Meeting called to order at 7:45 P.M.

This meeting was called by the City Manager and notification was made to the
Council members on Friday, June 13th.
A discussion took place with the Witkinson Home Finance Co. regarding-financial
conditions in Hilltop.
~otion by Lange seconded by Spekulant, authorizing the City Manager to negotiate
for the installation of roads in Hilltop #2 and that is conditioned upon the
delivery of a Performance Surety Bond to the full extent of the contract, by
the Hilltop Corporation, that the Special Assessment Levy for the construction
of road improvements be pa~d as those assessments become due. Roll Call - All Ayes.
Motion by Holm Seconded by Deeb!e, that the advance heretofore made by the Wilkinson Home
Finance Co. be applied directly to the payment of Water To~r assessment in
Hilltop 2 and 3. Roll Call - All Ayes.
~,~otion by Lange seconded by Spekulant, turning the Randolph Street project over
to the City ~auager. Roll Call - ^l] Ayes.
Motion by Lange seconded by Holm, authorizing the CityManager to negotiate with the
Heights Electric Co. and come back to the next meeting with details as to rent,
footage, etc. Roll Call - All Ayes.
Motion by Spekulant seconded by Deeble to adjourn at 9:50.

A letter of resignatign was received from George W. Matthews, City Manager.
Motion by Lange seconded by Holm, to place this letter dated June 19th on file.

Motion by Lange seconded by Holm, to adSho~ize the City Clerk to advertise for
a new City Manager for the City of Columbia Heights. Roll Call - Ail Ayes.
A letter was received fr°m Emil Kariger, 3911 Johnson Street N.E. asking that
Johnson Street be oiled. He was told their would be a hearing at the next
meeting on the oilding of this street.
Bids on a new Dump Truck were received~from the following firms:

for the Hilltop area in regards to streets. Roll Call - All Ayes.

and City Treasurer be authorized to execute the agreement between the City of~
Minneapolis and the City of Columbia Heights, regar~Ling the Hilltop drainage project.

The City Manager reported on his negotiations with tb~ Heights Electric Co. as per
special meeting, mud a letter from the Heights Electric Co. dated June 24th was read.
Resolutic~ offered by L&nge seconded by Spekulant, HE IT _HEREBY RESOLVED by the
City Council of the City of Co!~mbia Heights that the City Treasurer be and she
is hereby instruc~d to transfer f~om the Liquor Fund as follows:
~1000 to the Police and Court Fund
~ 1500 to the Street Fund
and that ~here are sufficient moneys in said ~iquor Fund to make such transfers.

The City Council's attention was called to s~ error in the m~nutes of its meeting
held April 22, 1952, in failing to show that Ordinance No.302A, which was intro-
duced at said meeting by Councilman Lange, was then given its first readings which
first reading, w~.~Ln fact had and done at said meeting. On motion made, seconded,
and carried, the minutes of said April 22,1952 meeting were ordered corrected, to
show that Ordinance No. 302A was then given its first reading.
The City Clerk reported that Ordimance No.302 and Ordinance No.302A had each
been signed by the Mayor, filed with the Secretary of the Council wit~n two days
thereafter, and recorded and preserved, and each had been published in the May
15,1952, issue of the official newspaper, and that more than 30 days had elapsed
since each was passed and no petition f~r a referendum on either thereof had been
presented to or filed with him and that each thereof are now in full force and effect.
Douncilman Holm introduced the followiug resolution and moved its adoption.
Said resolution was thereupon read in full in words and figures, as follows:

BE IT HESOLVED by the City Council of the City of Col~nbia Heights, Minnesota,
as follows:
1. This Council sh~ll meet at the time and place, and fc~ the purpose
specified in the form of notice of bond sale hereinafter set f~rth, and to take such
further action in respect to the bonds therein described as shall then be found
desirable or expedient.
2. The City Mamager is hereby authorized and directed to give notice
of the time, place and purpo, se of said meeting by causing notice thereof to be
published in one issue of the Columbia Heights Record and in one issue of Commercial
West, a financial periodical published at Minneapolis, Minnesota, each of such
publications to be at least ten da~s prior to the date of said meeting, and which
notice shall be substantially as follows:

