Mr. Nordin~ was present a~d inviSed the City Council to Breakfast at the Candlelight
Cafe on Thursday morning at 5:30 A.M. and asked if the city would furnish a truck
and loader as the business men were go_~nE to clean the street on Contra! Avenue
from 40th to 41st. The Council members promised to help and also that a truck
and loader ~would be furnished by the 'city.
Motion by Holm seconded by Lange, that the City Council accept the plans submitted
by Mr~ Wilkinson in Hilltop #2, subject to the acceptance of F.H.A. and that Mr.
Wilkinson be notified after we have the acceptance of F.H.A. that he is authorized
to advertise for bids. Roll Call - Ail Ayes.

Special Meeting May .6, 1952
Meeting called to order at 7 P.S. A!1 members p. resent.
The purpose of this special meeting is to accept the resignation of the City
Manager and consider ~is successor. M ~ayor Stopka~ read the following letter
received from Mr. Trafton:
.4. "It appearing to the best interest of all parties concerned, I hereby
~ request to be forthwith relieved of any and all further duties or
responsibilities as City Manager o~f the City of Columbia ~eights,
conditioned upon my receiving vacation and severance pay to June 15,
1952, the same to be paid with the current pay period."
Motion by Lauge seconded by Holm, to accept the resignation of Leroy Trafton
a~ City Manager as per his letter. Roll Call - Ail Ayes.
Resolution offered by Lange seconded by Deeble, BE IT RESOLVED by the City Council
of the .City ~£ Col~mnbia Heights that the City Manager's salary be set at $7800.00
per year plus $600.00 per year' car allowance, effective June 15, 1952.
The Mayor announced he would not ask for a roll call of this Resolution.
Motion by LaRge seconded by Deeble, appealing the decision of the Chair not to
call for a vote on the Resolution setting the ~ay of the~ City Manager. Roll

Roll Call pn Resolution setting the salary of the City Manager - Holm, Lange,
Deeble, Spekula~t .- Yes. Stopka - No.
Motion by Deeble seconded by Holm, that we hire George Mathews as City Manager of
Columbia Heights, effective May 7, 1952, with salary starting June 15, 1952.
Roll Call - Holm, Lange, Deeble, Spekulant - Yes. Stopka - No.
A large audience was in attendance and several voiced their opinion opposing
the hiring of a new City Manager at this time. Mayor Stopka stated he was
meiSh~r for or against Mr. Matthews and that he would like to screen several
applicants before deciding on a new City Manager. Mr. Matthews was present
and addressed the audience, giving a very interesting accoun~ of his past
experience.
Motion by Holm seconded by Lenge to adjourn.

Meeting called to order at 8:10 P.M.
Ail members present.
Minutes of the last regular and special meetings were read and approved.
Bids were received from the following on Curb & Gutters:
Crown Sidewalk Co.
Victor Carlson & Sons,
Tessem Contracting Co.
Bid for Bituminous Material from J.W. Craig Co.
Bid for Seal Coating from J.W. Craig Co.
Motion by Deeble seconded by Lange to turn these bids over to the City Manager
for tabulation. Roll Call - Ail Ayes.
Mr. Wise informed the City Councilrthat six bids were received on the Water Main
Extension, but only 'the three lowest bids were anal~d which were from the
following firms:
Richard M. Ferron
DeGraff-Wolff
Lsmetti & Sons
Motion by Lange seconded by Holm, awarding the bid on the Water Main Extension to
Ribhard N. Ferron as the bid was submitted by them. Roll Call - Ail Ayes.
Letters were received from Local 664 requesting increase in pay of 285 per hour
for Stree~t, Water and Park' Department employes, also $2.22 per hour for the
operator of the Street Roller ~ for eight tons or more and $2e00 per hour
for less than eight tons. Also Mr, Otto Dunemann is the new Stewar~ .
Motion by Bpekulant seconded by Lange, to table the letters from Local 664
regardi~ pay increas~es for the city e~ployes.
