OPening of bids for a new Police Car.
One bid was received from Bob Knowles Ford Co. for $1,799.00, allowing $650.00
on the 1952 car and $450.00 on the ~1951 car.
Motion by Holm seconded by Deeble, that this bid for a Police car be rejected.

Second reading of Ordinance No.317. Being an Ordinance ~mending Ordinance No.316
being an Ordinance creating ~ Library Board of the City of Columbia Heights.

Second reading 'of Ordinance No.318. Being an Ordinance am~d~ Ordinance No.171,
being an ordinance fzr the purpose of promoting health, safety, order, convenience and
general welfare, by regulating the use of land, the location and the use of buildings
and the arrangement of building lots, and the density of population in the City of
Columbia Heights.

Second reading of Ordinance No.319. Being an ~Ordinance ~m~ndihg Ordiuance No.171,
being an ordinance for the purpose of promoting health, safety, order, convenience
and general ~lfare, by'regulating the use of land, the location and the use of build-
ings and the arrangement of building lots, and the density of population in the city
of $olumbia Heights.

Resolution o£fered by Mosch seconded by Deeble, THE CITY COD~CIL OF THE CITY OF
COLUMBIA HEIGHTS HEREBY' RESOLVES that the Fideldty State Bank be hereby designated
as a depository for moneys of the City of Columbia Heights for a period of one year
beginning the 1st day of january, 1954, and the Treasurer of this City is hereby
directed to deposit moneys of this City ih said bank and the Fidelity State Bank
is hereby authorized and directed to honor and pay any checks or orders,~ when
signed by the City Treasurer, for the withdrawal or transfer of funds on deposit
in said Bank in whatever form.
BE 1T FURTHER RESOLVED That in case such deposits shall at any time exceed Ten
Thousand ($10,000.00) Dollars, said depository shall immediately furnish bond or
securities in lieu of bond according to law~ and the Eederal Reserve Bank is hereby
designated as a place for the safe-keeping of~ all securities furnished in lieu of
such bond. Roll Call - All Ayes.

HEIGHTS EEEEBY RESOLVES that the First National Bank of Minne~olis be hereby desig-
nated as a depository for moneys of the City of Columbia Heights for a period of one
year beginning the 1st day of January, 1954~ and the Treasurer of this City is hereby
directed to deposit moneys ~f thi~ City in said Bauk and the First National Bank of
Minneapolis is hereby authorized and directed~ to honor and pay any checks or orders, when
signed by the City Treasurer, for the withdrawal or transfer of funds on deposit in
said Bank in ~batever form.

year beginning the 1st day of January, 1954, and the Treasurer of this City is hereby d~ec

Bank is hereby authorized and directed to honor and pay any checks or orders, when

Motion by Hosch seconded by Deeble, that the V~F.W. Ladies Auxiliary #230, be granted
a permit to play Bingo at the Field House for 1954. Roll Call - Ail Ayes.
A Hearing was held on a 'Water Main on Reservoir Blvd., 42nd to 43rd Avenues.
Victor J. Larson, Attorney for Carl Olson made objections to this water main g&ing in.
Objections were also received from Mr. Newcomb.
Erwin Peterson, attorney for Mike Chies, asked that the petition for this water main
be approved. Estimated cost $642.00 per lot.
Motion by Hosch seconded by Knutson, that this matter be laid on the table.

The possibility of this water main being put in the alley was discussed.
The City Manager was requested to mak~ a survey of the area and find out
~hether easements ban be obtained ~d report back at the next meeting.

sum of $369.85. Roll Call - Ail Ayes.

Resolution offered by Deeble seconded by Holm, BE IT HEEEBY RESOLVED by the City
Council of the City of Columbia Heights that the City Trea~surer be and she is
hereby instructed to transfer fro~ the' liquor Fund as follows~:
$405.76 to the Fire~ Fund
180.20 to the Library Fund
and that there are sufficient moneys in said Liquor Fund to make such transfer.
