An ordir~noe prohibitint; bicycle riding, skating, sliding or coasting on all sidewalks within the City limits of Columbia Heights was read. "The City Council of the City of Columbia Heights does ordain as follows: Set,on 1. No person or persons shall ride, drive, wheel, draw or propel any bicycle or other two wheeled carriage of pleasure or any cart or coaster wagon for pleasure, upon or along the sidewalks with- in the City Limits of said City, except for the ~urpose of c~esin~ said sidewalk to go into or out of s~ne adJoinin~ enclosure. Provided nothing in this section shall apply to children's carriages drawn by hand or bicycles pushed by hand. SECTXON IX, NO person or persons shall roller skate or ice skate or otherwise'in any manner slide or coast upon the sidewalks of said Oity! SECTION XXX. Any such offense shall be punishable by a fine not to oeed Twenty-Five dollars ($25.00). SECTION IV, Xn ~ase of the infraction of any of the above sections of said ordinance by Juveniles, Jurisdiction over all such cases shall be teken by the Juvenile Oou~t of tho County of ~oka and punishment fixe~ by said Court. After some discussion betwe.n the members of the Council and the audlemee, a mottonwas made by Delll, seconded by Earrow to postpone voting on the ordinance until the next regular meeting. Passed by unanimous roll call vote. ~ Ordinance licensi~ Chicken Shaaks, Cafes and restaurants was given its first reading. A uniform fee of $10.OOwas ft~edfor licen~ applying to all eating places. Resolution by Stinson, seconded by Gannon, in regard to w~mt proper~y will be benefited by constructing curb and ~utter on the east side of 5th Street from 4and to 43rd Ave. and fixing time for hearing withre- spect to the benefits and to the proportion of the cost to be assessed against the property. On K~ After some discussion on the above a resolution was offered by Karrow, seconded by Dahl to the effect that a public hearing be given on Nov. 8th, on the proposed sewer on Tyler, and hear the objections or approval of property owners on Tyler St. On Roll call: All ayes. Motion by Dahl, seconded by Karrow that $$.00 be given to Mr. Pete Jacobsen for damage done to his property on 43rd Ave. N. E., by the Fire Truck. On Roll Call: All ayes. Resolution by Dahl, seconded by Karrow: "Be it resolved by the City Council of the City of Columbia Heights that the proper authorities be instructed to take the necessary steps to have the property of Minneapolis taken off the tax list to help decrease the present amount of delinquent taxes. All ayes. Notion for adjournment by Dahl, seconded by ~tinson, until Nov. 8th. Purpose of the meeting was the hearing on tl~e assesSment spreading. Ordinance introduced by Karrow, seconded by Dahl, to adopt assessment roll for constructing curb and gutter on east side of 5th St, from 42nd to 43rd ~ve. determining that said improvement be made, and ratifying and confirming the contract for such work.and other pro- ceedings heretofore had. On roll call, all ayes. 8tinson thereupon offered preamble declaring an emergency existed and moved its adoption. S~conded by Gannon, ~11 ayes. Motion by Stinson to adopt e=ergency ordinance, seconded by Gannon. Roll call, all ayes. Ordinance introduced by Stlnson, seconded by O=nnon to adopt assessment roll for gradi:~ on 41st Ave. from Celutral ~%ve. to the Slough. Stinson offered preumble to the ordinance declaring t~mt an emergency existed and moved its adoption. Seconded by Canteen. All ayes,
