A special meeting of the City Council of the City of Columbia
Heights was ca.lled to order by Mayor Soderholm ~ipril 29th at 8 P.M. in
the council chambers ~for the purpose of giving ~he 'Siinn¢s~lis~,~Gms .Ligh%
Compa~'s Ordinance its secon.~ reading and for Shy other business that
migh~ arise, All c~n¢il members present.
After a lengthy genera 1 d~cussion on delinq~en~ taxes, stressing
on penalties an! interests., ~iayor Soderholm made the suggestion that a
special~ meeting be called in the near i~ture by City Manager, V~eitch
whenever he thought~ the most advantageous time, for the .purpose ~of coming
~to some definite arrangement regarding the handling, of same,

reading. ~ Stephens~ moved for its~ adoption, seceded by Gillett-, r011
call, ayes unanimous, carried.
Gillett moved that the ~uggested changes in ~e gra~ing Qn Polk@
street between 3~th and 39th avenues be made with the, underst~d~that
the contractor working ~ the~ grade reduce the cost~ of the work accordingly,
seconded by 0strsnder, ayes unauimous, carried.
City engineer Carroll submi~tted complete estimates o~f c os~s~_~
of ~mying of streets etc., in th~ diotrict covered by Ord.iuarce~,,Za~so
shoving profiles covering the above district. L. W. Northfieldgave a
lengthy talk on the needs of streets in the above district. Esyor. So,er-
holm suggested that City i~lansger Leitc$ arrarge a meeting.~u the near
future of the members .of the C~ity. counc il and the pw~rs of the property
covered by 0rdiuance~~-~.3°
Apetitio~7~~i~e~i~teen_ ~ property owners ~on Cent-s l_ av enue
between 40th sad 42nd ~ven~es objecting to any extra assessment against~.
the property o~ners covered by the whole improvement of taking out the ola
sidewalk iu front of Columbia School, taking out a nl~putting in. nero curb
and sidewalk in fret of ~/elch's .propez'ty, and moving of stop.bc~es.
Stephenson made motion that 8pplying to this petition, the stop boxe~ be
set back.and placed so ss to comply with the reGuired e levenToot distsnc~e
fr~n the boulevard and the expense of same be taken out of the general
fund., seceded by Xsrrow, roll cs 1 l, ames unanimous, csrrie~.
Geronsin, in behalf of the E~ecut ive Board ~of the local
payers ~'ssscciation, ~sked the city council for the privilege of holding
the, montI~ly meetings of the E~.cutive Board in the engine house on
Thursday evening, preceeding the second i~i~nd~ of each month. Mayor
Soaerholm asked if any objections. Gillett made motion that the E~ecutive
Board of the Taxpayers a socistion be granted the above privileg9 of using
the engine house for their monthly meetings and that the police officer
on duty be held responsible for the opening and cl6sing of same, ~yes
unanimous, ca rried.
Frank ittn~r gave ler~gttty discussion regsr~ding the grade on
Central avenue between ~bth 8nd ~nd sven~es, slso mentioning ortner
grades thr ougho~t the ci ry.
Gillett moved for adjournment, seceded by 0~trander, ayes
unanimou s, ca,rri ed.
