Motion by Holm that the Police Department be~instructed to revert back to
the time schedule in effect prior to December 1st, 1953. Motien seconded
by Kndtson. Roll Call - Deeble, Holm, Kn~tson,Hosch - Yes, Stopka, No.

Motion by Holm seconded by ~Deeble, that the City Manager and City Attorney be authorized
to negotiate a contract with the Twin City Disposal Service on a voluntary basis until ,
th~ first of the year. Roll Call - All Ayes.
Resolution offered by Deeble seconded by Hosch, The City Council of the City of
Columbia Heights hereby resolves that, WHEREAS, Special Assessments for East ½
of Eot Eight (8), Block One (1) Columbia Heights Acres, on Job No.203,231 and 2~
in' the amount of $335.65, $164.22 and $139.74 have been paid in full;
BE IT THEREFORE RESOLVED that the County Auditor be and he is hereby authorized
and direct&d to strike from the assessment rolls the aforesaid assessments.

Resolution offered by Knutson, seconded by Holm, The City Council of the City of
Columbia Heights hereby resolves that, WHEREAS, Special Assessments for Lot
Thirty-Three (33), Block Five (5) Walton, s 1st Subdivision of Reservoir Hills, on
Job No.238 in the amount of $10.00 have been paid in full;
BE IT THEHEFORE RESOLVED that the County Auditor be and he is hereby Authorized
and directed to strike from the assessment rolls the afsresaid assessments.

Motion by Holm seconded by Knutson, granting permission to the Columbia Heights
Activities Committee to hold their 1954 Jamboree on June 18,19,20 in the Columbia
Heights Park ~rounds. Roll Call - All Ayes.
Resolution offered by Deeble seconded by Hosch, BE IT HEHEBY RESOLVED by the City
Council of the City of Columbia Heights, that the wage scale for the operator
of the new End Loader be set at $2.15 per hour. Roll Call - Ail Ayes.
The Police situation was discussed and Police Chief Cottrell was present and gave
his views.
Motion by Deeble seconded by Stopka, that the prepared written statement by Walter
Csttrell at the February 9th meeting be placed in the minutes. Roll Call - Holm
and Knutson - No. Hosch, Deeble and Stopka - Yes.
THE HONORABIE M~YOR AND COUNCIL Ladies and Gentlemen:
"I trust all present are acquainted with the mechanics of operation
of the Police Department in the City of Columbia Heights. I call your
attention to Chapter 2, Section 10 of the City Charter, ~hich provides
that the Mayor has control and direction of the Police Department, limited
by Civil Service as to appointments.
The funds necessary for the operation of the Department are set
by a budget by the City Council, usually after a ren3~est for funds is made
by the person in charge of the Department.
In m~ budget request to the Council at the 1954 Budget Meeting
in October, 1953, I asked for funds for an additional man and for the purchase
of a new squad car and rec~ended that the squad car now in service be ~ept
fully equipped for Department use. This request was made so that we could
provide a more substantial police service to the Community.
However the Council has apparently felt that these funds could not be
provided and yet to properly and safely police this community, w~ mould
have two men in a squad car at ~all times~. This is ~ndorsed by eminent police
authorities as well as myself. The Council recognizes tDAs and ~ave gone~ on
record commending the Police Department,~ the P~lice Officers and myself for do
a good Job of Policing w~th a short crew and limited equipment.
May I read you their statement as published in the Columbia Heights
Record February 4th issue. (quote)
Yes, ~en~lemen we have been very fortunate working ~ainst these
odds, however, we all know that odds have a habit of scseday catching up
with us and when they do unpleasant things happen. When this time comes
I trust you gentlemen have the answers to the questions that will be asked.
Preventive policing~ such as I have tried to program and which
you have so generously endorced in the Record as a factor in keeping crime in-
cidence in our City to a m~nimum, is the end result of my efforts in behalf of the
Community in the discharge of my sworn duty. Under the direction of the Mayor
I will at all times endeavor to make the best use of the tools you provide.
Whatever your future decision I am' confident you will have the support of
'informed citizens who have the best interests of our City at heart.,
Mayor Stopka relinquished the chair and made the following Resolution:
Resolution offered by Stopka, that the Police Commission be authorized to hire a~other
Patrolman. This Resolution lost for the lack of a second.
