Eessrs. Lonsky, Long, Chudek and Aasen living on Washington ~treet
just north of 42nd, were in and stated no oil had been put on their
street in front of their property, which was suppose to have been
done. They were told that if it was found no oiling had been done
a refund would be made.

the action of the City Manager in pdbtishing notice of sale including the form and
provisions of the notice of sale and dates ~nd maturities of the bonds as set forth
therein, is hereby ratified ~nd confirmed.
BE IT FURTP~R RESOL~q~3 that the bid of J.¥.. Dain & Company, Allison-~¥il!iams Company,
Piper, Jaffray and Hopvood to purchase $68~000 Improvement Fund Bonds, ~hich bid is to
pay ~ar, plus $71.00 for bonds bearing interest at the rate of 2.7 % per annum on those
maturing in the years 19~3 to 1962. inclusive, is.~hei~by found to be the most favorable bid
received, and shall be and is hereby accepted.
BE IT Fb/{T.W~R RESOLVED that the bid of J .~. Dain & Company, Allison-Williams Company,
Piper, Jaffray & Hopw~od, to purchase ~2,000 Equipment Bonds, which bid is to pay ~Par

~ IT RESOLED by the City Co~ucil of the City of Columbia Heights, ~2innesota,
as follows:
1. The City of 0ol~nbia Heights shall forthwith issue and deliver its negotiable
coupon Public Improvement Fund Bonds in the agEregate principal smou_nt of $68,000,
dated December t, t951~ said bonds to be 68 in number and numbered 1 to 68 inclusiv%
in the denomination of ~lO00 each~ to bear interest at the rate of 2.7% per annum
for bonds numbered 1 to 68, payable July 1, 1952 and semiannually thereafter on the
1st day of January and the 1st day of July in each year, and to mature serially on
July 1st in the amount of $6000 in each oft the years 1953 to 1957 ~th incl~usive,
and $7000 per year for the years 1958 to 1961, both inclusive, and. $10,000 ~n the
year 1962, all v~thout option of prior payment.
2. The City of ~olumbia Heights shall forthwith issue and deliver its
negotiable coupon Equipment Bonds in the aggregate principal amount of $32,000,
dated December l, 1951, said bonds to be 32 in number and n~mbereA i to 32, both
inclusive, in the denomination of $1000 each, bearing interest at the rate of
2.7 % per annum for bonds numbered I to 32, payable July l, 1952 ani semiannually
thereafter on the 1st day of January and the 1st day of July in each year, and
to mature serially on july 1st in the years and ~nounts as follows: $3000 per
year in the years 1953 to 1961, both inclusive, and $5000 in the year 1962,
all ~ thout option of prior payment.
3. Both Principal and interest on s aid bonds shall be payable at the main
office of First National Bank of Minneapolis, Minnesota and the City shall pay
the reasonable charges of such bank for its services as pa~Lug agent.
4. The bonds and the interest coupons to be thereto attached shall be

KNOW ALL ~EN BY THESE PRESENTS that the City o~ Columbia Heights, Anoka
County, ~innesota, acknowledges itself to be indebted and for value received
promises to pay to bearer the sum of-ONE THOUS~J~D DOLLARS on the 1st day of
July, 19 , without option of prior payment, and to pay interest thereon, frcm the
date he~--~ until the principal sum is paid, at the rate of Two and seven tenths
per cent (2.7%) per annum, payable July l, 1952, and semiannually thereafter on the 1st
1st day of January and the 1st day of July in each year, interest to maturity being payab~
payable in accordance with and upon presentation and surrender of the interest
coupons hereto attached as they severally become due. Both principal and interest
are payable at the main office of First National Bank of Minneapolis, Minnesota
in any coin or currency of the Unite~ States of America ~hich at the time of
payment is legal tender for public and private debts, and for the prompt and
full payment of such princiD~l and interest as they become due, the full f~Ath,
credit, and taxing powers of the City are hereby irrevocably pledged.
This bond is one of an issue of $68,000 bonds, all of like date
and tenor except as to maturity ( and interest rate), all issued by said City
for the purpose of providing money for the maintenance of the Permanent Improve-
ment Fund of the City ~u~ for an improvement of a lasting character, all as
authorized by an ordins~uce adopted by four-fifths vote of the council had
pursuant to and in full conformity with the Constitution and laws of the State
of Minnesota and the Home Rule Charter of said City thereunto enabling.
IT IS HEREBY CERTIFIED ~ND ~RECI~ED that all acts, conditions and
things required by the Constitution and Laws of the State of M~uuesota a~i the
Home Rule Charter of Said City to be done, to happen, and to be performed ~
precedent to and in the issuance of this bond have been done, have ~appened,
and have been performed in regular s~ud due form, time, and m&uner as required
by law; that, prior to the issuance hereof, a direct, annual, ad valorem tax has
been duly levied upon all of the taxable property in said City in the years and
amounts as required by law, and additional taxes may be levied upon said p~nmperty,
without limitation as to rate or amount; and that the issuance of this bond did not
cause the indebtedness of the City to exceed any constitutional, statutory, or
charter limitation.

