That this Council hereby finds and determines th&t each of the lots and parcels o£ land enumerated in said asses~nent rolls ~as and is especially benefitted b~ such i~.provement in an amoz~mt not less thaaz, the amount set opposite the description of each such lot or parcel o£ land respectively in said assessment rolls in the column headed "Amo~mt o£ Proposed Assessment." And this Council furhter £inds and determines that the proper proportion of the ¢sst of such improvement to be especially- assessed against such lot or parcel of land is the amount set opposite the description of ,each such lot or parcel o£ land respectively in said assessment rolls in said co!u~m headed "Amount of Proposed Assessment.''~ Section III.
