for bids for a Street Roller, according to specifications laid~ out by the City
Engineer. Roll Call - All Ayes.
Notion by Lange seconded by Deeble, direct~_ug the City Nanager to get estimates on
l½ inch Tarvia Nat if done by contractor and also ou~ city crew. Roll Call -
All Ayes. ~
Prof. Wise was present and gave an additional report'on the ~?ater Tower project,
particularly as to an alternate location. ~
A general discussion followed on the Water tower project with the delegates from
Hilltop participating. ~

The Hearing o~n water main extension oh Monroe Street between 44th and 45th
Avenues was the first order of business.
Motion by Holm seconded by Deeble, that this petition be tabled as there are too
m~uy delinquencies at this time. Roll Call - All Ayes.
S~cohdreading of Ordinance No.298. An Ordinance authorizing the sale by the City
of Columbia Heights of certain Real Estate k~own as lots six (6) and seven (7),
Block one (1) 2nd Subdivision of Block "F".
Ordinance No.298 offered by Spekulant seconded by Deeble. Roll Call - All Ayes.
First reading of Ordinance No.299, An Ordinance to reg~la~and design, construction,
installation and maintenance of signs and B~llboards; providing for the administra-
tion and enforcement thereof, and providing penalties for the violation thereof.
Representatives from Brede Sign Co., Outdoor Advertising and Naegele Adv. Co.
'were present and gave their views regarding this Ordinance.

A letter was received from the Athletic Association askin~ permission ~o conduct
a Bin~o Game tv~ce a week at the Field House, dates to be decided by the availa-
bility of the Field House, for the puroose of raisin~ money for athletic purposes.
Yotion by Deebte seconded by Spekulant, ~ranting the C. H. Athletic Association
permission to use the Field House for Bingo purposes. Roll Call - AlL Ayes.
A letter was received from the University of Minnesota, Center for Continuation
S~dy, announcing the annual Minnesota Trai'fic Court Conference to be held on
April 3, ~, and ~tb, 1992 on the Minneapolis campus.
Motion by Holm seconded by Spekulant, that actual expenses be al!o~d for repre-
sentatives from Columbia Heights to attend this conference. Roll Call * Ail Ayes.
A letter was received from the C. H. Park Board requesting the re-surfacing of
Mill Street this summer, also that Mill Street be changed to a Park~way ~_th "No
Truck Zone" signs posted at both ends. Also request a report on their request
for sidewalk, curb and gutter and tarvia on Jefferson from LOth to a little beyond
the alley.
Yotion by Deebte seconded by Spekutant, that this letter dated March 10, be turned
over to the City ~anager smd a report on the action taken brought back to the
meeting of ~arch 2~. Roll Call - Ail Ayes.
A letter was received from the C. H. Fire Department, asking that a representative
from the Council attend their meetings, which are he!~ on Friday following the
regular Council meetings.
A oetition was received from the prooerty owners on Jefferson Btreet between ~th
and l~9+~,h, to have Jefferson Street cut to ~rade.at its orooer location.
Also Petition to have the alley betw.-en Jefferson ~nd 5:adis0n Streets running from
k~th to~th~Streets cut to the proper grade.
Motion by Holm seconded by Deeble, that these Petitions be turned over to the City
Yanager. Roll Call - Ail Ayes.
Resolution offered by Deeble Seconded by Spekulant, The City Council of the City
of Cotv. mbia Heights hereby resolves that 2_~HEEEAS, Special Assessments for Lot one
(1) Block Five (5~ Rsarrgt. of Block "A' Columbia Heights Annex on Job No. 200 and
232 in the &mount of $120.~3 and $18.22 have been paid in full;

and directed to strike from the Assessment rolls the aforesaid assessments.

Council of the City of Columbia Heights that the City Treasurer be and she is
hereby instructed to transfer the sum of One Thousand Dollars from the Liquor
Fund to the Band Fund; and that there are sufficient moneys in said Liquor Ftuad to
ma~e such a transfer. Roll Call - Ail Ayes.

Band Board of $2,000.00. Roll Call - Ail Ayes.
Notion by Deeble seconded by Holm, to pay the Craddock Co. $2,712.53 for the

Notion by Deeble seconded by Holm, authorizLng the City Nana~er to contact the
Northern States Power Company and request them to put in an Arc Light at ~Sth and
2~ Street N. E. Roll Call - All A>res.
The City Engineer informed the representatives ~'rom 6th Street between ~6th a~d ~Sth
that nothing can be doue of a permanent nature until the spring break-up, to Eet
proper drainage.
The ~ayor stated his views on the assessments for the new Water Tower and that
was apposed to the present method of surcharge on water bills.
Notion by Holm seconded by Deeble, authorizing the City ~.anager, City Attorney and
Prof. Wise, to contact the City of ~inneapolis about obtaining an easement to
Lot l~, Block 9 in Hilltop. Roll Call - All Ayes.
· Resolution offered ~ Deeble seconded by Holm, A Resolution adopting assessment
rolls for the follo~_ng local improvements and determing that said improvements
be made and ratifying and confirming all other proceedings heretofore had:
Watermain, Sanitary and Storm Sewers and Street opening in
Hilltop, Second Unit.

of ~.arch, 1952 at the City Office in said City, being the time and place set
when and Where all persons interested could appear and be heard by the Council
with respect to benefits, and to the proportion of the cost of makiny the local
improvements above described, a notice of such hearing ha~ng been heretofore
duly published as required by law: and,
~WHEREAS, this Council has heretofore estLmated and fixed the cost of such local
imorovements and has prepared an assessment roll herefore.
THE CITY COU~CIL OF COLLegIA HEIC.WTS NEREBY RESOLVED:
Section I. That this Council does hereby adopt the aforesaid assessment
rolls kno~wn and described as "Assessment Rolls for Local Improvements N1. 223.
Section II. That this Council hereby finds and determines that each of
the lots and parcels of land enumerated in said 'assessment rolls was and is
especially benefitted by such improvement in an amount not less than the amount
set opposite the description of each such lot or parcel of land respectively in
said assessment rolls in the column headed "Amount of Proposed Assessment." And
this Council further finds and determines that the proper proportion of the cost
of such improvement to be especially assessed against such lot or parcel of land
is the amount set opposite the descriotion of each such lot or parcel of land
resepectively in said assessment rolls in said column headed "Amount of proposed
Assessments."
Section III. That said assessment rolls be and the same are hereby
adopted as the assessment rolls the following local improvements hereinbei'ore
described, and tb~at said assessment rolls shall be hereafter known and designated
as "Assessment Roils for Local I~p~ovement No. 223.
gection iV. That said assessments shall be p~yable in annual installments for
a period of three years on o~r b~fore the day cT 'in each of the years from
1952 ~t,o 1954, with inte~rest at 3% ~nd penalties as' provided by law.
