~eeting called to order at 8:00 p.m. All members present.
~inutes of last regular meeting and of Special meeting of ~ay l~,read and
approved.
Request for water On Arthur from ~2nd to ~3rd was presented by letter signed
by more than ~i per cent of property owners in affected area. ~otion by Lange~
seconded by T~uch to call for bids for water on Arthur from ~2nd to ~rd.
Roll Call - All Ayes.
A petition with 30 signatures was presented in favor of request for transfer of
"on"and "off" sale beer license by Verona Tunsky from 506 LOth Ave. to ~ll LOth.
Report from Police Dept. requested by council, also presented. Notion by Spekulant
to grant transfer. Notion lost for lack of second.
Resolution offered by Lange, seconded by Trench. The City Council of the City
of Col~bia Heights hereby resolves that, ~.WEREAS, Special Assessments for
Lot Three (3) Block Thirty-three (33) Columbia Heights Anne~ on Job No. 200
in the amount of $1~2.~2 have been paid in full; HE IT THEREFORE RESOLVED that
the County Auditor be and he is hereby authorized to strike from the asses~nent
rolls the aforesaid assessments. Roll Call - All Ayes.
Resolution offered by Lance, seconded by Trench. WHEREAS, Lot Seven (7) Block
Twelve (12) Auditor's Subdivision of Walton's Second Subdivision has previously
been assessed for sewer; and, ¥~TEREAS, assessments were levied against the above
described property as part of Local Improvement No.206; NOW THEEEFORE, BE IT
HEREBY RESOLVED by the City Council of the City of Columbia Heights that the
County Auditor be and he is hereby authorized and directed to strike from the
assessment rolls the assessments on Local Improvement No. 206 against the above
described property,subsequent to the 1950 le~y. Roll Call - All Ayes.
Resolution offered by Trench, seconded by Spekulant, BE IT HEREBY RESOLVED BY the
City Council of the City of Columbia Heights that the City Treasurer be and she
is hereby instructed to transfer from the Liquor Fund as follows:
Seventeen Hundred Dollars to the Administration Fund
Twenty-Six ~Hundred to the Police & Court Fund
Twelve Hundred to the Fire Dept. Fund
Forty-Five Hundred to the Street Dept. Fund.
and that there are sufficient moneys in said Liquor Fund to make such transfers.

Resolution offered by Lange, seconded by Trench. BE IT RESOLVED by the City Council
of the City of Columbia Heights, that mechanical digging machines of any type
shall be barred from operation in the public street right-of-ways for the purpose
of installing service mains to private property, except for those digging a trench
not wider than twelve inches, and not deeper than four feet. Such trench shall
be properly watered and tamped when back-filled. Provided further, that where
there is no c~rb and gutter, and no sidewalk, it will be permissible to use such
machines to a point not closer than fifteen feet from the centerline of any standard

Resolution offered by Trench, seconded by Spekulant. .WHEREAS, the City of
Columbia Heights, did on the 21st day of May, 1951 conduct and hold a Primary
Municipal Election; and, WHEREAS, the City Council of the City of Columbia Heights
at a regular meeting of said Council held on the 22nd day of ~ay, 1951 did canvass
the returns and results of said Primary ~Luicipal Election: and, WHEREAS, The
following results were determined by said canvass of said Primary ~unicipal
Election, to-wit: Valid Ballots Cast ll~6
