A meeting of the City $ouncil of the City of Columbia Heights
was called to order, ~ep}. 24th, at 8:00 PM at the High School
Building. All members were found present, except the Mayor.
Lotion by Gannon, seconded by Stinson that Karrow act as tem-
pDrary Chairman in the absence of the Mayor. Carried.
Minutes of the previous meetings read. After one correction
on the date of the Ordinance #67, the minutes were appr~wed.

After str~king out the names of those that didn't need to be
paid for a month, the motion for allowance for all bills was
made by Dahl an~ seconded by Gannon. Carried by unamimous roll
call vote.
Ordinance #67 was then read for the second time. Some discussion
as to whether $7000. was needed or whether the ordinance should
be amended.
Motion by Stinsog, seconded by Dahl, that Ordinance #67 be amended
by striking out $7000.00 and inserting in lie~ thereof, $5000.00
Carried by unanimous ~oll call vote.
An agreement was then read by Mr. Buck, between the City of Columbia
Heights and Mr. & Mrs. Andrew Kapuster, as follows:
THIS AGREEMENT made and entered into this 19th day of August, 1929
by and between Andrew and Bertha Kapuster of the City of Minneapolis,
party of the first part and the City of Columbia Heights, party of
the s~c~nd part herein after called the C2~y, witnesseth that now
therefore, in consideration of the sum of , 5.00, said Andrew and
Bertah Kapuster agree to grant said City the right of public tres-
passing of the north 30 ft. of the south half of lot 5 block 2EX 1
rearrangement of block "C" for the period of one year from date.
It is further agreed that the City will not constructa road through
said lot. The City does however, reserve the right to make over and
repair such pieces as are dangerous to travel in said strip of land.

No special l~vy of taxes will be assessed for construction of
said w,,~ right of way in witness whereof the contracting parties
have hereunto set their hands and seal this day of .......
~r. Buck then read several notices of indebtedness of the City
£or damage done to property in grading 42nd ave.
~r. L. ~. Letender Value of lot 52 Block 3 ~1200. - decreased
$300. Now valued at $900.
H. P. ~anville - Value of lot ~ Block 4 - $700 - decreased $~00.
Now valued at $400.
Spain & ~prouts - Vlue of lot 50 Block 3, Reservoir Hills - de-
dreas~d $150. Now valued at $350. Original value $500.

R~solution offered by Stinson, seconded by Gannon, as follows:
"Be it resolved, that the complaints and claims for damages on
account of grading of 4Bnd Ave. N. E. between Central Ave., &
Reservoir Blvd., be ~eferred to the City ~ Attorney for his
attention and advise.
Passed by unanimous roll call vote.
Nr. Buck then read a letter from ~r. ~. E. Peterson. ~otion by
Gannon, seconded by Dahl that the cases be placed on file.
~r. Jacobson then stated that his fences and land had 0een damaged
by the Fire Truck, but that same had not received attention.
~otion by Dahl, seconded by uannon, that City ~ager look into
the matter of damage done by tlB Fire Truck to r. Jacobee~'s
property at 1101-43 Ave. N. E. and recommend suitable settlement.
Carried by unanimous roll call vote.
The 1930 Budget was then put on the table for discussion.
The meSting was then adjourned.
