Roll Call - ~ Ayes. ~ First4reading of Ordinance No.3i2, Being an Ordinance amending Ordinance No.17!,~ Being~an Ordinance f~r the purpose of promoting health, safety, order,convenience and g&neral welfare, by regulating the Use of land, the location and the use of buildings and the a~rangement of bUilding lots, and the density of population in the City of Columbia Hei~ht~. Moti0h by Holm seconded by Lange, authorizing the City Manager to advertise for bids ~or a retaining ~ at the City Lift Station. Roll Call - Ail Ayes. Motion by Deeble seconded by Spekulant, that the matter of the Police holida~ pay be laid on the table. Roll Call - ~1! Ayes. Mayor Stopka at this time commended Andrew Spekulant for his twelve years service on the City Coxu~cil and presen~ted D~m with a gift from th~ City Co~ucil, C~by Attorney, ~ City Manager, ~ud City Engineer. Andrew Spek~nt received a combination Cigarette case and lighter and thanked eve ryone. Leonar$ Lange thanked everyone for their cooperation in the past. Mayor Stopka announced a 5 ~inute recess at this time. OFFICIAL PROClaimS Reg~lar Meeting July 13, 1953 Meeting of the new Council called to order at 9:20 P.M. Roll Call - Holm, 'Hosch, Deeble,~ Knutson and Stopka. The Mayor asked that one of the senior council members be designated as Mayor pro tern, in case of his absence. Notion by Euuthon~secSnde~y Hosch, that James Deeble be appointed Mayor pro tem~ Roll Call - All Ayes. Resolution offered by Holm seconded by Deeble, The City Council of the City of Columbia Heights does ~hereby resolve, that regular meetings of the City Council sha~l be held on the 2nd and hth Tuesdays of each month at 8 P.~. Should said days fall on a legaIly designated holiday, then such meeting shall be held at the same hour on the day following such holiday. Roll call - All Ayes. Motion by D~eble seconded by Holm, that the Council meeting of July 14th, 1953 be cancel! cancelled. Roll Call - Ail A~es. Motion by Holm seconded by Hosch, that ~Irs. Eva Pritchard be appointed as Secretary to the Council. Roll c all - All Ayes. The Mayor brought up the ~atter of the appointments pending on the Police Commission. Motion by Deeble seconded by Knutson, confirming the Mayors appointEent to the Police Commission of Elsie Wermerskirehen and John Lang. Roll Call - AI~ Ayes. Motion by Knutson seccnded by Hosch, that a Special Meeting be set for Tuesday J~zly 21st at 7:30 P.M. to consider the street program for this year. Roll Call - All Ayes. Mr. Ondick, Union Representative was present and asked for a meeting with the City Council ~egarding the Arbitration Board's report on v~ge Lncrease for city employes. ~{otion by Deeble seconded by Holm, that a Special Meeting be set for August 4th, at 7t30 P.M. mi~h Mr. Ondick and at 8:30 P.M. for the Hilltop problems. Roll Call - All A~s. The M~yor ~iscussed with the City Attorney several item~ on ~ich they have been in disagreement on. No action was taken. July 21, 1953 Hob, H~ch, j~nutson T~e p~rposeof this meeting is to consider the street problem, with the exception of one item of bus~ess that was turned over to the City Engineer at the last regular meeting regarding a requeat for~ a private water connection from 44th and Benjamin to 4400 Stinson by W.L. Meacham. Motion by Hob seconded by Knutson~, that this permit be grante~d upon payment of the proper fee ~ the necessary easement obtained. Roll Csll - All Ayes. The street program was discussed and the city engineer was asked for a tabulation of streets where a perm~anent mat ~ould be Eore advisable than the present method o~ oi!in~e~ch year for a five ye~ period.~
