intersection of 4Otb Ave. N.E. and Highway No. 56, otherwise known as Univer-
sity Avenue, A~D ~2~EAS, there are a large number of school children who
have to cross thi. highway in going to and coming from school, NOW THEREFORE
BE IT RESOLVED, by the City Council of the City of Columbia Heights, in
meeting assembled this 5th day of September, 1951, that authorization be
givem for the installation of a "School Crossing" signal at this intersection;
AND BE IT FUR~t~ER RESOLVED, that the State Highway Department of the State
of Ntnuesota ~ respectfully requested to authorize such installation in so
far as said state highway is concerned. Roll Call - Ail Ayes.

Mr. Heikalla, presented a problem regarding .raising of property at 3710 Tyler
St. and was advised to contact the bn~ding inspector for more details.
~Dloyd Lawson asked for clarification as to his status on the Fire Civil Service
Omamission. City Attorney advised that he could not be a member in as much
as he is a member of the School Board.
Ralph Lawrence posed the question as to his status on Fire Civil Service
Commission and was 'advised to continue to serve until someone else is appointed.
Mayor Stopka announced that he received a letter from Mr. Trench declining his
appointment to the Police Civil ~ervice Commission.
City A~torney reported mt~ appointment of H. L. LeDuc to the Police Civil
Service Co-mmissi~n as being invalid.

Meeting called t~o order at 8 P.M. Ail members present.
Minutes o'f the last meeting were read and approved.
The Secretary ~esented an affidavit showing posting on the official bulletin
Boards, in accordance w~th Section 19 of the City Charter of Pro~sed Ordinance
Noe287 entitled, AN ORDINANCE PEOVIDING _FOR THE ISSUANCE OF BONDS S~UBJECT TO
isfactory and ordered placed on file. The secretary further reported that the
said ordinance had been filed in her office for a period of more than omo week prior to
the time of this meeting. Upon motion ~ made, seconded and ca~r. led, said
Ordnance was then placed upon its second reading and fully and distinctly read.
Counc:hlman Spekula~t then moved theffina~ passage and adoption of said Ordinance
v~zich mo~lon was seconded by Councilman Holm and upon voting being taken thereon
the following Councilmen voted Aye~ Holm, Lam Deeble, Spekulant and Sto~ka, and
t~e following councilm~ ~d no, None. Whereupon said ordinance was declared
duly passed and adopted end was approved and signed by the Mayor which was attested by
the secretary.
