Columbia Heights, effective May 7, 1952, with salary starting June 15, 1952.
Roll Call - Holm, Lange, Deeble, Spekulant - Yes. Stopka - No.
A large audience was in attendance and several voiced their opinion opposing
the hiring of a new City Manager at this time. Mayor Stopka stated he was
meiSh~r for or against Mr. Matthews and that he would like to screen several
applicants before deciding on a new City Manager. Mr. Matthews was present
and addressed the audience, giving a very interesting accoun~ of his past
experience.
Motion by Holm seconded by Lenge to adjourn.

Ail members present.
Minutes of the last regular and special meetings were read and approved.
Bids were received from the following on Curb & Gutters:

Tessem Contracting Co.
Bid for Bituminous Material from J.W. Craig Co.
Bid for Seal Coating from J.W. Craig Co.
Motion by Deeble seconded by Lange to turn these bids over to the City Manager
for tabulation. Roll Call - Ail Ayes.
Mr. Wise informed the City Councilrthat six bids were received on the Water Main
Extension, but only 'the three lowest bids were anal~d which were from the
following firms:

Lsmetti & Sons
Motion by Lange seconded by Holm, awarding the bid on the Water Main Extension to
Ribhard N. Ferron as the bid was submitted by them. Roll Call - Ail Ayes.
Letters were received from Local 664 requesting increase in pay of 285 per hour
for Stree~t, Water and Park' Department employes, also $2.22 per hour for the
operator of the Street Roller ~ for eight tons or more and $2e00 per hour
for less than eight tons. Also Mr, Otto Dunemann is the new Stewar~ .
Motion by Bpekulant seconded by Lange, to table the letters from Local 664
regardi~ pay increas~es for the city e~ployes.
Motion by Lange seconded by Spekulant, that the letter eeceiv~d from John Semen,
regarding the water draining on his property, dated March 31,1952, be turned over
to the City Manager. Roll Call - All Ayes.
Motion by Holm seconded by Deeble, that the letter received from the First Lutheran
Church, dated May 1st, regarding the vacati~ of 14 foot alley, be turned over
to the Planning Commission for investigation. Roll Call - all Ayes.

Motion by Spek~lant seconded by Lange, that the request of the Minneapolis Gas Co.
to install a 3" main on 43rd Avenue east of Central Ave. numbered 198, be approved
subject to the approval of the City Manager. Roll Call -Ail Ayes.
Motion by Holm seconded by Lange, that an On and Off-Sale Beer License be granted
to Betty Long at 4159 Central Ave. N.E. Roll Call - Holm, Lange, Deeble, Stopka -
Yes.' Spekulant - not voting.
Motion by Deeble seconded by Ls~uge, suspending the On and Off-Sale Beer License
of Peter J. Chura, 4159 Central Ave., as per his request. ~oll Call - Holm, Lange,
Deeble, Stopka - Yes. Spekulant not voting.
Motion by Deeble sedonded by Spekulant, authorizing the City Manager to call for
bids on Gasoline. Roll Call - Ail Ayes.
Motion by Spekulant seconded by Deeble, that the Petition regarding the low~ming of
water main and street at 43rd and Benjamin and Stinson, be turned over to the City
Manager. Roll Call - Ail Ayes.
Motion by Deeble seconded by Spekulant, to table the Petition for the opening of a
Dump at 42nd & 2nd Sbreet, received from Fred Gefre and others, until the meeting
of May 27th. Roll Call - Ail Ayes.
Severa~~sted th~ opening of this dump and asked the City to f~ this hole with