NOTICE IS HE~.IBY GIVEN that the City Council of the City of Columbia Heights,
Ninnesota, will meet at the City Office at 530 Northeast ~ill Street in said City
on Tuesday the 22nd of july, 1952 at 8~OO o'clock P.~., to receive, open and consider
bids for the purchase of $60,000 principal amount of general obligation Water Utility
Improvement Bonds, to be issued for the purpose of improving the city's presently
owned water utility by the erection and installation of a water tower and tank,
and $90.000 general obligation Permanent Improvement Revolving Fund Bonds to be
issued to provide f~nds for improvements of a lasting character, including paving,
curbs, gutters, and storm sewers.
The bonds of both issues ~iLl be dated as of July l, 19~2, and in deno~u-
ation of $.1000 each, and will bear interest at a rate or rates specified by the
successful bidder, payable January 1,1~53 and semiannually thereafter on each July
i and January 1. Principal and interest will be made payable at any suitable bank-
ing institution in the United States designated by the successful bidder, the City
agreeing to p~y the reasonable and customary charges of such institution for the re-
ceipt and disbursement of the principal and interest moneys
Said Water Utility Improvement Bonds will be numbered serially i to 60,
inclusive, and will mature serially in the amount of $6000 on July I in each of
the years 195~ to 196~, both inclusive, all without option or prior p~yment. Said
Permanent Improvement Revolving ~und Bonds will be numbered serially I to ~O,
inclusive, and will mature serially in the amount of $9000 on July I in each of
the years 195~ to 196~, both inclusive, all without option of prior pa2ment.
The City will f~rnish without cost to the purchaser the printed and executed bonds
and the unqualified a~proviug legal opinion of ~essrs. Norsey, Colman, Barker,
Scott & Barber, of Ninneapolis, Minnesota, together with the customary non-
litigation certificate and delivery thereof will be made within forty da~s
after acceptance of bid. Such delivery will be made in Minneapolis or St.Paul~
Minnesota, or Chicago~ Illinois, without cost to the purchaser, delivery elsewhere
to be at the purchaser' s expense
Sealed bids ~ar~d "Bid for Water Utility Improvement Bonds" or "Bid for
Permauent Improvement Revolving Fund Bonds", as the case may be, may be mailed or
otherwise delivered to the undersigned prior to the time of said meeting. Each
bid on either of said issues ~ust be unconditional except as to the bonds of said
issue being issued and delivered with said~pinion and certificate in conformity
with t~his notice and each bid must be accompanied by a certified check or cashier's
check, payable to the order of "The City Treasurer of Columbia Heights, Minnesota",
drawn on a responsible bank in the amount of at least $1,200 for the Water Utility
Improvement Bonds, and at least $1,~800 for the Permanent Improvement Revolving Fund
Bonds, to be forfeited as liquidated damages in case the bid is accepted and the
bidder shall fail to comply therewith. Bidders must specify the desired interest
rate or not to exceed three rates, each in an integral multiple of 1/4 or l~O
of 1% per annt~n, the rate to be uniform for all bonds of a common mat~urity of
the same issue. The bid on each issue ~ffering the lowest net interest cost
(to~tal interest to maturities less any premium offered) will be deemed the most
favorable. No oral bid now any bid of less than par and interest accrued frmn
July 1,1952 will be considered. The right to reject any and all bids and to
~a~ve informalities is reserved.

3. Each and all of the terms and prgvisioSs of the foregoing form
of notice are hereby adop.ted as the terms and provisions for said bonds and
for the sale thereof.
4. This resolution shall be published in the official newspaper within
15 days a~$er its passage and shall ta~e effect 30 days after its passage, unless
suspended ~y a referendum petition, and upon so taking effect shall operate to
ratify, confirm and validate any and all actions of the City Officers theretofore
taken which are herein anthorized or directed to be done.

Finance Corp. should be acceptedand signed and a copy released to Uilkinson
upon receipt of a letter from them agreeing to a certain tract of land for a
school and the receipt of $17,757.16 delivered to the City of Columbia Heights.

Motion by Lange seconded by Spekulant, that the City ~uager be authorized and
instructed to issue to the F.H.A. and/or V.A., a letter setting forth the action
of the City Council regarding Street Signs and Trees in Hilltop. Roll Call -
