The School Board was present to meet with the .viilk~son Home Finance Co. and the City Council to discuss the acquiring of a School si~ in Hi'lltop Addition, which the Wilkinson Home Finance Co. ~s going to deed te the School Board. Two sites are available and after the School Board has made a .further investigation, they will state their decision. Motion by Lange seconded by Deeble to adjourn, at 9 ~8¥T Call - Ail Ayes. OFFICIAL PROCEEDINGS Regular Meeting May 27, 1952 Meeting called to order at 8 P.M. All members present. Minutes of the last regular and special meetings were read and-approved. The Mayor made a request that the motion be rescinded, which gave the Civic Improvement Association permission to operate a Bingo conc~ssion at the June Festival. Motion by Deeble seconded by Lange, instructing the City Manager to seek information from the Civic Improvement Association as to whether they are a charitable or profitable organization~ Roll Call -Deeble and Lange - Yes. Holm, Spekulant and Stopka - No. Motion by Spekulant seconded by Deeble to pay the following bills out of their proper funds. Roll Call - Ail Ayes. Motion by Lange seconded by Deeble, that the letter dated May 21st, from Ed. Johnson, Minneapolis Water ~partment, regarding the Street car on Reservoir Blvd. be .placed on fi!e~ Roll CaLl - All ~yes. A letter was received from Police Chief Cottre~l, asking that two men be permitted to atten~ thru Minnesota Police & Peace Officers Convention at Moorhead on june 23rd and 24th'~.with expenses paid . Motion by Deeb!e seconded ~y Spekulant, granting this request. Roll Call - All Ayes. Motion by Lange seconded by Deeble, that the letter from the Mayor dated ~ay 27th, be turned over to the Planning Co~ission. Roll Call - All Ayes. A letter was received from the Department of Public Examiner, acknowledging receipt of request for an audit of the financial affa~irs of the City of Columbia Heights from ~January 1,1950 to December 31, 1951. A letter was received from the Department of Public Examiner, ~requesting payment of a bill for $586.34 for a previous audit. Resolution offerec~y Spekulant seconded by Lange, ~_~S, a claim in the amount of $586.34 covering~48 and 1949 Audit of records of the City of Columbia Heights has previously been submitted for payment, and WP~ a request dated May 12,1952 has been receive~d from the Public Ex~niner requesting payment of such claim. HE iT HEHEBY RESOLVE~ by, the City Couucil that this bill in the amount of $586.34 be paid. Roll Call -~ Ayes. Motion by Spekulant seconded by Deeble, placing the two letters from the Department of Public Examiners~ dated ~ay, 12th, on file. Roll Call - All Ayes. A letter was received from the Columbia Heights Commercial Club, ~commen ~ding the City for the ~fficient way snow removal was handled durinE the past winter in the ~business section. A letter ~as received from the Columbia ~eights Commercial Clu~, ask~ for help in keeping the streets clean in the business section. Motion ~by Lange seconded by Deeble, turning this letter dated April 23rd, over t~ the City Manager and that he report back at the next meeting. Roll C~1! - All Ayes. A notice was received from the City of St. Cloud, regarding the Minnesota League of Municipalities Convention to be held there on June Il,12,13. Motion by Deeble seconded by Spekulant, authorizing that actual expenses be paid to attend this Convention for the .M~yor, City Council, City ~anager, City Treasurer, City Engineer, City Attorney and Liquor Stor M~uager. Roll Call - All Ayes. The City Manager wrote a letter to M.H. Swanson, 720 - 40th Ave. declining his claim which he had presented to the City of Columbia Heights. Motion by Spekulant seconded by La~e, that the letter from Joseph E. Wargo, City Attorney, regarding the claim b~y ~r, Swanson, be placed on file. Roll Call - Lange~ Deeble, Spel~ulant~ Stopka - Yes. Holm - not voting. Notion by Deeb!e seconded by Lauge, that the Second reading of Beer Ordinance No.303 be tabled until further study. Roll Call - All Ayes. Hotion by Lange seconded by Holm, that the Heating License be granted to the Mpls. ~as Heat~EDgineering Co., 3011 E. 42nd St., Minneapolis. Roll Call - All Ayes. Resolution offered by Lange seoonded by Deeble, BE IT RESOLVED by the City Council of the Oity of Columbia Heights, that the following salaries be set effective June l, 1952: Acting City Engineer - $2.00 per hour Street Roller operator 2.00 " " Roll Call - Ail Ayes. Motion by Holm seconded by Deeble, that the City Manager be authorized to enter into · a contract ~ith the Dog Catcher, Alfred Paulson for $500.00 per year. Roll Call - All Ayes. Resolutima offered by Spekulant seconded by Holm, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the City Treasurer be and she is hereby instructed to transfer from the Liquor Fund as follows: $3,000.00 to the Street Fund. and that there are sufficient moneys in said Liquor Fund to make such transfer. First reading of Ordiuance No.304, Being an Ordinance amending Ordinance No.171, being au Ordinance for the purpose of promoting Health, Safety, Order, Convenience and ~eneral Welfare, by regulating the use of land, the location and the use o$ buildings and the arrangement of building lots, and the density of population in the City of Columbia Heights. Lots lO to 15 inclusive, block 21, Columbia Heights Annex to Minneapolis. Motion by ~ange seconded by Holm, that the following House Rule be set up for the next three meetings: That no new business shall be co~nenced after ll P.M. and that all new business must ~be presented to the City Manager before 12 o'clock noon on the preceding Saturday. Roll Call - All Ayes. Motion by Lange seconded by Deeble, authorizing the City Manager to negotiate with the Township of Fridley, for the purpose of opening 7th Street norSh of 47th Avenue. Roll Call - All Ayes. Mr. Cabanowsky, 4514 - 7th St. -inquired about thstallation of a Sanitary Se~r on 7th Street 'north of 45th Avenue and he was told to get a Petition circulated. Considerable discussion took place regarding a proposed dump at 42nd and 2nd Street and several residents of the area protested this. Motion by Lange seconded by Deeble, directing the City Manager to discuss with the residents of the effected area, the matter of a dump at 42n~ & 2nd Street and report back at the next meeting. Roll Call - Ail Ayes. Motion by Holm seconded by Lange, authorizing the City Manager to dispose of the Building on the City owned lot at 42nd and 2nd Street. Roll Call - Ail Ayes.