its Council, has caused this bond to be executed iu its behalf by the signature of
the ~ayor, attested by the City Nanager, and its corporate seal to be hereunto

5. The Equipment Bonds shall be in substantially the same form as above set
forth, except for the necessary change in the name, and except that the second
paragraph thereof shall read as follows:
"This bond is one of an issue of $32,000, all of like date and tenor except
as to maturity (and interest rate), all issued by said City for the purpose of
providing money for the purchase of new equipment as authorized by ordinance
adopted by four-fifths vote of the Council and pursuant to and in full conformity
with the Constitution and La%~s of the State of Einnesota and the Home Rule
Charter of said City."
6. ~e City Nanager shall cause said bonds to be printed at the cost of
the City, and said bonds shall be executed in be~a!f of the City by the ~ayor and
City Manager and shall be sealed with the official corporate seal~ and said coupons
shall be executed and authenticated by the printed, engraved, or lithographed facsimile
signature of said officers. When said bonds have been so executed, they shall be
delivered to the purchaser thereof, upon receipt of the purchase price, and the
purchaser shall not be obligated to see to the proper application of such purchase
price be~ond its payment to the City Treasurer.
7. The full faith and credit of the City are hereby irrecovably pledged ~
to the pr~o~pt and full payment of the principal o£ and interest on said bonds
as such principal snd interest become due. In compliance ~tth N~nnesota Statutes,
and in order to provide moneys for the payment of the principal of and interest on
said bonds~ there shall be and is hereby levied upon all the taxable property in
said City a direct, annual, ad valorem tax to be spread upon the tax rolls and
collected ~ith and as a part of other general city taxes in the years and ~nounts

Said levy shall be irrepealable, provided tha~, when and if other moneys are
available or shall be made available in the special sinking fund to pay s'~id ~
principal aud interest, ~he City Manager shall certify such amount to the County
Auditor of Anoka County on or before October 15th of any year and direct him to
reduce or cancel s aid levy.
8. There is hereby created a separate sinking fund f~r the payment of the
principal and interest on each issue of said bonds, into wD~ch shall be paid
the proceeds of the foregoing lev~es and such other sums as may be directed to be~ u.se,
used for the payment of said bonds, and out of v~ich fund shall be paid the interest
on and princi ~p~l of said bonds as such principal and interest become due, and
said fund shall be used for no other purpose until all of said bonds have been paid.
9. The Secretary of the Council is hereby directed to cause a copy of this
resolution, certified by the Secretary, to be filed in the office of the County
Auditor of Anoka County, Minnesota, and to obtain from him the certificate
required by Minnesota Statutes.
10. The City Manager is authorized and diredted to furnish to the purchaser
of said bonds, and to the attorneys approving the s~e, certified copies of all
proceedings and records of the City relating to said bonds and to the financial
affairs of the City and such other certificates as may be required to show the
facts as to the po~r and authority of the City to issue said bonds, within his
knowledge ~ as shown by the books and records under his control and custody,~
and such certified copies and certificates shall be deemed representations of
the City as to the facts stated therein.
ll. This resolution shall be in full force and effect thirty (30) days
from and after its passage ~ ~

Meeting called to order at 7:30 P.N. A~I! members present.
A large delegation from H~lltop Addition, with Attorney Thomas W. Mobberl~y as
spokesman, complained of the impassable road conditions in that area, and requested
some ~muediate action.
Resolution offered by Lange seconded byHolm, lt_w~i~S, unseasonable weather of the
nature of a spring breakup has resulted in roads becoming impassable .in the Hilltop
sub-division, and; ~.
Y~R~EEAS, as a result, the health and safety oD the residents are endangered ~because
of the inability to provide transportation there, including fire trucks, pol-ice cars
and ambulances.
NOW T~REFORE BE iT ?F~S~LVED, by the City Council of the City of Columbia Heights, in
a special meeting this ~th day of December, 19~l, that an emergency exists in said
Hilltop area, vhich results inthe necessity for emergency expenditures to make roads
passable again. Roll Call - All Ayes.
Motion by Lange seconded by Holm, authorizing the City Manager to make whate~,-~
montacts are necessary to set up an emergenc~ road program, and to expend %~atever
necessary to make the' roads passable, hiring equipment on an hourly basis, and material
on a unit basis. Roll Call - All Ayes.
~ayor Stopka announced a public meeting for December 13th, relative to the Hilltop
Addition, to clarify ~he future course of action.
Motion ~y Lange seconded by Hob, that v~ accept the bid of the International-Harvester
Co. for two truck 19~l at ~2,999.70 per truck, plus additional frontand rear springs
at ~9.80 per truck. Roll Call - Lange,Holm, Spekulant, Stopka - Yes. Deeble - No.
