Terbay, 3905 Reservoir Bl~d.~ ~nd that the Off-sale Beer License be :held up pending the report of the Chief of Police. Roll Call - All Ayes. The :following Resolutions ~re offered by Lange seconded by Spekulant: The City Council of the City of Columbia Heights hereby RESOLVES that, E~R~S, Special Assessments for Lots 27'and 28, B10ck'24, Roslsm Park Addition on Job 201 and 203 in the amount of $1~0.00 and ~97.32, also Lot one, Block on~e, Auditor's Subdiv. of Vfalton's Sunny Ayres ~th Addition on Job 186 in the a~ount of $177.12, have been paid in full; BE iT THE~_~ORE PESOLVED that the County Auditor be and he is hereby authorized to st~<ke from the Assessment rolls the aforesaid assessments. Roll Call - All Ayes. Second reading of Ordinance No.282, Neihg an Ordinance setting the salary of the Mayor to ~50.00 per month and the salary of each Counc~_lman to $35.00 per month. Crdinance No.282 offered by Spekulant seconded by Deeble. Roll Call - All Ayes. First reading of Ordinance No.283, Being an Ordinance to amend Ordinance No.17! being an Ordinance for the purpose of promoting Health, Safety, Order, Convenience arid General ~'~lfsre by regulating the use of land, the location and the use of buildings and the arrangement of building lots and the density of population in the city of Colum~bia Heights. Lots 19 to 2~ Block 61. Considerable objection was made to the re-~on~g of Van Buren between ~Oth and /A~st, and sewra], parties objected to a~Public Parking Lot on Van Buren. Petition was received for street repairs and Black Topping on 6th Street b~tween ~6th and .~Sth. Eotion by Lange seconded by Spekulant, that this Petition be turned over to the City ~anager for tabulation and report back to Council. Roll Call - All Ayes. A request was ma~ to have ~Oth Avenue at least oiled from University to Main Street and also ~ain Street as it is in very~bad shape. The Council told them that Anoka County' would be asked to do this.- Yr. Nelson, ~007 Main Street complained that~the alley back of his place was in very bad condition. The City Engineer wilt investigate this. John Bakken, 1016 Gould Ave. asked to have the alley fixed baCk of his place and he was told to get a petition signed and sen~ to the Council. A request was made tQ have the water pumped, out of alley in the 3700 Block between Jackson and Quiucy. The engineer is asked to establish a grade and estimate on a storm sewer. Notion by Lange seconded by Deeble, to cancel the oiling of Hayes street bet~en 37th and 40th, at the request of the property owners. Roll Call - AIl Ayes.. A letter was received f~om the Central Avenue Business & Professional Assoc. asking for a Bingo Dermit at the Heights Dap Ce%ebration, Sept. 14 and 15. Motion by Deeble seconded byLange t~ gran~ this request, the locality subject to the approval of the Police Dept. Roll Call - Ail Ayes. Motion by Lange seconded by Spekulant to authoriz~e payment of the Phelps- Drake Estimate of $12,648.77, upon .receipt of monies received from ~lkinson. Roll Call - All Ayes. First reading of Ordinance No.284, Being an Ordinance v~uich will Amend Ordinance No. 224 Resolution offered by Lange seconded by~Spekulant, BE IT RESOLVED by the City Council of the City of Columbia Heights that the Mayor and City Manager be authorized to execute the contract for sale of land to the Cornelius Company as per the contract now presented by the City Attorney. Roll Call -All Ayes/ Notion by Spekulant seconded by Deeble, to adopt the ReJolution on ?mite Way Lighting as follows: RESaLVED That the City Council of the City of"Columbia Heights, Anoka County, Minnesota, hereby accepts the offer of the Northern States Pov~r Company, a Minnesota co~ooration, to furnish electric energy, lamp.and glassware renewals and other services for the operation and maintenance of the City's ornamental street lighting sFstem, consisting of: 37 - Single light Steel Standards (Central Avenue) 14 - Single-light Steel Standards (40th Avenue) all located or to be located in said City, and hereby approves all rates, terms, conditions, and specifications conta'i~ned in the~proposed form of Ornamental Street Lighting ContrRct made a part of the offer of said Company, and the Eayor and the City Clerk are hereby authorized and directed to execute the aforesaid Contract for and in the name of the City and to affix the corporate seal thereto. Motion by Lange seconded by Holm, that the City manager be allowed expenses to attend the International City Manager's convention, to be held at Poland Springs, Nadne, September 9-13. Roll Call - All Ayes. Notion hy Spekulant seconded by Lange, to ~oprove the re-platting of Block four and five, Hilltop Second Unit. Roll Call - All Ayes. Motion by Spekulant seconded by Lange, that the Cigarette License be granted to Floyd B. Johnson, 334-4Oth Avenue. Roll Call - All Ayes. Resolution offered by Spekulant seconded by Holm, BE IT H~EBYRESOLVED by the City Council of the City of Columbia Heights that the City Treasurer be and she is hereby in instructed to transfer from the Liquor Fund as follows: One Thousand Dollars to the Police & Court Fund Four " " " " Street Depto " Five Hundred " " " Library " and that there are sufficient moneys in said Liquor Fund to make such transfer.