others for curb and gutter, permanent tarvia, and established grade and levels
on 42nd Ave. between Reservoir Blvd. and Arthur St. N.E., be turned over to the
City Manager for estimates and co~s. Roll Call - All Ayes.
The Petition received from Edward Smoka and others for oiling 2nd Street from 37th
to 38th Ave. is on the program and will be done.
Motion by Holm seconded by Spekulant, that the Petition bearing the signatures effecting
the residents of Art McCallum and Carl Williams, be turned over to the Health Depart-
ment. Roll Call - All Ayes.
Motion by Holm seconded by Spekulant, that permission be granted to the following
Residents to install $~Aa~geh ~A~er pipe: 4529, 4535, 4537 and 4539 Jefferson St.
N.E., and that if any additional taps are made on to any of those lines thay will
have to pay the regular fee. Roll Call - Ail Ayes.
A Petition was received from residents on Jackson end ~uincy Streets, between 37th
and 39th Avenue.s, requesting the alley.to be graded and connected with the Storm
Sewer at 39th Avenue.
Motion by Holm seconded by Deeble that this Petition be turned over to the City
Manager and a report brought back to the next meeting. Roll Call - Ail Ayes.
Motion by Deeble seconded by Sp~k~lant, that the Petitio~ received from Roland
Lang and others for street grade on 4th Street ~twee~ 4~th and 46th, f~r the
extension of the gas main, be turned over to the City Manager. Roll Call - All Ayes.
Motion by Holm s~conded b~ Lange, authorizing the City Manager and City Attorney to
dr~w up the necessary draft to make 37th Avenue a Judicial Road, ~ and cost to
be born by Anoka and Hennepin Counties. Roll Call - Ail Ayes.
Motion by Lange seconded by Holm, autho~rizing the City Manager to advertise for bids
for a new cooler in the On-Sale Liquor Store. Roll Call - Ail Ayes.
Motion by Spekulant seconded by Holm, that the matter of the Memorial Plot at the
intersection of 40th & Mill Street, be turned 0ve~ to the Planning Commission.
Roll Call - Ail Ayes.
Motion by Holm seconded by.Deeble, authorizing the Park Board to maintain the
Memorial Plot at 40th & Mill Street for the Mem$rial day services for 1952.
Roll Call - All Ayes. '
Complaints were received from residents on Madison Place, also 38th Avenue,
regarding the large trucks wrecking the ~treets and asked if something could
be done about this.
Motion by Spekulant seconded by Lange.~ setting Monday, May 19th, at 7:30 P.M.
as a Special Meeting with the School Board and th~ Wilkinson Home Finance C6rp.

Er. Decker again asked that the Dead End street sSgn on 41st Avenue east of Central
be moved. He w~s told this would be taken care of immediately.
A request was made to have the street improvements held up for a while on 42nd
Avenue from Central to P~servoir.
Mr. Bennethum of Reservoir Blvd, was in and asked that the street on Gould from the
alley back of his place to Reservoir Blvd. be checked before any work is done there.
Mr. M.H. Swanson, 720 - 40th Ave. was in and presented bills to the City Council
covering breakage of water main in front of his house, amounting to $292~69 and
stated that the break was adjacent to and out of bis stop box.

Resolution offered by Deeble seconded by Lange, The City Council of the City of Columbia
Heights he~reby resolves that, WHEREAS, Special Assessments fpr lot Twenty-Five (25)
Block Twenty-Two (22) Roslyn Park'Addition, on Jobs No.187, 203,232, in the amounts
of $48.52, $27.00, $19.20 have been paid in full;
BE IT THEREFORE RESOLVED that the County Auditor be and he is hereby authorized and
directed to 'strike from the assessment rolls the aforesaid assessments. Roll Call -
Ail Ayes.

The Secretary presented an affidavit showiu~ publicatio~ in the official newspaper of ~ay 1,
1952, of prJposed ordinance No.302, entitled "An Ordinan~ce providing for the issuance
of $60,000 Jf Bonds for Improveme~% of the City's Water ~Utility~', ~hich ~affidavit was
examined, a~proved, and ordered filed.
The Secretary further reported th~at said proposed ordinance had been filed and ~remained
onn file in ~her office for more tha~ one week prior to t~he time~ of this meeting.
On motion d~ly made, seconded, and carried, said ordinance was t~hen placed upon its
second reading and fully and ~istinctly rea~.
Councilman ~olm then move~d the final passage and adoption of said ordinauce ~h ich
motion was s~econded by Councilm~n Lange, and upon vote being taken thereon the
following Co~uncilmen voted AYE: Holm, Lange, 'Deeble, Spe~lant and Stopka.

Councilman S~pekulant then~ moved the final passage and adoption of said or~dinance, which

Motion by Holm seconded by Lange, authorizing the Mayor and City Manager to enter'
into a contract for the sale of Real Estate to Ed Thomas for $450.00 covering lots
10 and 11, Block 4, 2nd subdivision of Block F. Roll Call - Ail Ayes.
Motion by Deeble seconded by Spekulant.y that the matter of Block Topping 40th Avenue
east of Central Avenue, be turned over to the City Manager. Roll Call - Ail Ayes.
Motion by Lange seconded by Deeble, directing the City Manager to contact the Dog
