K~ After some discussion on the above a resolution was offered
by Karrow, seconded by Dahl to the effect that a public hearing
be given on Nov. 8th, on the proposed sewer on Tyler, and hear
the objections or approval of property owners on Tyler St. On
Roll call: All ayes.
Motion by Dahl, seconded by Karrow that $$.00 be given to Mr.
Pete Jacobsen for damage done to his property on 43rd Ave. N. E.,
by the Fire Truck. On Roll Call: All ayes.
Resolution by Dahl, seconded by Karrow:
"Be it resolved by the City Council of the City of Columbia Heights
that the proper authorities be instructed to take the necessary
steps to have the property of Minneapolis taken off the tax list
to help decrease the present amount of delinquent taxes. All
ayes.
Notion for adjournment by Dahl, seconded by ~tinson, until Nov.

Eeetin6 was called to order Nov. 8th, 1929 at the liigh School
Building. All members present.
Purpose of the meeting was the hearing on tl~e assesSment spreading.
Ordinance introduced by Karrow, seconded by Dahl, to adopt assessment
roll for constructing curb and gutter on east side of 5th St, from
42nd to 43rd ~ve. determining that said improvement be made, and
ratifying and confirming the contract for such work.and other pro-
ceedings heretofore had. On roll call, all ayes.
8tinson thereupon offered preamble declaring an emergency existed
and moved its adoption. S~conded by Gannon, ~11 ayes.
Motion by Stinson to adopt e=ergency ordinance, seconded by
Gannon. Roll call, all ayes.
Ordinance introduced by Stlnson, seconded by O=nnon to adopt
assessment roll for gradi:~ on 41st Ave. from Celutral ~%ve. to the
Slough.
Stinson offered preumble to the ordinance declaring t~mt an emergency

There followed a discussion between the Council members on ~ 4P~nd
^we. question, in which Mr. Karrow asked if the grade had not been
"~hanged. ~r. Bu~k admitted that it 1md and laid that he was wiiling
to assume all responsibility.
Motion by ~tinson to reopen the 42nd Ave. ordinance, seconded by
Gannet. Ail ayes,
The Ordinance was then offered by Dahl.

"~ereas it is necessary, pursuant to Sec. 77 of Chapter 6of the
CityOharter, for this City to issue its certificates of indebtednes~
and whereas said section provided that the Ordinance providing for
the issuance of such Certificates may be passed and enacted as an
emergency ordinance,
Council declares that an emergency exists for the immediate preser-
vation of the publlo peace and safety, and that in order to promptly
meet such. emergencies, it is' necessary to pass an ordinance as an
emergency ordinance,#

Resolution by Karrow that $4300, be paid to Mr. Iiackett as p~tial
payment on 42nd Ave, Job, Seconded by Gannon. Ail ayes,

issue certificates of indebtedness to pay Mr. Nelson in the amount o~
$10,674.23 in paymen~ of Curb and Gutter~ 42nd Ave., and Curb and
Gutter on 5th St, and Curb and Gutter and Sidewalk on 6th St. Seconded
