Motioh by Deeble seconded by Spek~lant that tthese bids be turned over to the City
Manager for tabulation. Roll Call - All Ayes.
Bids ~re received from Tessem Construction Co. and Victor Carlson & Sons,Inc,
for Alley paving and sidewalks.
Motioh by Deeble seconded by Lange, that these bids b~ turned over to the city
manager for tabulation. This motion was withdrawn.
Motioh by Deeble seconded by Lange, tRat Tessem ConstPuction Co. be awarded the
Sidewalk paving and Alley Paving. ~Roll Call - Ali Ayes.
It wa~ agreed that Columbia Heights ~ould furnish men~ equipment and material for
their~ share of the upkeep of 37th Avenue and this ma~ter was turned over to the
City ~anager.
ResolUtion offered by D~eble seconded by Spekulant, WHEREAS, Lots Fifty-four to
Fifty~-nine (54-59)~ inclusive, Block Five (~$, Reservoi~ HiLTs, Columbia Heights,
Anoka~ County, Minnesota are forfeited to the State of Minnesota, for nonpayment
of taXes, and
WHEREAS, the City Council of the C~mty of Columbia HeiEhts deems it necessary and
expedient to acquire said lots for drainage and park ~nd playground purposes, ~
BE IT THEREFORE RESOLVED, that the City Manager os hereby instructed to take
such ~easures as a~e necessary to acquire said Lots Fifty-four to Fift~-nine
(54-59) inclusive. Roll Call - All Ayes.

NOW TH~REFOEE, Be it resolved by the City Council of the City of Columbia Heights:
That John P. Stopka be and he hereby is dec!a~ed to be elected Mayor of the
City of Columbia Heights for a period of tvo years commencing on the first Monday
after the first Tuesday of July 1953.
That Larry Hosch and Cliff Knutson be and they hereby are declared to be
elected Councilmen for a period of four years commencing the first Monday after
the first Tuesday of July 1953. Roll Call - Ail Ayes.
The Secretary presented an affidavit showing publication ~n the official newspaper
on May 28,1953, of ~oposed Ordinance No.311, entitled "An Ordinance Providing for
the issuance of $200,000 of Bonds for Creating and Maintaining the Cit~,s Permanent
Improvement Revolving Fund,, which was examined, approved and ordered f~led.
The Secretary further reported said proposed ordinance had remained on file in
her office for more than one week prior to this meeting.
On Motion made, seconded and carried, said ordinance was then placed upon its
second reading, ~nd was fully and distinctly read.
Councilman Spekulaut moved the final passage and adoption of said ordinance,
which motion was seconded by Councilman Holm, and on vote being taken thereon
the following councilmen voted Aye: Holm, Langem Deeble~, Spekulant and Stopka,
and the following voted No: None. Whereupon said ordinance was declared duly
passed and ad~pted, and was approved and signed by the Mayor, and attested by the
Secretary.
Resolution offered by Deeble seconded by Spekulant, BE IT HEREBY ~RESOLVED by the
City Council of the City of Columbia Heights, that the wages paid the Distributor
OPerator be set at $1.99 per hour . Roll Call - Ail Ayesj
Resolution offered by Deeble seconded by Spekulant, BE IT HEHEBY ~ESOLVED by the
City Council of the City of Columbia Heights, that the wages for Police Vacation
Substitute be set at $1.92½ ~per hour. Roll Call -~All Ayes.
The mater of a~ incr~ease in the Dog Catchers salary ~was discussed and the City
Manager ~was aske~d to contact b~ to see if the present contract could continue
until b~dget time.

Doctor f~or accepted applicants for new men on the Fire Department. Roll Call -

Motion by Deeble seconded by Lange, that the On and Off-Sale beer License application
of Wm. James Adams, 547 - 40th Ave. N.E. be turned over to the Police Department for
a check up and a report brought back to the June 23rd meeting. Roll Call - All Ayes.
Motion by Deeb!e seconded by Holm, authorizing the City Nanager to advertise the
fact that the Council Us considering making an appointment of a woman to the
Recreation Board and any interested parties can make their int~ations known to
the City Manager. Roll Gall - Ail Ayes.
Motion by Deeble seconded by Lange, that ~anci~an Holm be appointed to the
Recreation Board. Roll Call - All Ayes. ~

A Hearing was held regarding the op~ning of an a~ey in Block 71, or Edgemore Street.
A Petition was received opposing this action and several signers were present and
expressed their views.
