The ' ~irst order of ~ ~
buomness was the improvem~.t project which
dealt ~ith the grading of the ~lley between 37t~h ~nd 39th ~ven~es in
BIook 85, Ool~bma Heights Ann x. Engineer J E Carroll explained
t~e Prof~Ie which he ~d drawn and ~ubmitted and interested propert~
ewmere~ di~C. us~ed the project With the council. No objections were
&ntere~ s~zi~st doing a p~rtial grading job a,t this t~e and ~ reso-
l~tion was ~ffered by D~hl, who moved its ~doption that Drawing ~e.
411, the ~rofile of said alley be accepted as the established grade.
This was eeco~d a by Deutsch anti-carried unanimously

A' resolution was offer d by ~rrow, who moved its adoption that

facing of 4~r8. Avenue. Seconded by Deutsch a~d carried ~_animousl~.
A resolution w~s offered by Gillette, who moved its adoption,

:a2d surfacing Tyler street. Seconded by Dahl. and carried unani-

!ate 'tapping of sewers' "was res~d for the second time. ~pon motion
of Deut~ch, second by Dab1, and carried unanimously, it was deck,ed
to 'held th~ s~cc~pting oFothis ordinance over to the next meeting in
orde:~ to give the plt~bers ~nd others who might be effected an oppor-
tu~.it~ to d%scuss 'i~s'~ith the council. [
Ordinance ~Io. 51, "a~n o~dinance ~uending 'an ordinance to
!ic,ense pl.~bers, etc.,' "was read for the second t~me and, upon
motion by Deutsch end second by Dahl s/nd carried· unanimously this
ord.%nanee was aisc held over to next Tues~y evening.
Engineer ~. E. Ca, troll submitted a profile of proposed sto~
,sewer extension. After thorough discussion this profile, known a,s
Drawing }~o. 312, was upon motion by Dab1, second b~ Gillette and
carried unanimously, a, ccepted.
A re.~olution was ther. offered by- Dehl, who moved its adoption,
tbzt the city manager be instructed to advertise for bids on this
storm Sewer extension and ts/~e other preliminary steps'toward t~aving
the improvement made and that the actUal work be held off unti~ it
was deteI-mined how much money would 'be' left with which to proceed
out of' the sewer funds'. Fuzther that zn emergency bond ~'ssue .be
considered to make Up a deficit in the event there be one. This wes
seconded i~y' Gillette and carried u~animously.
.A.H.'Ittner presented a petition for the grading and sidewalk
grade for 41st avenue. As in several o%Ber instances, the presenta-
tio~ of this petition broug~t about varied discussion which W~s fol-
lowed by a suggestion that t~at council take' the other alternative
and attempt to secure t~,~s improvement, by a four-fifths vote of the
~,ouncil instead of a c~ntinuance of apparently useless submitting of
petitions. It was, however, moved by Deutsch an~ Seconded by. Dahl
an~ carrie~ unanimously to refer the petition to the city mahager
"for the regular course ce proceedure."
A aomm~=~,ication was read From Wm. Andrevzs, in which he re-
quest e5 permission to make a sewer connection to the main line of
t~e trt~k sewer at 4~nd and Central. Upon motion by Karrow, which
was seconded by Dahl and carrie~ ~unamimously, this permission was
grant ed.
A Resolution was offered by' Dahl, who moved its adoption, that
lights be instoalled~at Polk and ~7th, Polk and 38th, Bucb~nnan and
38thmand Johnson a:~d 39th. Further that the light now maintained
at 39th and the Reservoir Blvd. be discontinued and moved to~[~9th
and Hayes. It was cai. led to Dahl's attention By Karrow, who
seaonded this resolution, that action would not be taken in~med, iately,
but upon the unanimous vote of the council' the !i;.~]ots were ordered
installed as soon as conveniently possible.
The condition of the streets following improvement of same or
the instal_let ion of the sewers was discussed in detail. The Contract-
ors' 'failure to back fill was given an airing and the city manager and
city engineer both. repoz~ed that they were determined to see that
the contractor carried out his work in this respect an~ were doing
all they could to assist him. However, Deutcb ~aade a motion that
the city manager be instruct.e~ to keep his maintenance man busy at th~
this Work every minute available and further to hire additional men if
he thought it necessary. Dahl seconded this motion and stated that
he dif~ not believe that the property owners~would object to borrow-
ing money to have the city ke~p up its end of the maintenance iT
t~ey aoul~, see t~at there ware results obtained. This was carried
unanimously'.

vote the men, ting was aSjourned, t~ere being no further business.
