Mr. Roy Bentzen, as a representative of the Cc~m,m~ty Council presented a proposed
Or~!n.ance for the youth recreation, whereby a Board would be set up consisting of one
representative from the Park Board, one from the School Board, one from the City
Council and two at large. Several people gave their views regarding the Youth
Center and Youth Recreation in the Heights.
Motion by Holm seconded by Deeble, that the City Council appoint one of its members
and two at large (one man and one ~man) to serve on this committee. Roll Call -
All Ayes.
~otion by Lange seconded by Deeble, that Mrs. Milton Perry and George Earton~k and
Councilman Holm be appointed on the Committee to study the setting up of this Ordinance.

A re~l~].ar meeting of the City Council of the City of Columbia Heizhts, Minnesota~
held in accordance with the law, was called to order by M~yor Stop-ka on October
1952 at 8 o'clock P.M., at the Council Chamber in the City Hall of said City.
The follow~_~8 members, constitut~g a legal quorum, were present:
Leonard Holm, Leonard Lange, James Deeble, Andrew Spekulaut and John Stopka.
· . Councilman Deeble introduced the following resolution and moved
its adoption, "Resolved that the bid and offer of Northern States Power Company
to furnish alternating current at approximately 230 volts Delta connection for the
operation of pumping equipment at the City's pumping station as now located, for
a period of five (5) years commencing on November 1, 1952, all as per specifica-
tions now on file im the office of the City Clsrk, be and the same is hereby accepted;"
"AND, BE IT FURTHER RESOLVED, that all rabes, terms, and conditions
cont~i~ed in the form of contract made a part of said bid and offer be and the
same A~e likewise accepted and ~pproved, and the Mayor and City Manager are
ke~eby authorized and directed to e~ecute the aforesaid contract for and in the
name of the City of Columbia Heights and to a~fix the corporate seal thereof to
s~id instrument."
Resolution seconded by Councilman Lange. Roll C~13 - Ail Ayes.
Motion. by L~nge seconded by Holm, that the bid of B.F. Goodrich Co. be accepted
for Fire Hose, which was recommended by the Fire Department.. Roll Csll - All Ayes.
Motion by Deeble seconded by Lange, to place the letter received from the State
Highwa~ Department dated October 21st, on the table.. Roll Call - Ail Ayes.
Motio$ by Lange seconded by Holm, that the request of 4528 Monroe Street to
conuect to our sewer be laid o~ the table. Roll Call - All Ayes.
Motion by Holm seconded by Deeble, that the request from 450? Tyler Street
to connect, to our water be granted upon ps,merit of the proper fee. Roll
Call - Ail Ayes.
~otion by Holm seconded by Lange, that the request of the Industrial Spr~
Paint Co. 4300 Main Street for Fire protection from Columbia Heights be tabled.
Motion by Spekulant seconded by Lange, that a Heating License be granted to the
Holm Plbg. Co. Roll Call-'L_a~nge, Deeble~ Spek~lant, Stopka- Yea.
Holm not voting.
Motian by Deeble seconded by Lange, that the following Heating Licenses be granted:

the City Treasurer be and she is hereby instructe~ to transfer from the Liquor
Fund as follows:
$996.96 to the Administration Fund
~ 2750.53 to the 'Police & Court
· 3994.81 to the Fire Dept.
5498.54 to the Street
532.26 to the Sewer
and that there are sufficient moneys in said Liquo~r Fund to make such Transfers.

Columbia Heights hereby resolves that~ WHER~, Special Assessments for Lot Thirty-
six (36) Block Sixty-three (63) Columbia Heights Annex on Job~ No.170 and 232 in the
amounts of $42.41 and $19.20 have been paid in full;
BE iE THE~E~OP~ EF~SOLVED that the County Auditor be and he is hereby authorized and
diT~ cted to syrike from the assessment rolla the aforesaid assessments. Roll Call -

Co~uncilman Holm ~tated the Committee that was set up to study the proposed Ordinance
for Youth recreation had met with a Professor at ~the University and he made recommend-
at$ons for the procedure of se.tting up au Ordinance of this kind. This Committee was
~making arrangeme.nts to meet with the School Board, Park Board and City Council.
