. Interceptor Motor, 50 Amp Generator and
Fordomatic.
Mayor Stopka relinguished the Chair and offered an Amendment to this Motion,
that we folldw the Police Chief,s recommendation and purchase a Police Car
with 160 H.P. Interceptor Motor, 50 Amp. C~nerator and standard transmission.
Motion by Deeble seconded byStopka, that we reject all bids and that we re-
advertise for a Police Car. Roll Call - Hob, Hosch, Knutson -No~
Stopka and Deeble - Yea.
~The Amen~ut offered by Stopka lost for the lack of a second.
Yayor Stopka 'declined to call for a vote on the origLual motion, as ~there was a
doubt in his mind if this was according to the Charter.
Motion by Holm seconded by Hosch, appealing the decision of the Chair. Roll Call -
Deeble and Stopka - No. Holm, Hosch and Knutson - Yes.
The Mayor announced a recess of 10 minutes at this time.
The City Attorney read Section 56 and 57 from the City Charter and gave his opinion ,
that the City Council is within their rights to spend the extra money for an automatic
shift.

Preamble to Ordinance No.321 offered by Hosch seconded by Knutson,
WHEREAS: The City Council of the City of Columbia Heights proclaims an emergency
exists ~regarding disposal of garbage and refuse in the City of 0olumbi4 Heights; and,
WHEREAS: the provision of public pease, safety, hes~ th, welfare and convenience,
requires immediate ~remedy; and,
~qEEE~S~: a further delay of more than thirty d~s w~ould greatly ~h~nper and Jeopardize
public ~health, safety and convenience in the city; ~
THIS CO~UNCIL HEREBY, and under this preamble declares that an emergency exists for
the im~e~ diate preservation of public ~ace and safe~y, and that in order to promptly
meet su~ch emergency, it is necessary to pass Ordin~ce No.321 as an Emergency Ordinance.

City Co~uncil of the .City of Columbia He~ights, that ~a License Fee of $~0.00 per' year
be set for Garbage and Rubbish collectors, and a License Fee of $5.00 per year be
set foe Rubbish Collectors. Roll Call - Ail Ayes.

air raid warning system for Columbia Heights~ Roll Call - All Ayes.
Motion by Holm seconded by Deeble, that the letter received from the Col~mbia
Heights State Bank dated March 19th, be place~ o~n file. Roll ~Cali - Ail ~Ayes.
Motion by Holm seconded by Enutson, that the letter received from the Minder Engineering
Company, dated March 20th, be placed on file. Roll Call - Ail Ayes.
Noti$n by Knutson seconded by Hosch, that ~he letter received from GeraId W. Sandstrcm,
3975 Reservoir Blvd. on March 23rd, be turned over to the City Engineer. Roll

Resolution offered by Deeble seconded by Enutson, BE IT HEEEBY RESOLVED by the
City Council of the City of Columbia Heights, that the Mayor and City Manager be
authorized to execute an Easement Agreement ~ith Minneapolis, on east side of
Reservoir Blvd. between 42nd and 43rd Avenues. Roll Call - Ail Ayes.
Motion by Hosch seconded by Holm, that the City Manager be aathorized to advertise
-for~ bids for .a water main on East side of Reservoir Blvd.frce~ 42nd to 43~d Avenue.

Mr. Newcomb and Mr. Olson were present and made objections to this water main
being installed.
A letter was received from Ali Sundberg, Plumbing Inspector, and Ray Ernest
City Manager, stating ~hy they would not approve the License Application of
Frank P~ Surma.
Motion by~Deeble seconded by Hosch, that the License Fee of $50.00 be refunded
to Frank P. ~rma. Roll Call - All Ayes.
Motion by Deeble seconded by Knutson, that the On and Off Sale end Restaurant
License of Harry Nold, 547 - 40th Avenue, be cancelled. Roll Call - All Ayes.
Motion by Deeble seconded by Holm, that an On and Off Sale snd Restaurant
License-~be· granted to Eugene J. Hakanson, 547 - 40th AvenueN.E. Roll Call - All Ayes.
