Regular Meeting
March 13, 1951
Meeting called to order at 8:10 P.M.
All members present.
Minutes of the last regular and adjourned meetings were read and approved.
Bids were opened for a new Fire Truck from the following:

Motion by Yencho seconded by Trench, that these bids be turned over to the City
Manager for tabulation. Roll Call - All Ayes.
Adoption of Ordinance No.274 offered by Spekulant seconded by Trench, Being an
Ordinance to amend Ordinance #171 the same being an Ordinance entitled, "An
Ordinance for the purpose of promoting Health, Safer)% Order, Convenience and
C~neral Welfare by regulating the use Of land, the location and the use of
buildings and the arrangement of building lots and the density of population
in the City of Columbia Heights." Roll Call - Ail Ayes.
~r. A. Kohlan, Attorney representing residents on Lake View Drive near Silver
Bake ~ms present and discussed with the Council the possibility of connecting
to our water.
Motion by Trench seconded by Spekulant, that the specifications fOr Street Lighting
program be accepted~ Roll Call - Ail Ayes.
Motion by Lange seconded by Trench, that we call for bids on Street Lighting as
per speo~fications. Roll Call - All Ayes.
Mr. George Knoll of 40th and Hayes was in again and discussed the possibility
of extending the water and sewer on' 40th Avenue.
Motion by Lange seconded by Trench, to grant the Minneapolis Gas Company
permission to extend the gas main on Washington street from 50' N.N. line
43rdAvenue to 4404 - Lot 14, Block 16, subject to the approval of our City
Engineer. Roll Call -Ail Ayes.
Motion 'by Spekulant seconded by Trench, that the No=t~ern States Pov~r Co.
be granted permission to install one pole on 39th Ave. N.E. and Jefferson St.

Motion by Yencho meconded by Spekulant, that the letter received from the
Co~ercial Club, regarding putting the property ab 4500 Reservoir Blvd.
on the ~tax rolls, be placed on file. Roll Call - All Ayes.

Motion by Lange seconded by Trench, to grant the following renewal Licenses:

The application for ~ff-sale Beer License from Oakwood Grocery, 4131 - 4th St.
N.E. was tabled for. further investigation.

Trench, ~TEREAS, it. had been deemed expedient to re-write the City Ordinance
pertaining to BillbQards, NOW THEREFORE BE IT RE.SOLVED, that the issuance
of permits for B_tl.l~oards as defined by the Ordinance th~ereon, as ~eil as permits
for any type of o~tdoor signs, including those on buildings, be definitely
suspended, except for such signs as are. used to advertise the business of an
occupant of a building, where such sign. is-on the same p.roperty or attached
to said building. Roll call - Ail Ayes.
Motion try Lange seconded by Yencho, to adopt an agreem~ent relative ~o pumping
water from ~rtvate property, with a fixed rate including equipment and nec-
essamy manpower,of a minimum of $i0.00 for the first hour or fraction thereof,
payable in advance; and $5.00 for each additional hour or fraction thereof.
Roll Call - Ail Ayes.
Motion by Lange seconded by Trench, that we approve the Fire Chief' s recommendation
for fire protection of Trailer City. Roll Call - Ail Ayes.
