Motion by Spekulant seconded by Lange, that these bills be paid out of their proper
funds. Roll Call - Ail Ayes.
Motion by Spekulant seconded by Holm, that the bid on the Ice Cube Maker be turned over
to the City Manager for tabulation. Roll Call - Ail Ayes.
Motion by Deeble seconded by Lange, authorizing the City Manager to advertise for bids
on Electric Power. Roll Call - Ail Ayes.
_Motion by Deeble seconded by Lange, to turn the claim from J.W. Johnson, Fort Worth,
Texas, over to the City Manager. Roll Call - Ail Ayes.
Motion by Holm seconded by Lange, that the claim of Julia Hemak, be turned over to the City
Manager. Roll Call - Ail Ayes.
Motion by Deeble weconded by Lange, authorizihg payment of expenses for City officials
to attend the Regional Meeting of the League of Minnesota Municipalities at Hopkins
October 9th in the Red Owl Auditorium. Roll Call - Ail Ayes.
Resolution offered by Deeble seconded by Spekulant, ~HEREAS, existing federal rent
control shall cease to be in effect at the close of September 30, 1952, in the Oity
ok Columbia Heights unless prior to September 30, 1952, there is adopted by resolu-
tion of the City of Columbia Heights, a declaration that there exists a substantial
shortage of housing accommodations which requires the continuation of federal rent
c~ntrol on the City of Columbia Heights, aud
~AS, in recognition of the. fact that there is a subst~utial shortage of
housing accommodations in the City of CoSumbia Heights it is necessary that federal
rent control be continued in the City Of Columbia Heights beyond September 30, 1952
to protect the public ~health, peace and safety.

RESOLVED -- by the City Council of the City of Columbia Heights, County of
Anoka, Slate of Minnesota, as folIows:
1. Pursuant to Section 204 (f) of the Housing and Rent Act of 1947, as
amended, Public Law 429, 82nd Congress, it is hereby declared that a
substantial shortage of housing accommodations exists in the City of
Columbia Heights, Anoka County, Minnesota, ~hich requires the continuance of
Federal rend control in said City of Columbia Heights, Anoka ~County,
Minnesota, beyond September 30, 1952.
2. That the City Clerk be, and she hereby is d~rected to transmit a
certified copy of this resolution to Mr. Tighe E. Woods, Director of
Rent Stabilization, Washington, 25 D.C.

'of the City of Columbia Heights, that the salary of the Election Judges and Clerks
be set at $1eOO per hour-. Roll Call - Ail Ayes.
Motion by Holm seconded by Lange, that the City Manager be authorized to advertise
for bids on Fire Hose and other equipment for the Fire Department. Roll Call - All Ayes.
Motion by Lange seconded by Holm, that the letter received frcm the Central Avenue
Business Men' s Assoc.. dated September 9th,1952, regarding the fixing of all Parking lots
in the business dist~ict, be laid on the table. Roll Call - Holm, Lange, Spekulant
a~d Stopka - yes~ l~eble - No.
Notion by Deeble seconded by I~uge, that Thursday, October 2nd be set as a special
Meeting ~th the Fil~ Civil Se~-~ice Commission at 7:30 P.M. and with the Park Board
at 8:30 P.M. Roll Call - All Ayes.

Resolutio~ offered by Lange seconded by Spekulant, WHEEEAS, an assessment for streeet oiling
has been levied on the following described properties: ~
Lots 11,12,13,14 and 15, Block 30 Columbia Heights Annex, Lot 16 and 17 (exc.No. 3OFt.
of 17) Block 31 Columbia Heights Annex. Lot 17 and No.30 Ft. thereof, Block 31,
Columbia Heights Annex. Lots 18,19 and 20, Block ~31, Columbia Heights Annex
Lots~ 19, 20,21,22,23 and 24 Block 5 Reservoir Hills.
WHEREAS assessments were levied against the above described properties as part of
Local I~provement No.232; and, ~
WHEREAS, an error was made in ~sessing the above described properties;
NOW T~ORE BE IT P~REBY RESOLVED by the City Council of the City of Columbia
Heights that the 0ou~ty Auditor be and he is hereby authorized and H~cted to
strike frmz ~e as~e~,sment rolls on Local Improvement NJ. 232 le¥ies against the
above described properties, subsequent to the 1951 levy. Eoll Call.- All Ayes.
Resolution offered by Lange seconded by Deeble, The City Council of the City of
Columbia Heights hereby resolves that, WHEREAS, Special Assessments for No.1/2
of West 136 Feet of Lot 3 Block 2 Columbia Heights Acres exc.Noe 45.64 Ft. on Job
No.203 in the amount of $267.54 have b~en paid in full; BE IT THEREFORE RESOLVED
that the County Auditor be and he is hereby authorized ~d directed to strike
from the assessment rolls the aforesamd assessments. Roll Call - Ail Ayes.
Resolution offered by Lange seconded by Spekulant, HE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights that the City Treasurer be and she
is hereby instructed to transfer from the Liquor Fund as follows:
$1,417.68 to the Police & Court Fund
3,864.87 to the Street Fund Roll Call- Ail Ayes.
The Minnesota Linseed Co. has asked for Fire Protection from Columbia Heights
amd the matter was referred to the City Manager.
Fridley has asked to connect to our Water and Sewer in Plymouth Addition and the
matter was referred to the City Manager.
