Minutes of the last regular meeting were read and approved with the exception of
the following ~ich should have been ~nthe m~nutes ~f February 24th:
The Mayor asked the City Attorney to get the State Attorney General's opRnion on
the following matters:
Can the City spend more than $500.O0 on any single project without first advertising
for bids?
C~u the City Council appoint to the Police Commission a person who is on the City
Council?
Can the Mayor be held personally liable for withholding payment of a city check
when there is a question in the Ma~or's mind as to whether the 9ayment is legal?
Is it legal for the City attorney to represent the City ~ its'~,negotiations ~th
a firmwhich is in competition with a firm in which the City Attorney has an interest?
Motion by Holm seconded by Deeble, that the following bills be paid out of their

Motion by Spekulant seconded by Hob, that these bids be turned over to the City
Manager for tabulation. Roll Call -Al!Ayes.
Bids were received from the following firms on Asphalt: Bu~/ & Carlson

Jay W. Craig Co.
Motion by Deeble seconded by Spekulant, that the bids on Asphalt be turned over
to the City Manager for tabulation. Roll Call - All Ayes.
Motion by Deeb!e.s~ccnded by Holm, that the Resolution regarding the Easement
request by Cargill Inc., be turned over to the Chief of Police to study the
safety angle and report brought back to the next meeting. Roll Call - ~]l Ayes.
Motion by Spekulant seconded by Holm, that the letter received from the Twin City
Rapid Transit Co. dated March 16th, regarding the extension of bus service in
Columbia Heights, be placed on file. Roll Call - All Ayes.

is hereby instructed to transfer from the Liquor Fund as follows

and that there are sufficient moneys in said Liquor Fund to make such transfers.

Motion by Deeble seconded~by Holm, that the letter received from Louis J. Adams,
2120 - 43rd Ave. N.E~ regarding a drainage problem, be turned over to the City
Engineer and report brought back to the next meeting. Roll Call - All Ayes.
The City Attorney agreed to get the~opi~ions from the Attorney General,as~f~eby t~ayor
N~yor presents the qumstions in writing, and submit th~m by th~ next meeting.
The City Manager was asked to ~rrange a Public Meeting ~with the 'Minneapolis Gas Co.
regarding the gas~rates in ColLumbia Heights.
The matter of assessments on Central Avenue was brough~ up and 'the 'City P!anager
will present a report at the next meeting.
The City M~nager~was asked to look up all Petitions on ~file and as far as possible
an approximate cost prezented at the next meeting.
