August 9, 1951
Neeting called to order at 8:15 P.~. Roll Call - ~ange, Holm, Deeble,
Spekulant and Stopka.
~This meeting was called primarily to try to work out a plan v~ereby our streets
can be fixed this year. The ~ayor reported that there were approxLmately
fourteen miles of streets that at least needed some grading and oil. lng and
approximately eight miles of streets black topped that should be repaired.
The City Engineer to draw up a survey to determine j~st what has to be done
and advertise for oil:~g on August l~th.
It was decided to hire an extra Grader operator and run the Graders we have
as much as possible. A solution is also trying to be worked out whereby
6th street between ~6th and ~8th can be fixed.
A request was received from the Northern Pump to connect to our sewer.
Notion by Deeble seconded by Lange, that our City Attorney is authorized to
negotiate the fLnaucial agreement with the Northern Pump, provided this is
cleared with the Minneapolis City Council. Roll Call - All Ayes.

~th Avenue to cormect to our water mains for further discussion and study.

Ric~hfield Heating & Sheet Metal Co., 7620 Lyndale Ave. So. Roll Call - All Ayes.
The City ~anager read a letter from~[ayor Stopka making the appointment of Herbert
Louis LeDuc, 396h Reservoir Blvd. to the Police Civil Service Commission for a
period of three years starting August l~, 1951.
Notion by Holm seconded by Lange ~ to accept the appointment of LeDuc to the Police
Ci¥~l ~ervic~ Commission. Roll Call - Holm~ Lange, Spekulant and Sto~ka - Yes.
Deeb!e - No.
A Petition was received protesting the Street Railway Bus r~aning on VanBuren
Street between 3?th and 39th. Judge Keyes was present and talked against this also.
The Nayor stated he vould contact the Twin City Rapid Transit Co. the next day
and try to work out some other arrangement.
Notion by Spekulant ~econded by Deeble to accept the Bid of Lametti & Lametti for
the installation of Sewer and ~ter on Cleveland and ~lso on LOth Avenue. Roll
Call - All Ayes.
First reading of OrdLuance No.285, An Ordinance authorizing the sale by the City of
Col~bia Heights of certain Real EstAte known as Lot 3, Block 2, 2nd Subdivision of P2ock 'iF'
Block "F" Columbia H~ights Annex to Minneapolis.
Second reading of Ordinance No.283, Being an Ordinance to amend Ordinance No.171
being an Ordinance for the purpose of promoting Health, Safety, Order, Convenience and
General Welfare by regulating the use of Building Lots and the Density of population
in the City'of Columbia Heights.
Notion by Spekulant, that the re-zoning of this property be tabled until more
substa, ntial evidence, namely in writing to the City Council. This motion lost
for the lack of a second.

First reading of Ordimance No.286, Being an Ordinance to amend Ordinance No.171

A letter was received from the Park Board, asking to meet with the Council to go
over the Budget for 1952. Notion by Deeble seconded by Lange, that they meet
~th the Park Board on August 22nd. Roll Call - All Ayes.
A letter was received by the City Attorney from the Mayor regarding the appoint-
me[ut of Paul Trench to the Police Civil Service Commission on July 9th and asking
to get the Attorney General's opinion on this matter.

lack of~a second.
Motion by Deeble seconded by Spekulant, that we grant the pay increases asked by
Local 664for our Street and Maintenance crew, plus our Park Board Supervisor and
two other employes of the Park Board, also water department employes and that we
adopt the follow~ong Resolution:
BE IT HEREBY RESOLVED, that the City Council of the City of Columbia Heights
that the present schedule for wages become effective August 15, 1951 as follows~

Motion by Spekulant seconded by Deeble to table this matter and request a decision
of the Zon[mng Commission. Roll Call - All AyeS.
The following work is going to be done on 6th Strest between 46th and ~Sth Avenues:
Lower water and gas mains and fill street with some ~solid filling add oil same.
