H. 'Kabm"for a license to m~er- ate a motion picture show and a dance hall at Forest Park~. This application was accompanied by a resolution passed by a grou~ of' citizens at a mass meeting on July 28th and s'igned by H. J. Kapka, requesting that the license be granted. The application ws~s denied upon motion by Dahl, senonded by Deutsch and a vote of all ayes. Louis Ctucka submitted ~ petition signed by 240' fre'ehol'ders asking ~bat. the citY~coune.il .se~ a date for a special election at which the question of,'~.an~xation to ~inneapolis could be submitted to the' voters of Columbia Heights. 'Dahl made a motion 2hat the petition be referred to the city zf~nager for a chebk-up as to the ' validity of the signatures thereon. This' mo't ion was seconded by ~arrow and ~as.~ed .by a vote of all ayes. A peti'tion request-lng improvement of alley in Block 8~ be-' 'tween 37th and 39th Avenues was discussed and upon motion by Kartow and second by Gi!ttte, with a vote of all ayes, it was passed'to refer this petition back to the conm~ittee for mome signatures. W. C. Gauvette appeared in behalf of residents in neighbor- hood of University ASenue, between 40th to 44th, and called th~ coun~,il~s attention to the fact that, while attempts bad been made to secure an outlet for the people of this section, at the presen, t time it was impossible for them to get access to their property without trespassing~ The owner of the property upon which these residents had been trespassing was present and affered to ~ell to , the~ city his entire half acre for roadway purposes for the sum of $700.00, His offer was said to be a radical change of mind from a previous offer he bad made to lease a driveway to the city and upon motion by Deutscb, which was seconded by Dahl, it was passed to have city manager get in t,...uch with owners of other property which might be available for a .'driveway and that the advisability o ce street oper. ing in that section be investigated by the manager, A petition was reaeived from 13 property owners asking that cinders be spread o~1 Seao~d strec~t from 40th to 42nd. A co~nunication was read fr:m H. E.
